The Security Assistant:

• Enters information in office databases to include Personnel Security, Lost ID, Credentials, and MyID.
• Coordinates with each DOT Operating Administration (OA)to ensure HSPD-12 Cards are issued to each employee and to contractors who need access to DOT facilities and IT systems.
• Fingerprints all Customers as required using livescan fingerprint technology.
• Receives incoming mail and places in distribution box.
• Issuance of HSPD-12 Personal Identity Verification (PIV) cards at activation stations and maintains accountability of services provided.

The ideal candidate is a motivated, self-reliant, skilled candidate who possesses knowledge of the Homeland Security Presidential Directive (HSPD) -12, PIV Card requirements. Individual must be able to learn, work and adapt to change in a high volume, fast paced environment both independently and with team members. You must have oral and writing skills, be able to identify and analyze an existing/potential problem, find suitable solutions for each situation, and/or seek guidance and be able to work with high level VIPs and experienced professionals.

Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Technical Program Support

• Processes FAA issued airman certificates such as ground instructor, flight instructor, mechanic, repairman, and flight engineer.
• Interviews applicants to determine qualifications for non-complex certificates.
• Processes FAA authorizations such as inspection authorization, aircrew program designee, and aerobatic competency.
• Processes FAA issued operator and air agency certificates such as air carrier, repair stations, and approved schools.
• Examines applications and supporting documents for completeness, consistency of information, and assures correctness, if required.
• Responsible for processing temporary airman certification files for certificates issued by designated examiners.
• Examines applications and supporting documents for completeness, consistency of information, and fulfillment of Federal Aviation Regulations (FAR) requirements.
• Supports the Designated Written Test Examiner (DWTE) program by providing orientation and training of new examiners, providing required annual and periodic training as necessary.
• Conducts FAA written examinations by assembling and distributing test materials, and following up to ensure corrective action is taken if necessary.

Correspondence and Reports

• Researches, writes, and types non-technical and routine technical correspondence.
• Responsible for maintaining correspondence control and suspense files.
• Reviews outgoing correspondence for grammatical accuracy, procedural agreement, aircraft technical manuals and factual inconsistencies, attachments, enclosures, dates, and signatures.

General Office Support

• Responsible for assigned administrative and technical files such as certificated operator and designee case files in accordance with agency directives.

Automation Program Support

• Assembles and enters information into various automated programs (such as Program Tracking and Reporting Subsystems (PTRS), Operations Specifications Subsystems (OPSS), Vital Information Subsystem (VIS), and Enforcement Information System (EIS)) and retrieves, prints, and reviews output.
• Retrieves data concerning airmen records, certificates, violation histories and aircraft registrations for National Data Base (NDB) and EIS database systems.
• Generates routine or ad hoc reports such as inspector planned activity, quarterly work program accomplishment report, quarterly NPG report, and inspector open items.

Administrative Program Support

• Surveys organization to which assigned in order to ensure adherence to administrative procedures that are outlined in agency directives.
• Examines current procedures and practices and recommends or implements changes.
• Instructs organization personnel (including new employees) on proper administrative procedures.
