• Provides customer service, information and support of Community Recreation programs and activities. Service to MWR customers includes, but is not limited to: checking patron eligibility to ensure authorized use of recreation facilities, resources and equipment, providing information about activities and program offerings, opening and closing facilities, ordering and restocking supplies, and preparing snack bar menu items or pre­packaged retail items.
• Collects fees from customers associated with sales of tickets, retail and rental items, as well as from classes, trips, and various other Community Recreation programs using Point of Sales (POS) and computer programs.
• Is accountable for the accuracy of daily sales transactions and completes a Daily Activity Report (DAR) at the end of every shift.
• Assists in processing customer Internet registrations (i.e. Net Near You), initial log-ins and event registrations.
• Checks Community Recreation equipment and resources in and out, collects any applicable rental fees, inventories items and completes inspections upon return.
• Notifies supervisor or program lead if damage or loss has occurred.
• Ensures all rental or check-out forms are properly completed and reservation and check­out procedures are followed.
• Conducts inventory, maintains inventory controls and maintains equipment for proper accountability of program equipment and resources.
• Assists in administering traditional and non-traditional workshops, clinics and events in a variety of leisure and recreation skills subject areas, in tune with offerings popular in the local area, including but not limited to camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking and water sports.
• Provides recreation experiences related to leisure skill sets in the form of day and weekend trips.
• Assists in day-to-day administration of multiple programs to which assigned. Tasks include submission of event after-action reports, patronage data collection and entering program data.

The incumbent of this position performs a variety of tasks both indoors and outdoors to assist the Fitness Director on site serviced to keep facilities and grounds surrounding the fitness facilities and sport fields in a continuing state of cleanliness.
May operate a variety of power operated tools and equipment to maintain outdoor facilities i.e. chain saws, hedge trimmers, tillers, hoes, chippers, snow blowers, tractors, trucks, pressure washers, etc. Ensures equipment is serviced prior to use and makes adjustments or minor repairs or replacing worn or damages parts as necessary.
May provide all or some of the following duties; loading, unloading, transporting, storing supplies and stocking shelves. May perform, sweeping, mopping, dusting customer service areas, lobbies, exercise room, bathrooms, showers, locker rooms by sanitizing, disinfecting and deodorizing lavatories, urinals and toilet bowls, and ensuring soap dispensers or paper towel holders are filled and ready for patron usage. May provide general maintenance such as touch up painting, replacing light bulbs, washing/drying and replenishing towels, stocking soap/paper towels and toilet paper as necessary.
May perform general tasks for outside areas, fields and surrounding grounds .such as cutting grass, edging/weeding, raking, shoveling snow as necessary and removing trash from receptacles as needed. May line fields, sets bases, secure windscreens, installs goals/goal posts, move bleachers, and make repairs as necessary or directed.
May vacuum carpeted areas, buffs floors and other floor surfaces using automatic waxing or buffing machines. May wash walls, windows, blinds and other surfaces as necessary using ladders or scaffolding to reach high areas.

Training

• Orients new employees to the whole CYP system and provides them with basic information that can be applied in all settings.
• Works with CYP Directors to establish training plans and schedules for employee and provider training. Arranges for total CYP training opportunities, including training of management, administration, food service, and direct staff.
• Provides training that is appropriate for and tailored to the age group of the children and youth with whom the CYP employees and CDH providers work.
• Executes the Department of Navy (DoN) Standardized Module Training, provides initial and ongoing annual training, and ensures training is available to support career progression. Arranges for subject matter experts to conduct/support specialized training.
• Ensures completion and documentation of required monthly training. Works with CY Program Assistants to ensure modules are completed.
• Identifies additional training needs.
• Maintains training records and individual development plans. Prepares training status reports and recommendations to supervisors and notifies CYP Directors of employees' and providers' training status and performance.
• Develops programs that encourage and support the pursuit of continuing higher education by documenting requirements for completion of the Child Development Associate (CDA) or the Military School-Age Credential (MSA), and providing information, assistance and guidance to employees and providers who are seeking college-level classes to meet their professional goals.
• Assists the CDH Director and CDH Monitor(s) to encourage providers to become accredited.
• Develops a working relationship with local colleges, universities and professional organizations and advises employees/providers about continuing avenues of professional development.

