Incumbent serves as a Senior Attorney Advisor in the Appeals Policy and Operations Division (APOD) performing the following duties:

• Provides expert technical legal advice, research, and guidance in the formulation, development, and implementation of OMHA policies related to appeal processing, agency guidance, and certain operational procedures.
• Handles novel issues in application and interpretation of laws and regulations governing Medicare coverage and payment claims under Part A, B, C, and D, as well as IRMAA and entitlement claims and disputes of Part B and D premium surcharges.
• Works on highly complex problems, proposed legislation, or proposed changes in Medicare policies or regulations that may affect OMHA appeals processing, operations, and/or the adjudication process OMHA administers.
• Researches statutes, legislative history, public policy implications, precedent cases, applicable regulations, and procedures; and demonstrates the ability to convey clear legal analysis.
• Reviews and comments on proposals for changes to new or existing adjudication policies and procedures affecting OMHA appeal processing.
• Contributes to developing, reviewing, and delivering agency-wide presentations.
• Coordinates on data analytics impacting OMHA adjudicative policies, agency goals, operational matters, data integrity, and workload management.
• Produces well-researched and well-written memoranda.
• Communicates effectively with OMHA managers, OMHA staff, Medicare stakeholders, and external entities.
• Serves as a liaison between APOD and other divisions within Headquarters.

As a Financial Management Specialist your typical work assignments may include:

• Providing expert advice and guidance to senior level management within the Division on many different and unrelated processes relative to financial management.
• Interpreting complex financial documents, processes and reports and providing recommend solutions to senior level management on difficult issues that arise in the Unit.
• Performing Contracting Officer Representative (COR) duties as assigned by the FPU Chief.
• Conducting quality reviews of financial activities such as obligations and expenditures ensuring compliance with financial and procurement policy and procedure.
• Analyzing and developing action plans designed to provide sustained financial management improvement across the Division.
• Conducting and developing training materials to provide instruction to new and current employees in the FPU.
• Overseeing all budget and procurement actions of the Division's various funding initiatives.

Specific duties include:

• Conducts timely and accurate monthly statistical quality reviews of field/policy work products completed by Loan Guaranty field/policy staff.
• Conducts reviews of Loan Guaranty field/policy elements and program participants. Follows operating procedures and systems required to carry out cost effective and efficient monitoring of program participants and appraising the quality of service and end products of all Loan Guaranty field/policy entities.
• Conducts on-site and in-house surveys of VA field/policy operations and internal control reviews under the Loan Guaranty risk management program.
• Plans and directs a systematic program of Internal Control reviews of all aspects of the Loan Guaranty program in compliance with appropriate VA directives and guidance, as well as, identifies programmatic vulnerabilities to waste, fraud, and abuse, and makes appropriate remedial recommendations.
• Reviews cases of extreme difficulty when it is determined that there is a serious violation of departmental guidelines and regulations and refers them to the OIG for appropriate criminal investigation or other sanctions.
• Evaluates program risks through participation in Loan Guaranty Service's Enterprise Risk Management Program while providing technical direction and guidance to the Central Office IA staff to ensure compliance with established policies, procedures, and prescribed management and operating techniques.
