As an International Partnership Specialist (Title 32), GS-0301-11, you will perform the below duties:

1. Plans, coordinates, and executes the State Partnership Program between the state and the partner country. Ensures all actions taken are within the framework, support of, and in concert with international agreements such as the North Atlantic Treaty Organization (NATO) Charter on a distinctive partnership. These partnerships are predicated upon written agreement between NATO, United States European Command (USEUCOM), National Guard Bureau (NGB), and the participating nations of which most are classified as former Soviet Union or non-aligned states. Develops, coordinates, and obtains approval for the five year SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, and geographic Commander-in-Chief (CINC). Coordinates and obtains approval through The Adjutant General to NGB, CINC, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level.
2. Maintains continual liaison with the partner country through the Military Liaison Team (MLT) and the Defense Attaché Office stationed in the embassy of the partner nation. Conceptualizes, plans, coordinates, and executes Familiarization Visits to include visits sponsored by the United States America Information Service (USAIS). The partner nation participates in visits in which the host state is the organization of primary responsibility (OPR). Membership in the visiting delegation may consist of both military and civilian authorities from the partner nation. Visiting delegations often consist of military personnel of the highest rank as well as civil authorities of cabinet level equivalency. Incumbent is responsible for the execution of the event from start to finish. Attention to detail, as well as strict protocol considerations, is of paramount importance. The primary purpose of these visits is to demonstrate and familiarize the visiting delegation with the procedures and policies pertaining to the operation of the National Guard within the military structure of the U.S. as well as how the National Guard provides support to civil authorities.
3. Coordinates and executes visits to the partner nation by military members and civilian personnel. Coordinates with the U.S. State Department, Department of Defense (DoD), NGB, Commander in Chief of European Command (CINCEUR), embassy staff of both the U.S. and partner nation, and U.S. Transportation Command when military air is utilized for all aspects of the event.
4. Serves as the focal point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas. In conjunction with the state command structure and the member nation's military leadership, the SPPC develops scenarios for deployment of the State National Guard soldiers and airmen. Because of the number of entities involved and the delicate balance that must be maintained, the incumbent must remain vigilant and cognizant of the protocol of such actions. Responsible for coordinating the many details that are inherent with military exercises. The utilization of a single coordinator, in this function, is necessary because of the possibilities for misunderstanding of boundaries of authority and responsibility. Takes a myriad of considerations into account in planning and executing National Guard participation in foreign military exercises and coordinates with the U.S. State Department, DoD, CINCEUR, MLT, various Service Secretariats, embassy staff members, NGB, and the partner nation's counterparts. At the onset of the SPP, the deployments of both state National Guard and partner nations may be small; however, requirements for coordination become more complex as the size of the rotational deployments increase from squad to larger formations as the program matures.
5. Oversees the development of proposed SPP events with partner country. Ensures events are submitted to NGB, U.S. State Department, Interagency Working Group where warranted, and geographic CINC for approval. Oversees the executing unit to ensure they stay within the parameters defined for the state event.
6. Responsible for coordination of the preparation of all country clearance messages, event travel, and support requirements, to include the number of people traveling, dates, air/ground transportation, meals, and hotels. Serves as the point of contact for scheduled training/educational activities throughout the state for multiple annual events with the partner country and or countries. Ensures U.S. personnel deploying to partnership country receive proper security and customs orientation briefings. Provides feedback to the Joint Chiefs of Staff personnel on trends, issues, and state concerns regarding partnership country when determined necessary.
7. Performs other duties as assigned.

