The Management and Program Analyst (Acquisition Data Analytics) performs the following duties:

• Provides support for the analysis of federal procurement data to track Small Business (SB) performance towards statutory goals and receives guidance on how to look for industries and sectors for SB performance improvement.
• Performs data analytics of programmatic, financial, and administrative data.
• Engages with stakeholders to understand changing needs and requirements and to determine questions for research studies.

• Analyzes, forecasts, and interprets functions associated with the management and control of resources or funds, tracking and control of funds for the organization’s programs and activities.
• Furnishes technical interpretation and/or guidance to the financial managers regarding finance system requirements.
• Communicates in writing, to present presentations, correspondence, and reports.
• Conducts research into regulatory material to locate appropriate procedures for various financial transactions.
• Analyzes facts, identifies problems, reports findings, makes conclusions, and recommends corrective or other appropriate action in carrying out routine analytical assignments.

The purpose of this position is to perform a variety of highly complex demanding management and program analyst assignments requiring a mastery of the application of qualitative and quantitative methods for the assessment and improvement of program(s) effectiveness and to ensure high-quality implementation and management of ASPE s legislative, compliance, and executive secretariat activities.

The incumbent provides direct staff support to the Division Director by responding to requests for information, including archival information, special analyses, participation in special projects (both short- and long-term), and collaborative assignments with other Divisions within and outside of ASPE. The incumbent analyzes, reviews, edits, and writes a variety of documents and represents ASPE/BHDAP on various internal and external committees, workgroups and task forces, and meetings.

As a Supervisory Information Technology Specialist (CustSpt), you will use your knowledge of and experience with the Office of the Chief Information Officer to optimize business results and customer experience by:

• Coordinating all managerial functions of a centralized help desk.
• Providing leadership and managerial direction to subordinate staff responsible for the delivery of IT customer support services.

The Director, Business Management Office performs the following duties:

• This supervisory position provides leadership and managerial direction for effective, uniform, and economical accomplishments of management and administrative functions and responsibilities.
• Directs the formulation and dissemination of business transformation management policies and provides direction, coordination, review and analysis of transformation initiatives.
• Provides day-to-day leadership and guidance, both technical and administrative to assigned staff.

to the development, evaluation, and implementation of Medicare and other health financing policies.
-Overseeing staff that conduct a variety of quantitative and qualitative assessments to estimate the costs, benefits, and impacts of a range of Administration and Congressional initiatives.
-Overseeing the analyses conducted by staff and produced by contractors, including ensuring their methodological rigor, technical accuracy, and the development of research products that effectively communicate analytical results.
-Directing data analysis on a broad range of health services research, evaluation and policy issues.

ABOUT THE POSITION

The DAB, through direct delegation from the Secretary issues decisions under more than 60 statutory provisions governing Department of Health and Human Services (DHHS) programs. The Chair is responsible for exercising executive direction and leadership over the day-to-day activities and operations of the DAB, a staff division within the Office of the Secretary. In that capacity, the incumbent serves as a key advisor to DHHS leadership on adjudicative activities conducted by DAB Judges, adjudicative trends at the administrative appeals level and manages the Division's operations including strategic planning, assessment of objectives and results, and management of financial and human resources. Additional duties include evaluating the evolving needs of the organization and coordinating budget planning and execution including drafting and submitting written budget requests and justifications to the Office of Management and Budget (OMB) and the Congress.

As the Chair, the incumbent also:
Serves as a member of the Board and designates panels of three Board members to adjudicate appeals. Appraises the performance of the Executive Officer/Executive Director of Administration, Board members and senior level officials including the Deputy Board Chair, the Chief Administrative Appeals Judge, the Executive Director of the Medicare Operations Division, the Executive Director for Adjudication, and supervisory attorney advisors who serve as division directors of the DAB's three adjudicatory divisions, the Appellate Division, the Civil Remedies Division and the Medicare Operations Division.
