What will I do in this position if hired?
In this Facility Operations Specialist position, you will support Region Two with all aspects of facility management.
Typical assignments include:
- Facilities management for assigned locations including lease negotiation, utilities, space-set-up, security and safety needs, and problem resolutions.
- Operational security, safety and health issues.
- Technical decisions, such as changing electric power distribution requirements or evaluating HVAC requirements and makes recommendations on corrective actions.
- Administrative services in order to maintain, repair or modify facilities by: Upgrading or replacing utility systems. Inspecting physical structures, utilities, roadways, and surrounding grounds.
- Act as the Contracting Officer's Representative (COR) by planning and overseeing work performed by carpenters, electricians, utility system operators, janitors, and/or others.
- Assuring compliance with all federal, state and local certification, safety, fire, prevention, and security program requirements.
- Inspecting and directing activities providing services such as plumbing, utility, water and sewage treatment, telephone, and janitorial services.
- Inspecting contractor's work for compliance with specifications or standards; and determining and projecting funding requirements; and justifying budget requests.
- Evaluates a range of factors in planning facilities management operations, including the structural soundness of buildings, infrastructure needs, preventive maintenance, major maintenance, etc.
- Controls materials, installation, and testing of electrical, mechanical, and structural aspects of construction and buildings or structures and provides assistance concerning maintenance management techniques, equipment replacement, contract maintenance services and cost effectiveness of maintenance practices and work methods.
- Coordinates with Security Specialists to monitor and coordinate physical security programs operations and facility requirements.
- Identifies the need for, or the procurement of state of the art security systems.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
This position will be hired into a temporary 4 year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
