Job Description:

As the Chief Risk Integrity & Governance Officer, you will be responsible for overseeing and developing strategies that mitigate risks across the organization while ensuring compliance with internal policies and regulatory frameworks. You will drive risk management, operational governance, and integrity initiatives, ensuring business continuity and aligning the company with long-term sustainability and growth objectives. Your primary role will include analyzing risk in financing proposals, monitoring risk portfolios, and ensuring sound governance across all operations.

Key Responsibilities:

1. Risk Analysis & Assessment:

• Plans and coordinates the implementation of policies on U.S. national cybersecurity, to include international cybersecurity, Federal enterprise cybersecurity, partnering with State, Local, Tribal, and Territorial (SLTT) governments on cyber, and general cyber policy implementation.
• Ensures that matters affecting the national cybersecurity of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress.
• Maintains oversight and assesses effectiveness of department and agency programs that relate to international, Federal, and SLTT cybersecurity.
• Coordinates, plans and initiates interagency efforts linked to national priorities and policies related to cybersecurity. Participates in, and if called upon, organizes special interagency studies, analyses, and policy papers on cybersecurity strategy and other related policy matters of immediate concern to senior ONCD officials.
• Works with the Intelligence Community (IC), the Cybersecurity and Infrastructure Security Agency (CISA), and Sector Risk Management Agencies (SRMA) on developing a fulsome understanding of threats, risks, and vulnerabilities affecting the cybersecurity of partners and government systems more broadly.
• Coordinates with international and SLTT partners in advancing national cybersecurity, attaining a better understanding of the effectiveness of U.S. government programs, and ensuring stakeholder views are accounted for in national cybersecurity policy and strategy priorities.
• Prepares the NCD, DNCD, and ANCD-Implementation for meetings involving U.S. cabinet officers, foreign dignitaries, and members of Congress concerning national cybersecurity policy issues.
• Synthesizes the views of various executive branch agencies in order to develop comprehensive and coherent strategy and policy recommendations for consideration by ANCD-Implementation and U.S. policymakers.
• Assists the NCD, DNCD, and ANCDs, as called upon, in fulfilling their responsibilities and represents the views of the ONCD as appropriate in senior level inter-departmental meetings.

Major duties include but are not limited to the following:

1. Serves as principal advisor to the NIGC on matters relating to the overall management and control of building a diverse workforce, ensuring equal opportunities for applicants and employees and creating an inclusive workplace throughout the NIGC
2. Directs and manages a comprehensive equal employment opportunity program for federal employees throughout the NIGC in compliance with: Title VII of the Civil Rights Act as amended; sections 501 and 505 of Rehabilitation Act of 1973 as amended; the Age Discrimination in Employment Act of 1967 as amended; the Equal Pay Act of 1963 as amended; Title II of the Genetic Information Nondiscrimination Act of 2008 as amended, Equal Employment Opportunity Commission rules and regulations, and all respective NIGC procedures, policies and regulations.
3. Acts as a catalyst for organizational change to build and retain a diverse workforce and establish and sustain a working environment of mutual trust and respect in accordance with NIGC norms, principles and policies.
4. Establishes policy for proper implementation of the various laws and regulations encompassing the diversity, equal opportunity and inclusion programs.
5. Ensures the timely development and submission of the NIGC's annual reports, required affirmative employment plans, reports to Congress on NIGC/EEO programs, etc.
6. Provides for timely processing and adjudication of discrimination complaints filed by federal employees and applicants for employment with NIGC. Recommends decisions for the NIGC Chair on complaints of discrimination and respective corrective measures as necessary to resolve the issues whether or not there is a finding of discrimination.
7. Establishes and oversees the administration of special emphasis programs in accordance with the NIGC Special Emphasis Programs policy.
8. Provides assistance to management and employees to secure and promote a diverse workforce and inclusive working environment such as: advice and direction regarding equal employment practices, recruitment and hiring, consultations pertaining to employee relations, conflict resolution, managing a diverse workforce, cultural competency and communication skills.
9. Oversees work of collateral duty specialists; plans and executes the office budget; and otherwise takes appropriate management action to properly execute the office's mission
