The role is the most senior Borough Operational Manager, jointly accountable with the Clinical Director, for the provision of mental health services. This role will lead and deliver the operational management of services ensuring oversight of transformation plans in line with the Trust model and Long-Term Plan. Strategically this role will lead mental health in relevant Trust and partnership forums, and in particular leading CNWL's representation in the place-based partnerships at borough level.

Key responsibilities include positive relationship managements with a range of stakeholders that exist with all local carer and user groups. The role will support the Leadership and Divisional Management Team in the agreement and delivery of strategic and operational service plans for Mental Health Services in the Borough.
To work across boundaries to ensure a seamless service for patients and facilitate patient flow between Inpatient and Community Services.
To ensure the delivery of all operational priorities as agreed.
To play a leading role in the Trust’s Transformation agenda, working closely with the divisional transformation to embed change in the borough across transformational programmes including, but not limited to, the Digital programme, the Urgent Care Programme, Development and Sustainability of Community Hubs in the transformation of Community Services.
To oversee the embedding of QI throughout the Borough.
To support the Divisional Assistant Director of Finance as required to establish and agree income and expenditure budget plans for agreement by the Divisional Board.
To lead the Borough Management Team in delivery of priorities, contracts and services within agreed resources.
To ensure the implementation of all statutory requirements, Trust policies, Standing Orders and Standing Financial Instructions throughout the borough.
To lead on the development of the borough’s annual Cost Improvement Programme as where appropriate leading and participating in relevant divisional and Trust wide schemes.
Support the Triumphant Leadership Team in the development of strategic and service plans to implement and achieve the strategic objectives and visions of the Foundation Trust and its partners.
As the Borough Director you will work with in partnership with the Borough Clinical Director and be responsible for supporting the effective and efficient delivery of the day-to-day operational performance, ensuring sustainable delivery of high-quality care, safety processes, operational standards and quality / service improvement programmes.
You will be a natural leader, with a commitment to establishing trusted relationships, strong business understanding and a curiosity when it comes to complex issues. You will be passionate about improvement and influencing change. Core to success will be your ability to facilitate and support collaborative working both internally and externally to the Trust, to ensure the delivery of high-quality patient care. Experience of system working, a background in operational management and prior experience within mental health Services is essential.
