The Manager of Quality Control & Technical Services is a strategic professional within Citi's Aviation department, who closely follows latest trends in own field and adapts them for application within own job and the business. Job Description
The Manager of Quality Control & Technical Services has a broad portfolio of responsibilities, including, but not limited to: ensuring that aircraft maintenance and all associated record-keeping is performed in compliance with FAA, manufacturer’s, and Citigroup Aviation requirements and standards; managing the maintenance departments external and internal compliance and reporting obligations; fulfilling all other duties assigned by the Director of Maintenance.
Job Role & Responsibilities:
- Serve as active and engaged quality control inspector during return to service of aircraft.
- Assist the Director of Maintenance with managing Quality Control delegated technicians as required when not available for return to service oversight.
- Oversee, maintain, and administer the full life cycle of Citigroup MX Tracking processes (CAMP/CMP) and ensure they are being properly completed.
- Perform full life cycle review of aircraft paperwork for accuracy and completeness.
- Ensure that appropriate entries are made in permanent aircraft maintenance records.
- Manage technical publications currency to ensure regulatory compliance as necessary for the performance of maintenance, preventative maintenance, and alterations.
- Monitor aircraft discrepancy records to ascertain that corrective action has been taken on all mechanical irregularities listed by crewmembers, in accordance with procedures specified in GMM.
- Ensure compliance with FAA Airworthiness Directives – maintain compliance records and tracking system.
- Maintain a repository for aircraft records: Registrations, Certificates, 337’s, STC’s, ICA’s, AD’s, etc.
- Manage calibration program. Maintain records for precision tool/test equipment and ensure that equipment is calibrated within the specified frequency.
- Manage and maintain Tool Control program. Update and revise as required to meet industry best practices.
- Ensure proper identification, storage/protection, segregation of serviceable, un-repairable and rejected items, and proper tags/identifications.
- Submit reports of defects or unairworthy conditions to the FAA if warranted.
- Assist DOM as required with the FAA in conducting inspections of company operated aircraft or company facilities.
- Oversee auditing and authorizing contracted vendors working on company aircraft including internal and external audits.
- Assist assigned Aircraft Lead Technicians oversee the quality of the work performed on company aircraft by outside vendors.
- Oversee the Maintenance Department training program, including the scheduling and compliance with all required training.
- Assist to develop, maintain, and update the Department’s General Maintenance Manual to ensure alignment with industry best practices.
- Coordinate with the Safety Manager for all maintenance related safety issues.
- Gather and record data sufficient to monitor the performance reliability and dispatchability of the aircraft and issue regular reports for Senior Management review.
- Perform other tasks and duties as assigned by the Director of Maintenance.
Qualifications:
- 8-10+ years proven quality experience with managing, implementation, and direction of quality control and assurance programs, preferably in FAA Part 121, 135, 145, or Part 91 maintenance operations.
- Demonstrated knowledge of the Code of Federal Regulations and standards relating to aircraft maintenance and operations.
- Experience with Safety related programs and initiatives; OSHA, Environmental, Ramp processes, ISO, etc. (preferred)
- Experience with internal and external auditing – administrative and process based.
- Experience with Root Cause Analysis – leading investigations and resolving issues with recommendations for improvement.
- Fluency in all aspects of MTX Tracking systems (CAMP, CMP, etc.) and documentation structure.
- Experience and fluency in tracking, compiling, and reporting on aircraft dispatch reliability and operational availability metrics.
- Fluency in Microsoft Office products, including Word, Excel, Power Point, OneNote, and Teams.
Education & Training:
- Bachelor's or University degree or equivalent experience, required.
- Possesses a valid FAA Airframe and Power Plant license, required.
- Possesses a valid Inspection Authorization, preferred.
