The incumbent, evaluates the adequacy and effectiveness of safety regulations, and has responsibility for perceiving the need for, recommending the initiation of, and justifying new or amended regulations to Title 14 of the Code of Federal Regulations (CFR) and supplementary regulatory material. The incumbent of this position is responsible for applying expert knowledge of and experience with 14 CFR for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to air carrier maintenance safety issues.

Special Projects

Provides on a continuing basis effective control of assigned branch projects and special assignments and a means of reporting status and accomplishment thereof to the Branch Manager. Perceives the need for and proposes research and development projects. Determines the need and makes substantiated recommendations for new or amended regulations, policies, and procedures.

Enforcements

Evaluates IFO performance in investigation and reporting of enforcement cases and accident and incident cases. Proposes new or amended investigation and/or enforcement policy for the Division and appropriate offices/agencies.

Technical Assistance

Participates in field office in-depth evaluation to determine program accomplishment and effectiveness and accordance with established policy. Develops and prepares recommendations for corrective action based on evaluation findings.

Exemptions

Incumbent is responsible for the preparation of Federal Register notices regarding original petitions for exemptions within their assigned area of responsibility. Also, the incumbent coordinates with other Aviation Safety and Flight Standards organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of Rulemaking and the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical input must be reviewed for completeness and ensure it responds to all aspects of an exemption petition.

Policy Development and Implementation

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to IFO work programs and adherence to related policies. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Training and Outreach

The incumbent engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Represents the agency as a technical trainer/instructor delivering formal training for assigned technical programs. Develops new and revises existing agency employee training courses, to include on-the-job training (OJT) job task analysis (JTA) documents. Serves as course mentor for agency sponsored training courses.

Representative to Industry, Government, and International Organizations

Participates in national and international working groups and panels with other organization elements of the agency, or other government agencies, International Civil Aviation Organization (ICAO) and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment.

Performs other duties as assigned.

PROGRAMME

Selected candidates will undergo a structured 44-month training program to qualify for a CAT B License from Civil Aviation Authority of Singapore (CAAS). On successful completion of training, you will be appointed as a Licensed Aircraft Engineer (LAE) and perform/certify aircraft maintenance task including inspection, repair, modification, and functional tests. TRAINING

• Classroom lectures at Training Academy inclusive of SAR 66 basic course modules and other associated skills and aircraft systems training with examinations/assessments after each module
• Civil Aviation Authority of Singapore (CAAS) examinations applicable for the category of licence
• On-the-job (practical) training at base and line maintenance environment, as well as other applicable workshops

OBLIGATIONS

• Trainees are required to serve employment of 5 years in the Company upon the completion of training
• If a trainee does not complete the training successfully or does not serve a minimum employment period of 5 years, trainee will have to pay for training costs of up to $115,000 (liquidated damages)

Major duties include, but are not limited to:

• Receiving limited supervision from the Maintenance and Operations Supervisor in directing (1) WL-10 HVAC Equipment Mechanic Leader (5) WG-10 heating, air conditioning and refrigeration equipment mechanics, (1) WG-10 Maintenance Mechanic, (2) WG-5 A/C Equipment Mechanic helpers, and any temporary personnel which may be authorized.
• Responsible for planning and scheduling of technician assets to have complete coverage of facility ventilation and air conditioning equipment 24 hours per day.
• Ordering all supplies and materials for equipment operation and preventive maintenance.
• Preparing and furnishing to the Chief or Assistant Chief, Facilities Management Service or the Maintenance and Operations Supervisor, input on the complete operation and maintenance of all HVAC systems including staffing, supplies, equipment, etc.
• Ensuring that operations, maintenance and repair of all Air Conditioning, Refrigeration, Heating, Electrical, Digital Environmental Controls, including programming of complex computer aided monitoring systems of buildings and facilities will be maintained and recommending solutions in meetings and/or conferences with Engineering, production control, and other personnel involving the initial analysis of long-range work requirements.
• Verifying time and attendance records, planning and establishing leave schedules and authorizing leave for assigned employees.

• Will have supervisory responsibility for the HVAC systems journeymen and helpers at this Medical Center. These technicians must be capable of functioning at the journeyman level with little supervision.
• Supervising and training employees regarding varied capacities of the HVAC systems such as duty cycling, start/stop time optimization, auto restart time-of-day scheduling, peak demand limiting, maintenance work order generation, reset application, air delivery equipment optimization, enthalpy optimization, record log keeping of monitoring applications, and alarm status of the multitude of programmable alarm functions throughout the facility.
• Reprogramming the HVAC portion of the energy management system main computer console and separate "stand alone" remote control units with various software updates as they become available from the supplier and economically benefit the Medical Center.
• Establishing an air conditioning systems management program that will meet all requirements of VHA and TJC. This program will consist of at least the following: Identification and inventory of all critical HVAC systems and critical components supporting these systems and a written plan to ensure testing, balancing, and maintenance of the systems so continued operation of the systems will be available at all times.

Duties include, but are not limited to:

• Ensure that operations, maintenance and repair of all Air Conditioning, Refrigeration, Heating and Digital Environmental Controls of buildings and facilities will be maintained and provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements.
• Assign work to specific craftsman through subordinate work leader, initiate work orders, monitor preventative maintenance program, ensure materials and tools are on hand and ensure deadlines are met.
• Determines priority, sequence and time for particular operations and coordinate with other sections, divisions and contractors for work at hand.
• Follow through on assignments and projects to ensure they are completed as directed.
• Verify time and attendance records, arranges leave schedules and authorizes leave for assigned employees.
• Maintain subordinate employee's performance program by administering performance ratings and review initial grievances and/or refers them to M&O General Foreman, if not resolved at front line level.
