Outside Cable Plant Technician. This position is in support of a Department of Defense (DoD) organization, CJTF-HOA located OCONUS in DJIBOUTI, Africa. This position is required to travel OCONUS.
The Outside Plant Fiber CAD Draftsman will play a crucial role in updating, revising, maintaining the N6 CLDJ baseline OSP communications manhole system documentation and provide as-built ISP infrastructure documentation IAW requirements at CLDJ.
The successful candidate must be able to communicate clearly and succinctly both written and orally, and present products and ideas in a business-like manner. The candidate will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts. The Outside Plant Fiber CAD Draftsman will play a crucial role in updating, revising, maintaining the NCTL-DJ baseline OSP communications manhole system documentation and provide as-built ISP infrastructure documentation IAW NCTL-DJ requirements at CLDJ. This individual will be responsible for provide site drafting services as required to develop Installation Design Plans (IDP) as well as update drawings. The candidate will be required work directly with the performing activity (N6/PW) to resolve questions concerning the documentation provided. Update/maintain the N6 CLDJ baseline manhole system topology map and OSP butterfly documentation to reflect new communication manholes/conduits installed either by the contractor or as advised of installation by other organizations ex (N6/PW). Provide ISP (fiber/copper) as-built drawings and the related documentation for projects installed by the contractor; documentation shall reflect all information required for operations & maintenance (O&M) contractor(s) to make cross connections at the demark points. SME review of CLDJ Excavation Permits and SME for OSP/ISP PM Support for N6 mission requirements. Collaborate with engineering and design teams to ensure accurate implementation of network plans. Utilize various tools and equipment, such as fusion splicers, OTDRs, and cable placement equipment, to carry out tasks effectively. Maintain accurate documentation of all work performed, including splicing records, test results, and network diagrams. Adhere to safety guidelines and protocols to ensure a safe working environment for yourself and your colleagues. Respond to emergency situations, including outages and network failures, to restore services promptly. Assist in the planning and coordination of new fiber optic projects, including route planning, equipment procurement, and resource allocation.
You’ll Bring These Qualifications:
Currently hold an adjudicated Secret and be able to maintain.
DoD 8570 IAT Level II compliance (Security + Certification, equal or higher)
BA/BS +3 yrs recent specialized or AA/AS +5 yrs recent specialized or a major cert + 7 yrs recent specialized or 9 years of recent specialized (Outside Plant)
Minimum of 2 years’ experience (with at least 1 year within the last 3 years) with the installation of OSP/ISP within the DoD and Naval shore installation practices.
Minimum of 2 years’ experience (with at least 1 year within the last 3 years) with AutoCAD software.
Fiber Optic experience desired
Must be willing/able to work OCONUS for minimum of one year
Read and understand Blueprints in both hard copy and softcopy using AutoCAD.
Understand Fiber splicing tools, procedures, and methods for ordering supplies.
Installation of OSP within the DoD and Naval shore installation practices.
MS VISIO and AutoCAD experience to maintain network and cable records.
Have basic understanding in OSP installation practices.
These Qualifications Would be Nice to Have:
Current Certified Fiber Optic Specialist (CFOS)
Certified Fiber Optics Installer (CFOI) or Fiber Optics Technician (FOT)
Certification from the Fiber Optic Association (FOA) or the Electronics Technician Association International (ETA-I), or an equivalent training certification from an accredited technical/trade/service school certifying Fiber Optic training and qualifications in accordance with NECA 301-2004 Installation and Testing of Fiber Optic cable standards.

The proposed salary range for this position is:
$56,000-$117,500
