Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. VTS also collaborates with service providers in local communities to serve Veterans' transportation needs. VTS works with a network of transportation options for Veterans through joint efforts with VA's Office of Rural Health and organizations, such as Veterans Service Organizations (VSOs) community transportation providers; federal, state and local government transportation agencies; non-profits and Veterans Transportation Community Living Initiative (VTCLI) grantees. The Mobility Manager is the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff.
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities. The BT program also administers all BT transportation related contracts. The program may also provide pre-approved transportation solutions and arrange SMT at the request of VA.
The incumbent manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). Incumbent works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation.
Provides analysis and development of the VTP policy, participates in pilot programs (homeless support, program technologies, etc.) and researches transportation alternatives
Provides personnel management and administrative support for the Veteran Transportation Program. Acts as a liaison with the Human Resources office, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for Veterans Transportation Program staff.
Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer and CBO VTP Program Staff, as appropriate, including critical budget areas and all Transportation program matters. Monitors budget allocation and execution to insure that operating program objectives are met.
The incumbent analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Manages the Medical Center transportation program quality assurance programs. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's patient transportation program.
The Mobility Manager assures that VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the Medical Center's patient transportation program are met. Maximizes the potential of the Veterans Transportation Program to improve Beneficiary Travel, reduction of Missed Opportunities (no-shows and cancelations by patient) and Medical Center operations.
Operating according to Medical Center and VHA policy, the incumbent manages the VTS/BT Program at the VA Medical Center. Incumbent performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance.
