This position serves as the Deputy Chief Human Capital Officer (DCHCO) for Strategy and Services, Office of Human Capital (OHC), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security. This position is located within OHC under the ICE Management and Administration Directorate and serves as a key representative regarding human resources (HR) matters. As the DCHCO for Strategy and Services, you will be responsible for managing and directing the day-to-day operations of the following programs:

• The Employee and Labor Relations Unit (ELRU) administers statutes, laws, and regulations governing conduct, discipline, performance, and labor matters. ELRU provides guidance and advice to managers throughout ICE with the goal of maintaining employer-employee relationships that support productivity, motivation, and positive employee morale. ELRU administers the agency's Collective Bargaining Agreement, represents the Agency in labor negotiations, and provides high-quality advice and guidance to senior leaders, managers, and supervisors to make effective decisions to advance organizational change. In addition, ELRU serves as advisors to management on disciplinary matters for all ICE personnel and assists ICE managers as they go through the disciplinary process to resolve issues and to improve the ICE work environment. ELRU also administers the Agency's performance management system and awards program and advises supervisors on addressing performance-related matters.
• The Medical Affairs Unit (MAU) provides medical consultation with ICE management and staff on Family and Medical Leave Act medical qualification requests, pre-employment medical qualification reviews, reasonable accommodation medical qualifications, hardship transfer request medical qualifications, medical fitness for duty evaluations. In addition, MAU manages ICE's Medical review Board, Office of Workers Compensation Claims, and Drug Free Workplace Program.
• The Employee Resilience Unit (ERU) administers programs that identify personal and community strengths, provide valuable resources to prepare for the challenges ahead, and offer assistance and support to all ICE employees and their family members in times of personal need or following critical or traumatic incidents. These programs include ICE's Employee Assistance Program, Peer Support Program, and Chaplaincy Program, as well as a variety of programs and services that promote a healthy work-life balance.
• The Executive Services Unit (ESU) provides advisory, technical, and operational services pertaining to the Senior Executive Service (SES), Senior Level employees, Presidential Appointees, and Schedule C employees. ESU provides technical advice, guidance and support to the ICE Executive Resources Board and SES Performance Review Board; oversees the development of Qualifications Review Board documentation for SES position selections for referral to the Department of Homeland Security and Office of Personnel Management; and manages ICE's executive resources and senior executive and senior level pay-for-performance systems.

The Chief Engineer supports the Deputy Architect and the Architect of the Capitol by managing the operational effectiveness and historic preservation of the buildings comprising the Capitol Complex and other significant off-site facilities, including more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. 

The position is located in the Office of the Chief Engineer, Architect of the Capitol. The office has primary responsibility for the master planning, building performance audits, retro-commissioning and facility condition assessments. He/she leads and manages CDTFW research, operations, budget, and personnel. The incumbent assures that CDTFW's research is methodologically rigorous, cutting-edge, and impactful. He/she develops and manages research and academic initiatives related to disruptive technology and future warfare and helps to effectively disseminate publications and research products to relevant DoD and U.S. government stakeholders to ensure the strongest reach and impact. The incumbent leads, manages, and coordinates across the NDU academic and research enterprise, as well as with DoD and interagency stakeholder organizations. The AO is seeking a Chief of Staff in the Department of Administrative Services (DAS). The duties of the Chief of Staff include, but are not limited to:

1. Coordinating the annual performance management and performance award processes; providing guidance, deadlines, and timely reminders to the department's managers to ensure all staff have a performance plan and receive mid-term feedback and annual appraisals; and developing the final submission package for the department.
7. Assisting and advising the Associate Director on personnel matters pertaining to the department's senior staff, including preparing vacancy announcements, conducting candidate screening panels, participating in interviews, and preparing recommendations.
8. Serving as the executive champion for continuous process improvement; overseeing the Continuous Process Improvement Staff (CPIS); maturing the department's business processes; providing process improvement training to AO staff; and fostering a culture of process improvement.
9. Participating in meetings of the AO Executive Management Group (EMG); providing advisory support to the EMG, including preparing analysis, developing policy recommendations, gathering decision support materials, and providing similar support.
10. Assisting the Associate Director in overseeing the department's role in supporting seven Judicial Conference Committees and six AO advisory bodies.
11. Serving on formal and informal teams and working groups to address emergent issues, such as lapses in appropriations, natural disasters, and unanticipated emergencies; serving on the Judiciary Emergency Response Team; and ensuring DAS offices are alerted and respond in a timely manner.
12. Serving as an advisor and resource for the department's senior staff on a wide range of issues, including questions regarding AO and Judiciary policies and processes, personnel issues, communications strategies, and resources.

As Programming Director, you will be responsible for duties to include, but are not limited to:

1. Serves as the lead director of news and content for Voice of America, acting in accordance with direction from the VOA Director. Manages regional news divisions, the VOA News Center, and Studio and Production Operations, provides oversight and guidance to operational, production, and programming elements. Exercises news and editorial judgment in evaluating usage of all news products and other output to ensure that programming needs are being met with timely, high-quality material that is on a level competitive with that produced by other targeted news and information markets.

• Advises the VOA Director on broadcast and programming strategies to incorporate new ideas and technologies as well as enhancements and improvements to existing programming formats to ensure that mission objectives are being met. This may include introducing new formats, updating presentations and increasing live coverages in order to provide an appropriate media mix of programming in the various target regions depending on the individual needs of each market.
• Establishes and assures adherence to production and journalism standards to achieve quality VOA studio and production operations in a manner which will further policy objectives of the U.S. Government.
• Provides advice to top Agency officials on long-range operational and programming plans and requirements.
• Effectively monitors the production of programs for various media (digital, radio, TV, web) and ensures the proper mix is produced in the Language Services. Deploys resources in an equitable manner to ensure appropriate balance between media platforms depending on the needs of various markets.
• Ensures that material used in programs meets the requirements of the VOA Charter, including the requirement to provide consistently reliable and authoritative news that is accurate, objective, balanced and comprehensive as well as the requirement to project significant American thought and institutions.

• Exercises delegated authority to oversee the overall planning, direction, and timely execution of the operations of the Programming Directorate, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels.
• Approves multiyear and longer-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manages the overall work to enhance achievement of the goals and objectives.
• Oversees the revision of long-range plans, goals and objectives for the work directed.
• Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes.
• Manages organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.
