Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.

This position serves as the Deputy Chief Human Capital Officer (DCHCO) for Strategy and Services, Office of Human Capital (OHC), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security. This position is located within OHC under the ICE Management and Administration Directorate and serves as a key representative regarding human resources (HR) matters. As the DCHCO for Strategy and Services, you will be responsible for managing and directing the day-to-day operations of the following programs:

• The Employee and Labor Relations Unit (ELRU) administers statutes, laws, and regulations governing conduct, discipline, performance, and labor matters. ELRU provides guidance and advice to managers throughout ICE with the goal of maintaining employer-employee relationships that support productivity, motivation, and positive employee morale. ELRU administers the agency's Collective Bargaining Agreement, represents the Agency in labor negotiations, and provides high-quality advice and guidance to senior leaders, managers, and supervisors to make effective decisions to advance organizational change. In addition, ELRU serves as advisors to management on disciplinary matters for all ICE personnel and assists ICE managers as they go through the disciplinary process to resolve issues and to improve the ICE work environment. ELRU also administers the Agency's performance management system and awards program and advises supervisors on addressing performance-related matters.
• The Medical Affairs Unit (MAU) provides medical consultation with ICE management and staff on Family and Medical Leave Act medical qualification requests, pre-employment medical qualification reviews, reasonable accommodation medical qualifications, hardship transfer request medical qualifications, medical fitness for duty evaluations. In addition, MAU manages ICE's Medical review Board, Office of Workers Compensation Claims, and Drug Free Workplace Program.
• The Employee Resilience Unit (ERU) administers programs that identify personal and community strengths, provide valuable resources to prepare for the challenges ahead, and offer assistance and support to all ICE employees and their family members in times of personal need or following critical or traumatic incidents. These programs include ICE's Employee Assistance Program, Peer Support Program, and Chaplaincy Program, as well as a variety of programs and services that promote a healthy work-life balance.
• The Executive Services Unit (ESU) provides advisory, technical, and operational services pertaining to the Senior Executive Service (SES), Senior Level employees, Presidential Appointees, and Schedule C employees. ESU provides technical advice, guidance and support to the ICE Executive Resources Board and SES Performance Review Board; oversees the development of Qualifications Review Board documentation for SES position selections for referral to the Department of Homeland Security and Office of Personnel Management; and manages ICE's executive resources and senior executive and senior level pay-for-performance systems.
• The Strategic Initiatives Unit (SIU) improves organizational performance by better aligning workers with the work they do. Using systematic and scientific processes, SIU engages in workforce planning activities to identify employee capabilities needed; creates and maintains personnel selection assessment programs to hire and promote employees with those capabilities; and supports employee engagement initiatives to enhance employee's connection and commitment to ICE's mission.

The Chief Engineer supports the Deputy Architect and the Architect of the Capitol by managing the operational effectiveness and historic preservation of the buildings comprising the Capitol Complex and other significant off-site facilities, including more than 18.4 million square feet of facilities, 570 acres of grounds and thousands of works of art. 

The position is located in the Office of the Chief Engineer, Architect of the Capitol. The office has primary responsibility for the master planning, building performance audits, retro-commissioning and facility condition assessments. The office also manages the energy and sustainability program, provides project-funded, in-house construction services, supports critical Capitol campus systems and oversees the enterprise asset management and building automation systems.

We are looking for a dynamic and innovative leader with executive leadership experience to oversee the preservation of architectural and artistic elements as well as provide recommendations on design, construction and maintenance of facilities and grounds. In such capacity, the Chief Engineer performs duties such as following:

• Executes delegated agency-wide responsibilities and authorities over the management, execution of project planning, project management and project controls; design services and energy management; enterprise asset management; architectural services functions including historic preservation; Master Planning; Office of Inspector General and Government Accountability Office coordination concerning projects and construction operations; and real estate management.

Candidates must have proven executive leadership experience in delivering relevant comprehensive operational functions. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. As the Chief Administrative Officer (CAO), you will oversee the major functions, services, and operational programs supported by and aligned under the Office of Enterprise Readiness (ERO). The Office is comprised of the Administrative Operations Division which drives, supports, and promotes various administrative functions and programs of the Secret Service to include administrative operations, vehicle lease management, personal property management, real property management, as well as procurement policy and management. You will be responsible for the overall leadership, strategic management, and annual performance in these areas and for promoting development and continuous improvement in management policies, practices, workflow and productivity, workforce skills and experience, and resource management to ensure the most efficient and effective means of support are provided in overall agency operations.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer of challenges or issues that have significant implications for the agency and work to resolve any deficiencies which directly impact the investigative and protective operations of the Secret Service. Your stewardship of ERO and its programs will require oversight of facilities and property management through several subordinate managers, who directly supervise facility and property management specialists, fleet management specialists, logistics and warehousing specialists, and support personnel in the worldwide management of Secret Service facilities and property.

The primary duties include, but are not limited to, the following:

• Oversees program planning activities for real and personal property, vehicle fleet management, integrated supply logistics and warehousing, space utilization and sustainability, and centralized procurement activities for all equipment, supplies, and services for Secret Service operations worldwide.
• Promotes the development of alternative solutions to problems arising from changes in work situations that have an impact on administrative program operations. Monitors and evaluates overall program effectiveness with a view toward efficient accomplishment of objectives.

As Practice Leader and Senior Director, serves as a member of the management team by supervising the Program Acquisition & Assistance (PAA) Practice Group and providing intellectual and technical leadership over MCC's programs, policies, and practices for the compact Procurement functions. Provides leadership, strategic guidance, and oversight over the execution of MCC's program procurement guidelines across the portfolio. The Practice Leader and Senior Director:

• Defines and develops MCC's approach to international public procurement procedures and functions with partner countries.
• Serves as a recognized expert and senior advisor to MCC leaders on issues related to international public procurement.
• Defines best practices, templates, procurement management tools and approaches, and other guidance to be applied across MCC disciplines.
• Leads MCC's procurement outreach efforts with the private sector, including organizing events, industry days, target marketing, and building relationships with private sector firms and other US government agencies.
• Formulates and recommends plans to improve policies, practices, methods, and organizational operations related to international public procurement.

As the Chief Procurement Officer (CPO), you will oversee, manage, and develop policies and procedures involving the procurement of supplies, construction, and services required to manage the overall operational efficiency within the Secret Service. As the agency authority on procurement and contracting matters, you will be responsible for the acquisition of all goods and services for the protective, investigative, and administrative mission of the Secret Service.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer on the interpretation of contracting laws, principles, and regulations to generate new procurement concepts or make recommendations regarding procurement matters impacting the Secret Service.

The primary duties include, but are not limited to, the following:

• Acquires commercial items, classified/sensitive intelligence technology, protective countermeasures, major nationwide telecommunication network systems, complex and diversified information technology systems and services, major system acquisitions for highly sensitive investigation and protection equipment, and state-of-the-art electronic and security systems. Products and services procured are unique, time sensitive, high dollar value and critical to the mission of the Secret Service.
• Plans, directs, and oversees a worldwide centralized procurement program through several subordinate supervisors who directly supervise contract and procurement specialists, automation specialists, and administrative/support personnel in procuring equipment, supplies, and services for the Secret Service.
• Refines procurement policies used in the acquisition of goods and services to enhance operational efficiency; develops and implements new procedures and processes to streamline and improve operations.
