The Program Specialist is recognized as a subject matter expert (SME) and management representative in program planning and organizing including assisting in defining program goals and objectives and developing procedures and processes. Provides leadership for highly complex and challenging activities under minimal direction of a supervisor or executive. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.
Works directly with National Airspace System (NAS) Technical Evaluation Program (NASTEP) Managers to collaborate, implement, and administer NASTEP program policies and procedures related to Technical Operations' maintenance and certification program. Utilizes key management evaluation scheduling tools to support the management and control of the national-level program and to influence budgetary decisions.
Compiles statistical data and analyzes NAS technical data and utilizing this data to recommend changes to the NAS maintenance program to improve safety and/or efficiency. Initiates, develops, reviews, and presents materials to improve the quality of service provided by Technical Operations. Develops the national FAA policies related to the NAS Technical Evaluation Program (NASTEP) and other internal quality control (QC) or internal compliance verification (ICV) programs that may affect the workload of BUEs and lead to managerial responses to bargaining unit actions.
Applies experience and expert knowledge of program management principles and processes to coordinate and organize the Technical Operations Maintenance Program and Quality Control functions as they relate to evaluation of National Airspace System (NAS) facilities, systems, and services. Possesses an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Monitors national compliance with FAA policies and procedures relating to Technical Operations' operations, maintenance, and certification programs.
Reviews and analyzes NASTEP reports and data to identify negative trends within the Technical Operations Maintenance Program. Initiates, develops, and reviews materials to share within the Technical Operations Maintenance Program community to improve quality of service provided by Technical Operations. Develops national FAA policy related to the NAS Technical Evaluation Program (NASTEP) and other internal quality control (QC) or internal compliance verification (ICV) programs.
Monitors operation, maintenance, and the development of the Integrated NASTEP Software Application (INA), which includes interacting with application developers, database administrators, cybersecurity, and infrastructure support personnel. Evaluates changes in technology and implements new reporting and data analysis capabilities for evaluating NAS performance. Develops national FAA policy as it relates to quality control, and specifically the NASTEP program. Validates software requirements, reviews user feedback, and leads software support personnel in the operation and maintenance of the INA application and associated interfaces. Serves as the management principal specialist for the Technical Operations Service Area NASTEP field managers to execute assigned program.
Uses knowledge of NAS systems and services, to include communications, navigation, surveillance, environmental and automation systems, maintenance programs, spectrum management, modifications, documentation, facility performance and Technical Operations Maintenance Program policy. Identifies, defines, and organizes resources for large projects/programs/work activities. Determines budgetary requirements for program and acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.
