Housing Lead Compliance

About the role

• Manage and lead the property compliance service across different sites.
• Responsible for ensuring duties are carried out by the team in accordance with current Legislation, Government Policy, Regulatory Requirements, approved Codes of Practice, and guidance, and align with the Council's Corporate Plan, Business Plans and Service Plans. Failure to undertake statutory inspections could results in death, injury, structural damage, criminal proceedings, as well as reputational damage for Somerset Council.
• Operational responsibility for all property related safety compliance within the Housing Directorate, addressing areas of non-compliance.
• Technical expert to all aspects of property compliance, including fire safety, water safety (legionella), asbestos, gas safety, electrical safety, radon, lifts, and other property safety related matters, including ensuring 'Best Practice' is implemented in the delivery of the service.
• Lead on procurement activities for all property related safety compliance and ensure all required contracts are in place in accordance with the Council's governance standards.
• Ensure accurate records are kept for all property related safety compliance areas and appropriate reporting systems are in place.
• Lead on internal and external audits for the service area and ensure approved recommendations are implemented effectively within agreed timescales.
• Specifically, ensure fire safety compliance across the Council's property stock portfolio, including planning for and implementing recommendations and best practice from internal and national reviews, including the Grenfell Tower Inquiry.
• Deputise for Head of HRA Property on compliance related matters.
• Undertake site inspections of works. Historic environment, for example, Village Design Statements, Parish Surveys etc

Qualifications

• Good general standard of education (minimum to A' level standard or equivalent) and relevant professional qualifications including (as a minimum) Asbestos management P405, Water Hygiene Legionella P901, NEBOSH general certificate qualification or relevant experience.
• Evidence of continuing development of professional and managerial skills, e.g. through training, qualification and/or experience.

• Desirable
• Membership of relevant professional e.g. IOSH, BOHS

• CIH Certificate in Housing Management

Asset Lead

About the role

Lead a team of Asset Surveying professionals and data analyst(s), who undertake condition and compliance surveys to the Council's housing stock, ensuring the housing landlord stock portfolio meets regulatory and legislative requirements and maintains value of its asset base.

Responsibilities

• Manage the provision of building surveying and asset management activities for the HRA Housing Assets including Client leadership, project feasibility, scoping, design, and component specification for a wide range of building construction workstreams.
• Ensure stock condition surveys and validation surveys are undertaken to facilitate accurate work programmes to be produced, and updated Business plans to be developed and approved. Management of the stock condition survey process, including the collection, identification and measuring of building attributes, assessing remaining life and checking the accuracy of existing stock condition data.
• Technical subject matter expert for building surveying activities (e.g. building pathology, stock condition and validation surveys, wayleaves, option appraisals, permissions, land ownership, etc.).
• Manage risks relating to building fabric or structural failure through diagnosis and response to emerging issues (e.g. fire or storm damage to buildings, observed deterioration of fabric or structural components).
• Lead the options appraisal of assets to ensure they represent VfM (Value for Money), identifying options for potential disposal.
• Undertake Energy Assessments ensuring data is accurately recorded, and energy performance certificates are made available

Requirements

• HNC in Building Surveying or equivalent qualification.

Senior Ecologist

3 months, Inside IR35

About the role

The Senior Ecologist will provide professional ecological advice to the Council on planning and other ecological matters and ensure statutory duties under international, national and/or local legislation and policy are maintained. The position holder will assist the Principal Ecologist in the day-to-day management of the team and provide vital mentoring to junior Team members.

The Senior Ecologist will be a key advisor and assessor to at least one Planning Area of Somerset on all relevant environmental legislation and shall also regularly partake and occasionally lead on ecological field work.

Responsibilities

• Assisting the Principal Ecologist in the day-to-day management of the team, support the supervision as well as mentoring and the review and approval of work undertaken by Team members.
• Review planning applications, proposed plans, e.g. Minerals, Waste, Transport, Local, Neighbourhood, etc and provide professional ecological advice to the Council and ensure they maintain their statutory duties under international, national and/or local legislation and policy. Review submitted ecological information and assessed ecological impacts of proposed developments and plans against legislation, policy and best-practice guidance and appropriate planning conditions and recommend alterations to policies as necessary.
• Undertake Habitats Regulations Assessments and Ecological Impact Assessments (in accordance with Regulation 9 of the Conservation of Habitats and Species Regulations 2017 as amended) of plans, e.g. Minerals, Waste, Transport, Local, Neighbourhood, etc and projects, e.g. planning applications or Council schemes where required
• Assess the ecological impacts of plans and projects alone and in-combination upon the integrity of European and Ramsar sites and their qualifying features and in-combination upon the 'Favourable Conservation Status' of populations of European Protected Species (which are not a qualifying feature of a European site), eg impacts on species populations and their habitats, and ecologically support factors such as soils, air/water quality and landscape connectivity and structure.
• Recommend alternative strategies to projects or alterations to policies for plans as a result of the assessment.
• Consult with and obtain agreement from Natural England.
• Develop baseline environmental data, indicators, and targets for monitoring ecological impacts of plans or projects including innovative systems such as baseline modelling and ecological mapping to support Habitats Regulations and Ecological Impact Assessments.
• Develop procedures and processes as part of pilot projects for Government departments.

Qualifications Essential

• A degree in Ecology or a related subject or equivalent experience
• Holder of at least one Protected Species Licence, or able to demonstrate that they are working towards one.
• Professional membership of CIEEM or equivalent

Experience

• Significant experience in the Ecology industry, specifically in consultancy and Local Government.
• Experience using QGIS, MapInfo, MAGIG, Ordnance Survey Maps, The Natural England and Joint Nature Conservancy Council website and others.
• Analysing, scrutinising and evaluating a range of ecology reports.
• Experience undertaking a range of protected species surveys.
• FISC Accredited and experience in undertaking habitat surveys based on UKHab definitions.