• Ensures that the required Navy curriculum is implemented within each CYP (i.e., supports implementation and execution of the Navy standardized curriculum within the Child Development Center (CDC), including assisting CY Program Assistants and Leaders by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed).
• Coordinates programming that supports the children and youth's physical, social, emotional, cognitive and language development regardless of setting or length of time in care.
• Ensures the quality and consistency of developmental programming to include the environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans.
• Role models appropriate behaviors and techniques working with children and youth.
• Observes in program settings throughout all hours of operation to assess employee competency and direct training needs for groups and/or individuals. Provides feedback to employees and supervisors.
• Works with CY Program Assistants and Leaders to evaluate classroom or activity area environments and makes recommendations to the Director for the selection of developmentally appropriate toys, materials and equipment.
• Maintains a resource file library to aid employees in preparing lesson plans and activity schedules and to assist with training objectives.
• Reviews lesson plans to ensure they are appropriate and based on curriculum requirements. Provides daily assistance with plans if needed.
• Assists in and supports development and implementation of parent education and parent participation programs.

• Provides training to CYP employees so they can ensure classroom and activity area compliance with fire, safety, and sanitation rules and regulation.
• Provides support for CYP employees and CDH providers in preparing for inspections and accreditation.
• Carries out EEO policies and communicates support of those policies to CYP employees.

• In the absence of the CYP Director, incumbent may assume the responsibilities of the CYP Director and perform duties and requirements of the position.
• Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.

The Child and Youth Program (CYP) Leader provides direct care and instruction to children and youth (6 weeks to 18 years) in addition to guidance, assistance, and mentoring for CY Program Assistants. Routine day-to-day assignments are normally performed independently with technical assistance available from supervisor when required. Routine assignments are spot-checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions.

The duties and responsibilities have been grouped into categories, including mentor, curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities. Each is described below.

Mentor

Mentors assigned CY Program Assistant team.

Works with senior employees to provide instruction and training to lower-level employees.

Assists lower-level employees in completing the Standardized Module Training.

Assists the Training and Curriculum (T&C) Specialist in helping lower-level CY Program Assistants translate professional development training into practice by mentoring, guiding and role-modeling.

Models appropriate behaviors and techniques for working with children and youth.

Provides suggestions and makes recommendations to credential practicum candidates.

Assists the T&C Specialist with recording observations and charts progress of team members' on-the-job skills.

Consults frequently with the T&C Specialist for guidance on strategies to further assist team members' professional development efforts.

Curriculum

Plans activities for program participants based on observed needs of individual children and youth. Continually reviews activities and plans for appropriateness.

Works with T&C Specialist, supervisor, and the CY Program Assistants to implement activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program.

Prepares and implements program options for children and youth with special requirements. Assists children and youth with special projects, homework, and life skills.

Recommends to the T&C Specialist and CY Program Assistants changes and adjustments to activities and plans where necessary to meet unusual situations.

Sets up displays and bulletin boards.

Arranges for and/or serves appropriate snacks or meals where applicable.

Indoor and Outdoor Environment

Works with team members to prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedules. Makes suggestions about improvements to the activity areas.

Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.

Secures supplies, equipment, and facilities.

Interactions and Relationships

Encourages participant interest and establishes a program setting that promotes positive interactions with other children, youth, and adults.

Interacts with children and youth using approved child guidance and youth development techniques.

Supervision of Children and Youth

Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation command policies, guidance, and standards.

Maintains control of and accounts for the whereabouts and safety of children and youth. Ensures children and youth (as applicable) depart with authorized person according to written parental instructions.

Oversees arrival and departure of children and youth.

Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.

Parent and Employee Communication

Interacts professionally with employees, parents, and local installation command personnel.

Participates in conferences with parents, employees, school representatives, and local installation command personnel.
Briefs other employees and parents.

Assessment

Observes children and youth and documents developmental progression and/or concerns and uses the information in planning.

Assists CY Program Assistants with assessment tasks when needed.

Compliance

Ensures assigned area achieves and maintains standards for DoD certification and national accreditation or equivalent.

Ensures compliance with law, policies, and regulations applicable to DoD CY programs.

Additional Responsibilities

Responsible for conducting one or more group exercise classes which includes but is not limited to lectures, exercise instruction and various athletic endeavors.