You will serve as an International Military Student Officer and be responsible for conducting essential management, supervision, and academic record administration for approximately 275 International Military Students (IMS) that annually attend an USCG resident training course.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Conducting internation military student management and administration in accordance with USCG, DoD, and DoS references using DoD online databases and Microsoft Suite programs.
• Partnering with customers and stakeholders on the planning and executing of international resident training.
• Serving as the USCG's Security Assistance Network (SANweb) system administrator validating IMS arrival, course enrollment, vetting, language proficiency, and reviewing IMS Invitational Travel Orders (ITOs) to identify and resolve discrepancies.
• Developing cost documentation that incorporates direct and indirect costs associated with international military students attending USCG resident courses.
• Managing the USCG's Field Studies Program (FSP) to enhance the understanding of international military students on the responsibilities of government, militaries, and citizens to protect, preserve, and respect the rights of every individual.

• You assist the N3 Director with matters pertaining to fleet and Naval concepts, tactics, techniques, procedures, and the broader application of data analysis.
• You will be accountable for providing managerial oversight and continuity during the life cycle of these major projects.
• You will perform operational and technical research across DoD, inter-agencies, coalition partners, industry, and academia as related to proposed campaign themes to understand the scope and complexity of the campaign.
• You will schedule coordination meetings, takes notes, obtains status of actions, synthesizes feedback, identifies conflicts, and provides recommendations for resolution.
• You will interact extensively with command members and stakeholders to resolve conceptual, programmatic, and administrative related issues.
• You will represent NWDC and contributes to meetings and conferences associated with the assigned tasks and initiatives.
• You will establish, develop, and coordinate overall long-range organizational plans (e.g., NWDC Missions, Functions, and Tasks (MF/T)) and business strategies (e.g., Director’s Guidance).
• You will be responsible for the continuity of long-range planning, long-term visibility on the direction of campaign planning and execution.
• You will plan, design, and lead efforts to gather and analyze data in support of campaign plan evaluation and warfighting capability development.
• You will identify and develop campaign plan metrics, business process, and techniques.
• You will analyze data and draw conclusions, pertinent to effectiveness of efficiencies of campaign plan execution.
• You will maintain direct oversight of campaign plan evaluation processes and procedures regarding warfighting capability development and advancement in order to initiate warfighting capability recommendations to higher authorities.

The legal issues considered by DoD OGC are broad. While unique legal issues arise as a result of the national security and military missions of DoD, such as those involving international relations, military operations, the Uniform Code of Military Justice, the DoD counternarcotics program, military education, industrial security, intelligence and counterintelligence policy, DoD OGC also advises in all of the practice areas common to the practice of law by Federal government attorneys in any Federal agency to include constitutional law issues, procurement and acquisition law, fiscal law, environmental law, property law, administrative law, employment and labor law, information disclosure (the Freedom of Information Act and the Privacy Act), government ethics, legislation, litigation support, and the review of investigations. Perhaps surprising to those not familiar with DoD are the legal issues arising from practice areas that some may not immediately associate with DoD such as healthcare law (DoD runs its own hospital and health care system) and education law (DoD operates its own K-12 school system for military dependents, as well as undergraduate, graduate, and post-graduate schools).

Interns will be assigned to specific offices within DoD OGC or DLSA, such as the Offices of the Deputy General Counsels for Energy, Environment and Installations; Fiscal; International Affairs; Intelligence; Legal Counsel; or Personnel & Health Policy; the Standards of Conduct Office; and other DLSA offices such as the Offices of General Counsel for Washington Headquarters Service. There are few, if any, offices that can provide summer interns the diversity of practice areas and experiences that are available as an OSD Honors Legal Intern in DoD OGC.

Summer interns in the OSD Honors Legal Internship Program are given considerable flexibility in their assignments. There are substantial opportunities to enhance research and drafting skills by working closely with OGC attorneys. Interns will assist in drafting and commenting on legislation, regulations, congressional testimony, litigation materials, and legal opinions. Interns will also have the opportunity to assist in the process of formulating DoD legal policy on high-profile topics of current interest. Our intern program may include visits to the U.S. Supreme Court, the Senate Armed Services Committee, military installations, Defense agencies and DoD field activities, and are all intended to familiarize the interns with the practice of law by Federal attorneys and the work of DoD in general.
