Summary
Reporting to the Director, US Supply Chain, this Supply Chain Compliance position is responsible for reviewing and approving Procurement/Subcontract documentation for compliance with regulations and policies. This role is critical in assisting the Procurement/Subcontract teammates with cost and price analysis for proposals and purchase orders. Provides guidance in developing, maintaining, researching, reviewing, preparing and presenting fair and reasonable justifications of supplier proposals to meet contract and customer requirements. Assists and supports identifying and resolving and Procurement/Subcontract compliance deviations to regulatory requirements and company policies. Tracks trends in Procurement/Subcontracts compliance issues regarding purchase order creation and identifies areas for improvement recommending appropriate training requirements to management.
Essential Duties and Responsibilities

- Review and approve assigned complex Purchase Orders and supporting documentation against regulation, policies, and procedures
- Evaluate suppliers’ complex cost proposals, analyzing the contractor’s past performance, cost of similar procurements, standards or other quantitative techniques in producing like or similar items with cost reduction focus
- Review complex technical and audit reports on various cost elements such as material, labor, overhead and profit to determine the reasonableness of various cost elements
- Prepare fair and reasonable and related cost justifications in accordance with FAR 15.2 requirements
- Guide and assist Supply Chain personnel in preparing solicitation templates
- Participate in and interface with DCMA during any Government Contractor Purchasing System Review (CPSR) at specific location to ensure the system and practices are in compliance with regulation
- Assist in the development of trend analysis in pricing, supplier performance, Supply Chain personnel compliance metrics and related analyses
- Guide compliance discussions with the Supply Chain Team on non-compliances, record, track, and produce metrics on same
- Provide training to the Supply Chain staff to correct non-compliances, as necessary
- Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
- Strategically support Program(s) and SCMs on critical negotiations and strategies development
- Strong negotiations skills and ability to lead terms and conditions negotiations with Subcontractors
- Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Work improvements and propose changes, to include risk mitigation strategies with possible cost savings/avoidance
- Strong working knowledge with Federal Regulations (FAR, DFARs, etc.) and Public Law
Qualifications and Education Requirements
- Bachelor’s degree in Business, Finance, Accounting, Mathematics, or other related field required, MBA preferred
- Minimum 10 years of Compliance/Cost Analysis experience in a technical/manufacturing environment, Aerospace & Defense Industry experience and knowledge highly preferred
- Minimum 2 years of Front Line Leadership experience in a Procurement organization, Compliance/Cost Analysis preferred
- Ability to read, analyze, and interpret complex documents
- Ability to respond effectively to inquiries and issues
- Ability to generate and present effective oral and written presentations on complex subjects
- Ability to define problems, collect data, establish facts, and draw valid conclusions
Preferred Skills
- Experience in a U.S. DoD environment highly preferred
- In depth knowledge of cost and price analysis techniques across varying contract types and financial accounting methods
- Experience supporting Government audits, i.e. CPSR
- Experience with Deltek CostPoint
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

- Ability to be onsite 3-4 days week.
- Must be able to work flexible hours and overtime as needed, including occasional weekends.