Must promote good patron relationships and enhance the image of the respective program.

The incumbent reviews the schedule of functions that are to take place during the assigned shift in order to ascertain what special preparations are required.

Ensures that necessary space, supplies and equipment are available and that room arrangements are completed prior to start of class.

Provides instruction and guidance to all patrons.

Exercises supervision over all operation of the class/activity.

This position may perform all or some of the following duties as assigned:
Food/Beverage Service Facilities: Carries supplies and equipment, such as fruits, glasses, lines, and flatware from storage areas to the bar or dining area. Fills ice bins and crushes ice. Cleans equipment in kitchen and dining area. Washes dishes, pots, pans, coffee urns, glasses, and flatware. Operates a mechanical dishwasher, washing large items by hand. Sorts, stack and stores cleaned dishware. May be required to clean cooking and other equipment, scraping, washing or wiping down equipment such as ranges, ovens, electric or gas fryers, pressure cookers, steam kettles and broilers. Drains and cleans coffee and tea urns. Scrubs/scours worktables and cleans grease traps in sinks. Removes soiled dishes, glasses and flatware from the tables and carries to the dishwashing area. Clears and cleans dining tables. Disposes of food waste and trash.
All Facilities: Loads/unloads, transports and stores supplies, equipment or other items. Performs basic cleaning such as: sweeping/mopping floors, dusting, straightening customer service areas such as lobbies, exercise rooms etc. Dusting furniture/equipment, cleaning glass. Assist with cleaning bathroom/shower/locker room and car wash areas or assisting with general maintenance such as touch-up painting, replacing light bulbs, washing/drying and replenishing towels, or stocking soap/paper towels/toilet paper.
Performs general lawn care tasks such as cutting grass, edging/weed eating, pulling weeds, raking, and shoveling. Upon completion of tasks, cleans and properly stores equipment after use. Picks up debris and empties all trash receptacles daily. Notifies the supervisor immediately of any missing items and equipment malfunctions needing repair.
Sets up room (s) according to supervisor instructions. Insures all needed equipment is in working condition. Breaks down room (s) upon completion of the function. Stores equipment used or re-sets room for the next function/activity. Assists in unloading and loading of trucks. Opens, unpacks and removes content of cartons and stores in assigned locations.

Using a full range of quantity cooking procedures from common or frequently used to new or difficult recipes, prepares a variety of meats, poultry, seafood, vegetables, sauces and gravies. On a daily basis, prepares four or more menu items for one meal, which involves planning and coordinating a variety of steps to ensure that all items are ready for serving at the same time. In addition, may prepare menu items using specials or difficult recipes involving many steps, ingredients or long preparation time in preparation of catered or special events.
Estimates consumption of food items and places orders for food and other operating supplies. Ensures proper receipt and storage of inventory. May be asked in conjunction with the manager to cost and price menus.
Responsible for the proper storage, refrigeration and labelling of food in accordance with sanitation regulations at all times. Responsible for ensuring the kitchen area, equipment and food preparation areas at cleaned and maintained in accordance with sanitation regulations at all times. Ensures trash is removed continually as needed. May direct the work of lower graded cooks and/or food service workers in the timely preparation and delivery of food and the proper cleanliness of the work area and equipment.

This position may perform all or some of the following duties as assigned: Greets customers, rings up sales for merchandise, answers phone and checks ID cards to ensure only authorized patrons utilize the program. Answers questions in regards to hours of operation, upcoming events, special events, merchandise availability and cost. Operates a cash register, ringing sales and providing correct change to the customer. At end of shift, completes the Daily Activity Report (DAR), ensures all cash handling/reporting/security requirements are met, verifies the amount of money collected and drops the cashier bag into the drop safe.
Ensures the proper preparation and display of merchandise. Receives merchandise from storage area. Inventories and verifies shipments and stock items in accordance with established stock location procedures. Continually observes quantities of stock, and replenishes as necessary to maintain established levels. Rearranges stock and displays to accommodate new, seasonal or fast moving items. Maintains sales and storage areas in a neat, orderly condition at all times.
Performs basic cleaning duties to maintain a constant and clean working area and ensures all current sanitation requirements are followed and maintained. Vacuums carpeted areas; washes walls, windows, blinds and other surfaces and replaces light bulbs as needed. Maintains restroom ensuring they are clean, orderly and sanitary, disinfects and deodorizes lavatories, urinals and toilet bowls. Replenishes bathroom tissue, hand towels and soap. Notifies supervisor when cleaning supplies are needed and reports all equipment malfunctions to supervisor for corrective action. As directed, assists with inventory of merchandise.
Prepares and serves a variety of hot and cold beverages and limited food items such as Danish, bagels, breakfast sandwiches, etc., Responsible for the sales of tickets.

