• Serves as the program coordinator for the Human Performance and Wellness Program serving active-duty soldiers assigned to the United States Army Special Operations Aviation Command (USASOAC).

• Manage overall IT employee performance management to include DPMAP; prepares, advises, and process IT Awards, recognition, and hiring incentives.
• Serves as the principal lead for DeCAIT administrative processes, keeping the Executive Director IT/Chief Information Officer (CIO) abreast of IT administrative program mandates, compliance, progress, and obstacles.
• Leads the directorate responsible for managing budget execution and contributes to all major IT submissions to the DeCA Chief Information Officer (CIO) and Department of Defense Office of the Chief Management Officer (OCMO) including year of planning and execution and future years defense program (FYDP) planning.

The Director and Chief Financial Officer oversees the administration of the Agency's procurement, financial management, budget performance, internal controls, and enterprise risk management functions, including:

1. Ensuring that the Agency complies with applicable financial and procurement laws, regulations, directives, and internal controls.
2. Establishing forecasting tools and quantitative techniques to provide the agency with anticipated current-year budget performance as well as potential outyear budget trends.
3. Understanding near- and long-range plans of the agency to help determine how financial operations need to be positioned to ensure the Board can meet its objectives effectively and efficiently. Identifies and keeps up to date on key rules, regulations, and policies as well as economic, political, and social trends (both internal and external) that affect the organization.
4. Identifying opportunities and develops strategies for modernization, automation, and innovation across the agency's accounting systems, operations and reporting requirements, including preparation of Agency financial statements for increased efficiency and effectiveness. Oversees the establishment and sustainment of cloud-based financial and procurement systems. Creates cost-effective new products and services in response to customer needs.
5. Providing guidance and leadership to ensure the office's customer service, integration, innovation, communication, and risk management goals are met. Preparation and dissemination of financial and budget data to enable users to manage financial resources.
6. Overseeing management of fiscal operations, including expenses authorization, billings and claims review, credit card activities, travel management, and approval of payments and disbursements.
7. Creating and sustaining an organizational culture of integrity and high ethical values and which supports staff engagement and is conducive for staff to provide a high-quality service. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until September 30, 2025 or until all positions are filled. Major Duties and Responsibilities to include but not be limited to:

• The Chief of PM&R is an actively practicing practitioner in either physical medicine or any rehabilitation specialties.
• The Chief of PM&R provides oversight of clinical services consistent within their scope of practice.
• The Chief of PM&R performs clinical duties/direct patient care activities at a minimum of 25 percent of duty hours.
• The Chief is responsible for overseeing the design, implementation, and evaluation of clinical services consistent with evidence-based best practices.
• The Chief oversees the development of program activities, services, record-keeping, schedules, policies, evaluation procedures, marketing brochures, educational resources, etc.
• The Chief of PM&R independently provides clinical assessment and treatment at the advanced practice level to Veterans and their family members as assigned.
• The Chief addresses coverage issues, manages day to day operations, liaises with administrative staff both internal and external to ensure full clinical operations.
• The Chief identifies and monitors ongoing training needs of staff and makes provisions for staff development and education.
• The Chief engages in the provision of advice, counsel, instruction, and mentoring to employees regarding work and administrative matters.
