• You will serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success.
• You will direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills.
• You will formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirements.

• You will perform various administrative responsibilities (i.e. approving leave, monitoring attendance/leave usage, and tracking budget/expenses).
• You will interpret and apply recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants.
• You will provide advice on the establishment of new/revised position descriptions, reorganizations/ realignments, classification advisories, etc. using the Office of Personnel (OPM) Management Classification Standards.
• You will serve as technical expert in OPM, DOD and DON workforce shaping programs and policies sufficient to advise senior management on options and develop plans to achieve workforce shaping initiatives.

• You will review requests for construction, maintenance, repair, renovation, replacement, and other services while analyzing project data and work requirements.
• You will track and monitor the status, progress, and completion of work through the MAXIMO system.
• You will schedule projects, perform cost accounting, and track work orders for both in-house and contract execution.
• You will generate performance and metrics information by developing reports, spreadsheets, graphs, etc., relating to production.

• You will provide assistance and technical guidance as the Construction Schedule Analyst in support of planning, engineering, design, procurement, and construction.
• You will participate in Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases.
• You will develop, maintain, and provide scheduling requirements and supporting software training to Cost, Schedule, and Risk community
• You will work independently and takes required actions through their own initiative, experience, and foresight on all assigned projects.
• You will provide leadership to the scheduling technical community to ensure consistency in process and execution.
• You will review the scope of individual construction projects and propose reasonable construction duration to be included in the RFP or solicitation.
• You will manage multiple priorities and, when requested, independently develop and provide technical recommendations/solutions regarding scheduling issues and time impacts.

• You will utilize real estate principles, practices, markets and values, and applying the techniques, principles and methods applicable to real estate agreements.
• You will review realty transactions and conveyances and evaluating the effects of various methods of acquisition, property management, or disposal upon the uses and value of land.
• You will apply contracting methods/procedures pertaining to the full scope of real estate transactions, and provide on the spot guidance in complex situations.
• You will lead multi-functional teams as project manager as scope is identified and executed and providing on-the-job training and mentoring to other Realty Specialist.
• You will apply Federal, DOD, and Navy laws, regulations, and policies governing real estate transactions within the United States.

Engineering Technologist I/II

Depending upon the desired qualifications of the successful applicant, the hiring manager may elect to fill this position at a higher level within the job hierarchy.

This position is for an Engineering Technologist on the Nuclear Fleet Fire Protection Engineering team.  The team provides engineering support and oversight of the Nuclear Stations’ Fire Protection Programs.  This is the entry level of the Engineering Technologist classification hierarchy.  Employees at this entry level solve problems in engineering areas of specialization with close supervision.  Incumbents are expected to develop skills, and the ability to work with greater independence. They have knowledge of fundamental concepts and procedures.  This position can be hired as either an Engineering Technologist I or Engineering Technologist II depending on experience.

Responsibilities for this position include but are not limited to the following:

• Provides technical expertise and guidance in the identification, analysis, and resolution of routine problems in area of risk identification, analysis, mitigation, and management.
• Provide NFPA code and program expertise. Ensure site meets program compliance with codes, standards, fleet/site procedures and regulations.
• Develop and/or provide technical support in the development of surveillance testing, fire protection pre-plans, and impairment monitoring and reporting processes.
• Provide field support to maintenance, operations, and site services for Fire Protection related issues.
• Review engineering changes for Fire Protection impact.
• Prepare and support NRC/INPO/NEIL inspections.
• Assists in the accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling, and monitoring of work activities under the guidance of higher-level employees.
• Applies beginner level knowledge in preparing thorough and accurate technical reports, correspondence, documentation, calculations, and sketches associated with the resolution of routine technical problems.
• Possesses knowledge of fundamental concepts, practices, and procedures.
• Develops positive working relationships to effectively coordinate work activities.  Demonstrates effective oral and written communication skills.  Maintains accurate records and files.
• Supports the company's goals and represents the company positively and professionally.

Engineering Technologist I

Basic/Required Qualifications

• Associate Degree in Engineering Technology (or equivalent) or High School Diploma/ GED and 4+ years equivalent industry experience without a degree

Engineering Technologist II

Basic/Required Qualifications

• Either a graduate from a college or university with Bachelor of Science in Engineering Technology (or equivalent), or 2+ years of experience and Associate Degree in Engineering Technology (or equivalent), or 6+ years equivalent experience without a degree

Desired Qualifications

• Good written and oral communication skills.
• Experience in the utility industry.
• Understanding of basic principles of project management.
• Understanding of basic Fire Protection engineering theories and principles.
• Bachelor of Science in Engineering Technology (Fire Protection).

• Must qualify and meet requirements for nuclear site Unescorted Access/Security clearance.
• This position may be required to have Emergency Response Organization (ERO) responsibilities which could include callouts with a defined response time to the site and an on-call duty rotation requiring the employee to be Fit for Duty.
• Typical Office environment with flexibility to support plant operations. Must be able to work in an industrial environment safely. 
• Additional hours expected as workload/business need requires, to include but not limited to occasional work during nights and weekends or extended workdays to support nuclear regulatory compliance, unit outages, emergent equipment issues callouts, etc.
• Required to wear personal protective equipment (hardhat, safety glasses, fall protection, etc.) as needed.

Working Conditions

• Office and plant environment requires walking, light lifting, infrequent climbing and occasional exposure to temperature, noise, and radiation.
• Highly procedural and process-oriented structure, due to strict regulatory requirements.
• On-call duty responsibilities will apply.
• Ability to perform field walk-downs in an operating plant.
• Some travel off the Duke Energy system may be involved.
• Occasional overnight travel.

As the Engineering Manager - Unit Plant within the Engineering and Project Team, you'll be responsible for managing a team of professional engineers to deliver the asset management and day to day technical support for the boiler and turbine plant at the Bayswater Power Station.  This role will develop long term asset strategies, set outage scopes, develop budgets for maintenance and capital expenditure and ensure the plant complies with engineering, quality, safety and environmental standards.

What you’ll be doing:

• Developing, managing, and updating asset management strategies to meet agreed performance measures in an asset within increasing demands on flexibility and availability.

• Managing issue identification, diagnostic completion, and improvement activities in line with group operations defect elimination and reliability standards.

• Developing and approving maintenance and capital outage scoping packages as well as reviewing proposals for new plant, modifications to existing plant (including budgetary considerations in capital and maintenance).

• Lead and develop a team of specialist engineers by providing strong leadership skills, technical expertise, and support.

• Ensure that all plant assets systems meet internal and external standards for process safety integrity and act as a strong safety leader within the business.

What you’ll bring:

• Tertiary qualifications in Engineering or other relevant discipline or trade qualification with relevant industry experience. Post graduate qualification in Mechanical Engineering/Metallurgical Engineering is desirable.

• Strong technical knowledge of heavy industry plant (power generation plant including turbine and boiler preferred) as well as a demonstrated high level of analytical skills and ability to resolve complex problems.

• Strong works and people coordination skills based on experience of delivering complex packages involving demonstration of leadership, and the ability to lead and coach in situations of high pressure and competing priorities.

• Ability to hold people accountable to meet key deadlines and milestones while giving flexibility and promoting the importance of wellbeing.

• Excellent interpersonal, cooperative and facilitation skills as part of interfacing with various levels of management and external bodies and agencies coupled with high quality written and verbal and collaborative skills.
