New Forest District Council are looking for an enthusiastic and pro-active Planning Policy Officer to help work on our Local Plan review and other planning policy work. 

You will be involved in all aspects of plan-making, working in partnership with officers across the Council and working co-operatively with different authorities, agencies and communities in the New Forest and beyond.

Do you enjoy helping to shape future places?

Covering New Forest District (outside of the National Park), you will be part of a team of six in preparing and shaping the Local Plan Review through to its examination working closely with colleagues across the Council and particularly those in the planning service. This will include various topics areas that reflect the New Forest’s unique issues and environment, such as open spaces, and supporting the Sustainability Appraisal of the plan. Alongside the Local Plan review there will be other planning policy work including involvement in regeneration initiatives, neighbourhood plans, and design codes.

You will either have an RTPI accredited degree in planning, or you will have a degree in a relevant built or natural environment discipline, and you will be able to demonstrate a keen interest in, and awareness of, the planning system and local plan-making. You will have the drive and commitment to deal with the complexities of planning policy in a highly environmentally sensitive area. You will be well equipped to effectively and collaboratively work within the team.

What you'll need to succeed

This role requires a highly professional person with an analytical approach to HR, who has the ability to build long-term relationships and positively influence managers and colleagues across multiple UK sites.

A resilient individual with a proactive, "can do" attitude is important, as is a CIPD qualification (Level 5) minimum with experience in a multi-site HR or People Advisor / BP role.
You must have demonstrable experience managing complex ER casework to support and advise managers up to and including ACAS conciliation and tribunal claims. Some understanding of TUPE processes is required too.

Your New Role

You will act as a primary finance contact and support services across the Council to meet their financial management responsibilities. You will be ensuring budget holders are empowered to make decisions, through the provision of training and appropriate access to financial information. Also, as the Finance Business Partner, you will advise on service activity and provide operational context for accounting transactions to aide with the auditing and scrutiny of the Council's finances. Our client is seeking a highly skilled and experienced Business Continuity Consultant to join the organisation, to lead the development and implementation of a refreshed Business Continuity Management System (BCMS).

Key Responsibilities:
* Review and update the existing Business Continuity framework, which has not been refreshed since 2017, to align with current best practices and standards which align with the requirements of ISO 22301:2019.
* Provide expert advice and support to Directors, Senior Management, and Business Continuity Leads throughout the business continuity lifecycle to enhance organisational resilience.
* Develop the business continuity processes and procedures required to deliver the BCMS, and review the BCMS to ensure its effective implementation across the organisation.
* Offer comprehensive guidance and support to Senior Management and Business Continuity Leads in developing, maintaining, and reviewing their Business Continuity arrangements.
* To offer advice to the organisation as to their current technology estate to establish the future disaster risk level.
*Foster a culture of Business Continuity understanding within the organisation through education, advice and awareness.

Qualifications and Experience:
* Essential qualification in Business Continuity Management

Project Team Background

The SIO team manage and deliver Duplication and Dispatch services for all data products handled and processed through the Software Issuing Office (SIO) organisation, tracking the dispatch and receipt of SIO products utilising the SIO database to ensure it reflects the current delivery status of each item issued.
They oversee all aspects of receipt, dispatch and tracking of all SIO information, providing reports on any irregularities - such as lost items or non-receipted items, provide reports to the Unit Security Officer (USO) of all non-receipted and unaccountable data products whilst assisting with any subsequent investigations.
Until recently the outputs for this service were managed by a Civil Service representative, however since a decision has been taken for Carbon60 to resource and manage the full capability generating a new Team Leader role.

Job Responsibilities

* Manage all tasking deliverables for the SIO outputs through the team.
* Act as the team's client liaison, disseminating information as required.
* Report regularly to the Client nominated representative and Carbon60 Senior Team on qualitative measures for SIO outputs.
* Ensure all SIO team members are delivering their outputs promptly and efficiently.
* Respond to all queries or issues from team members or the Client.
* Act as the escalation point for issues or complaints within the SIO.
* Ensure the team delivers a professional and reputable service to the Client.
* Project Management as required within the team

Person Specification

* MOD security clearance or be content to undergo Security Clearance to SC level.
