Job Purpose:
To be responsible, as a member of the Finance & Procurement Department Senior Leadership Team, for the management of the Force Procurement Function. To provide advice - as the most senior qualified procurement professional - to the Head of Finance & Procurement, Director of Resources and the wider Force. To be instrumental in developing & implementing Force procurement strategies and associated procedures & initiatives in-line with the direction provided by the Head of Finance & Procurement
Knowledge & Experience:
Must hold a CIPS Level 6 Professional Diploma and significant post-equivalent work experience in procurement
Demonstrably meaningful history of managing a procurement team of a large & complex organisation - capable of ensuring team development and motivation to deliver optimal results
Extensive track record of leading on high-level / complex procurement projects of significant value
Markedly demonstrable commercial & financial acumen - able to present this and associated information in a concise, professional manner
Thorough understanding of commercial practices, including: manufacturing processes; costing methods; logistics
Senior level management skills, with notable evidence of challenging the status quo and adapting to change
Clear grasp of the complex nature of operational demands and how to develop strategies & procedures to assist devolved managers to harness their resources, achieving demands in effective, cost-efficient manners - measurable against relevant performance indicators
Capacious knowledge of Contract Law, including the relevant public procurement regulations, and familiarity with PCC Standing Orders & Financial Regulations, together with Force Financial Instructions
Proactive approach to addressing problem issues, ensuring Chief Officers and other stakeholders are kept appropriately updated
Excellent interpersonal communication skills - able to develop strong relationships with senior officers and other key stakeholders, instilling confidence about the professionalism of the procurement department
Strong leadership to act as the senior negotiator for the Force
