Job objectives and responsibilities

Main duties

Service excellence:

-Responsible for recruitment process for all Signature vacancies

-Responsible for supporting loading up vacancies internally and externally for Rolls-Royce

We are currently seeking two Finance Business Partners to join our Service Charges team on a temporary basis.

We have one fixed term contract available until 31st October 24 and another until 31st December 24.

This is the perfect time to join us on our transformation journey to provide a truly modern finance function, helping to support our ambition to build more homes and invest in our existing properties.

As we undertake exciting transformation projects, we need your expertise to assist in the delivery of the Service Charge accounting process and ensure the accurate setting of service charges in alignment with group policies.

This role is dynamic and involves overseeing the team of Assistant Accountants and Finance Assistants to provide financial and management accounting information to the Group. You will work closely with Housing Operations to provide financial accounting information to residents and help shape policy in this area.

In addition you will be pivotal in supporting and assisting budget holders in achieving value for money.

Some of the things we are looking for:

A Qualified Accountant with at least 2 years’ experience, including a minimum of 1 years at a team leader level or equivalent
Experience in service charges or accounting in a large and complex organisation or a regulated organisation with substantial budgets
Experience of leading and supporting a finance team
Experience of completing primary accounting statements
Experience of developing and delivering an excellent customer driven service to differing audiences and stakeholders
Good knowledge and understanding of Service Charges legislation would be desirable

Main Responsibilities

Business Area Policy Implementation

• Own and ensure consistent delivery of all HR policies, systems and, process in nominated business area(s), including supporting recruitment, performance management processes, reward, and employee relations issues
• Work closely with HR specialist functions (eg L&D, HR Shared Services) to contribute to and implement the agreed HR processes and policies within business area(s)
• Oversee any business change or restructuring initiatives and work with local business managers to minimise employee litigation and assist with complex conflict resolution and the management of change
• Facilitate talent reviews and implement talent strategies within the business area as appropriate
• Support the completion of succession plans on an annual basis within agreed deadlines and effectively educate managers on the 9 box grid definitions
• Agree and implement learning and development plans across the business area for all employees identified as HP, aligned to business needs

Business Advice and Support

• Develop strong understanding of business area and the people & HR related issues and requirements of that business
• Provide HR support to business area(s) according to the HR processes and strategy developed
• Manage/oversee all HR issues arising within business area(s)
• Keep abreast of all HR and employment legislation, communicate this information in a timely manner to all employees and business managers as appropriate

• Provide advice and guidance to line managers regarding employee terms and conditions, employment law and Colas policies and procedures
• Ensure employees know how to effectively access HR information and services (eg through self-service, help-lines, policy documentation etc

Employee Relations

• Support business leaders in interactions with employee representative groups including trade unions, works councils, Employment Advisors, etc. If applicable, input into organisation-wide agreements to promote the interests of the organisation
• Take responsibility for implementing any changes to Terms and Conditions in your area(s) and manage the TUPE process on any contracts won and lost, as required
• Advise managers for disciplinary hearings and appeals, attendance where required
• Advise managers through the grievance process and attend meetings where required
• Advice and guidance to managers on sickness absence monitoring and ill-health procedures
• Upskill managers to be competent in dealing with low level disciplinary and grievance meetings ensuring advice and support is given

Recruitment and Selection

• Liaise with managers to ensure consistent grade allocation across the business.
• Work with the business to ensure there is an appropriate workforce and recruitment plan developed to identify current and future requirements and skill gaps etc
• Liaise with the recruitment team to ensure managers are clear in the recruitment process and competent in deploying.
• Work with the resourcing team to ensure Resourcing KPIs are met, such as time to hire and process compliance with area of responsibility.
• Work with the resourcing team to ensure effective advertising methods are used to find suitable and diverse candidates

HR/Business Process Improvement

• Help review HR policies and processes, identifying any problems in area of responsibility and escalating recommendations for change to the relevant specialist/HR department
• Contribute as required to regular HR reporting
• 10% of time to be spent on improvement team activities – 100% attendance required at improvement team meetings

People Management

• Line manage direct reports and work with the regional team to ensure effective support is offered to businesses within the region.
• Carry out regular team meetings with regional team
• Carry out appraisals for direct reports during annual appraisal process

The Ideal Candidate

To be considered for this role, you must be CIPD qualified and have a strong understanding of HR practices and procedures. You should also have excellent communication skills, be highly organised, and possess the ability to work effectively under pressure.
