Duties include, but may not be limited to the following:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
• Performs other duties as assigned.

Specific duties include:

• The incumbent monitors and reports on the status of work in progress and reviews completed work to ensure that instructions on work priorities, method, deadlines and quality have been met.

The incumbent provides or arranges specific administrative or technical training necessary for accomplishment of individual and team tasks.
• The incumbent has wide latitude in reviewing daily operations and apprising the management team on problem areas, proposing corrective actions to be taken, and the monitoring of those actions once implemented. Public Laws, VA Manuals and Directives, Federal Acquisition and Veterans Administration Acquisition Regulations serve as the basis for interpretations, decisions, and correct application of VBA's data systems, principles, contract methods, and techniques. The incumbent will serve as the Alternate Automated Data Processing Applications Coordinator for VBA. He or she develops programs to support computer-enhanced systematic internal reviews and provides comprehensive analysis on a wide variety of VBA acquisition functions conducted via automation. The incumbent must initiate and analyze studies of VBA acquisition to provide feedback and generate new initiatives to enhance the current processes. As a Procurement Analyst, you will:

• Plan, direct, and coordinate the Acquisition Strategy Review Board (ASRB) oversight program. Oversee the approval of all Major DOT Acquisitions to assess their impact on the Department's budget and operations, ensuring alignment with Secretarial and Administration goals and priorities.

Job Summary

To support our extraordinary teams who build great products and contribute to our growth, we’re looking to add a Manager - Global Procurement and Supply Chain at Coimbatore, India.

Program leader, accountable for planning and directing the delivery of a procurement Shared services ensuring stake holder satisfaction.

What a typical day looks like:

• Continually works with the stake holders to communicate the strategy, understand organization requirements / pain points and execute the vision.
• Directs, supports and manages the account leadership team comprising of 1st and 2nd level P2P teams.
• Develops objectives and plans for team leads and track performance to annual goals - working to drive efficiency, productivity and alignment with strategic direction.
• Meets or exceeds all key stake holder's metrics.
• Demonstrate strong teamwork, communication, problem solving, organization, documentation and process management skills.
• Solid understanding of a high availability mission-critical shared services program. Ability to create and manage Operational processes and procedures. Solid understanding of building scalable operations.
• Oversees a stake holders governance structure that comprises comprehensive, coherent processes and communications.

The experience we’re looking to add to our team:

• Strong leadership skills in a client-facing environment
• Excellent communication and follow up skills.
• Client Management skills
• Able to handle escalations both within the team and from the stake holders side.
• In depth knowledge of procurement management processes and best practices
• Expert in purchase to pay and sourcing processes.
• Leads a team of 50+ resources.
• Willing to travel.