Pool and/or Waterfront Lifeguard duties comprise 60% of incumbent's time and include but are not limited to:

• Performs all pool and/or waterfront lifeguard responsibilities (e.g., supervising swimmers/patrons and their activities, monitoring all natural water activities, applying first aid, enforcing safety rules, reporting safety hazards to supervisor, performing water rescues as necessary, etc.).
• Observes conditions of area assigned (e.g., possible hazards, water/chemical conditions, wind and weather, etc.) to ensure a safe environment, removing hazardous materials when necessary (e.g.. floating debris, glass, etc.).
• Performs rescue work, promptly renders cardiopulmonary resuscitation (CPR) or emergency first aid. and calls for medical assistance as necessary.
• Conducts and documents pool chemical testing results. Checks chlorine and pH levels on a scheduled basis; notifies Certified Pool Operator or supervisor of chemical imbalances; adjusts chemicals as directed.
• Documents marine life, water conditions and weather conditions.

• Administers aquatic assessment testing and certification in accordance with Department of Defense (DoD). Department of the Navy (DON) and CNIC policy.
• Provides introductory equipment orientations, as needed.
• Checks identification cards for authorized patrons and collects usage fees, if applicable.
• Serves as the primary liaison between the activity, security, medical departments, and Aquatics Coordinator during emergency situations.
• Performs cleaning duties (e.g., basic janitorial services, vacuuming, skimming, etc.) and routine facility-maintenance as assigned by Aquatics Coordinator.
• Inspects stands, boards, ropes, safety gear and condition of the dressing rooms, ensuring they are within the condition required by environmental health standards. Informs supervisor of deficiencies.
• Uses and maintains care of emergency equipment (e.g., specialized kits and bags, backboards, suction devices, splints, stretchers, monitoring equipment, etc.).
• Enforces applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations.
• Prepares accident/incident reports during emergency situations. Notifies management of all emergencies immediately.
• Works with hazardous materials (e.g., cleaning agents, pool chemicals, etc.).

The CYP Operations Clerk performs a combination of duties related to one or more components of the CYP. Duties are related to record keeping and reporting, liaison with families and programs, and collection and monitoring of fees and supplies. These tasks are summarized below.

Record Keeping and Reporting

Prepares and maintains assigned reports, correspondence, and statistical and financial data pertaining to components within the CYP (e.g., CDC, CDH, SAC, YP, R&R, USDA).

Ensures child registration and enrollment paperwork is complete and current.

Ensures that all USDA food program records are accurate, up-to-date and readily available.

Reviews and submits completed paperwork for background checks.

Maintains office files and records.

Provides required information to requesting agencies that include but are not limited to Family Advocacy, Naval Investigative Services, Environment, Safety and Fire personnel, and USDA.

Prepares necessary daily, weekly and monthly reports in compliance with reporting policies and procedures and ensures they are submitted in a timely manner.

Conducts research of records and follows up in order to resolve discrepancies and problems.

Notifies supervisor of any discrepancies and informs supervisor of any issues/ problems that cannot be resolved.

Liaison with Families and Programs

Provides front desk coverage, logs children in and out of the facility, and informs and answers questions regarding programs and services, patron financial obligations, waiting lists, events, and policies and procedures.

Assists with dissemination of information to CDH providers regarding training schedules, certification process, application status, and USDA reporting requirements.

Takes telephone calls and responds to inquiries, referring calls to supervisor or other personnel when appropriate.

Performs assigned resource and referral duties and assists in maintaining current waiting list.

Fees and Supplies

Collects fees and charges and records payments in accordance with proper procedures. Notifies supervisor of all delinquent payments.

Completes a daily activity report and ensures proper deposit of funds in accordance with established cash handling procedures.

Responsible for monitoring all supplies and resources. Notifies supervisor of items that need to be ordered.

Additional Responsibilities
