Develop and manage a system for the identification and management of serious incidents and escalation of them to the appropriate senior members of staff within the organisation in order to comply with HCS policy and procedures to support patient safety and governance policy. Oversee all aspects of Serious Incident management. Support the Head of Patient Safety in the transition to PSIRF. Leading on the development and delivery of a training programme for Patient Safety/ Patient Safety Incidents to all staff across HCS. Providing both training and advice to clinical staff on a 1:1 or group basis around the processes. Lead on the performance management process for investigation and analysis of Serious Incidents, ensuring all documentation and associated reports are in place for Review Panel Meetings in order for action to be agreed. Communicate information to patients or staff members to inform people (and their families) when they have been harmed as a result of the care or treatment they have received to ensure adherence to Caldicott principles and thereby ensure that HCS meets legal requirements. Provide guidance and direction to managers and clinicians at all levels of the organisation on key aspects of the quality and safety strategy and supporting documents e.g. Mortality, Clinical Audit, Effectiveness and Quality Improvement Strategy, Duty of Candour Policy, Safety Event Learning Policy, Serious Event Framework; to ensure the achievement of care group and organisational quality and safety governance objectives; alongside clear monitoring and assurance reporting within a culture of openness and civility.

Develop a policy planning framework(s) within HCS and ensure this remains effective and relevant by pro-actively identifying when action is needed. Work closely with key stakeholders, partner departments including the Jersey Care Commission and Law Officers Department, to ensure HCS policies are appropriate, robust and achieve the intended outcomes. Drive, facilitate and monitor the development and implementation of up to date HCS policies, procedures and good practice guidelines, based on a range of evidence from sources such as National Institute for Health and Care Excellence (NICE), professional colleges and bodies, local quality improvement activities, patient and user experience/ feedback, external and internal reviews and regulation. Under guidance, apply a structured and engaged process including policy research, evidenceinformed analysis, and public and stakeholder consultation to ensure that the resulting frameworks are robust and future orientated. Monitor policy / strategy, during implementation, cascading and embedding policies and gathering insight to enable continuous improvement. Contribute to long-term planning and foresight projects, to inform policy and strategy formation, and to achieve consistency and best practice. Deliver work in a timely, effective manner, and work in partnership with all relevant stakeholders to test the feasibility of policy and strategy options, and plan implementation. Co-ordinate and equip care groups to enable services to be adequately prepared for external accreditation, audit, regulation and inspection. Work as a member of the Quality and Safety Team. Provide cross cover, guidance and direction to managers and clinicians at all levels of the organisation on key aspects of the quality and safety strategy to ensure the achievement of care group and organisational quality and safety governance objectives; alongside clear monitoring and assurance reporting within a culture of openness and civility. Manage a number of quality improvement projects relating to clinical risk and other clinical governance priorities to facilitate patient safety across the organisation. Improve the quality of care within the organisation by working to share learning and best practices, to ensure that the organisation learns and makes sustainable changes as a result. Cover any other additional duties at the request of the Head of Compliance & Assurance in pursuance of learning and development service requirements in a timely, efficient and effective manner.

Develop and implement clinical governance strategies for the States of Jersey Ambulance Service, producing guidelines, referral pathways, and policies, in line with departmental and Government key objectives. 3. Implement a community-based approach to the delivery of Paramedic medicine by leading on the development, monitoring, reporting, and acting upon key performance indicators and service level agreements, ensuring the timely provision of managerial information, resulting in service level requirements being met. 4. Analyse and update the ambulance risk register to raise levels of concern to senior leadership and develop, implement and monitor the services system for reporting (Patient Safety Alert) therefore ensuring a safe and robust database. 5. Undertake analysis and risk assessments of all aspects of patient safety, auditing and quality-assuring standards whilst maintaining awareness of the benefits of research in changing practice. Ensuring that identified risks and trends are identified and appropriate action taken. 6. Manage a number of quality improvement projects relating to clinical risk and other clinical governance priorities to facilitate patient safety across the Ambulance Service. 7. To lead and manage a specialist paramedic team aligned to an agreed performance framework, including setting team objectives through regular performance review and appraisal, mentoring and coaching. Provide learning and development opportunities for staff to ensure continuous improvement of their key functions; ensuring they are adequately skilled. 8. Using advanced clinical knowledge to educate a specialist paramedic team, working in collaboration with other members of the Multidisciplinary Team, undertaking non-medical prescribing in line with legislation, policy, patient group directives and local pathways. In this role, your primary responsibility will be supporting and leading a team through the Application Testing Lifecycle. This will entail collaborating with development, business, and other SQA test teams. You will work closely with teams to identify critical Test Scenarios and ensure quality of testing for the Payment & Cash platform. Position offers location flexibility. We are primarily looking for someone located in the Princeton, New York, and Boston Areas to be able to coordinate tasks with teams located in China/India/Boston/Toronto.

Salary Range:

$90,000 - $142,500 Annual

Software Quality Assurance (QA) Analyst (State Street Bank and Trust Company; Princeton, NJ):  Will play a Quality Assurance role to perform manual and automation regression tests. Specific Duties of the position include: Performing manual and automation regression test framework and maintaining existing ones using Selenium, Java, Python and other testing tools like Cucumber, Postman, Snowflake, JMeter, TestNG; Writing test scripts and test cases using Selenium and Apache data drive test cases; Writing and executing complex DML SQL statements; Implementing the SDLC process; Creating jobs in Jenkins and executing regression, reviewing logs, and finding errors and root causes of failure; Coaching new members with Selenium in locating elements by xpath , by name, by ID, java class, method, interface; Participating in weekly code reviews and presentations to team; Communicating with various stake holders and providing daily reports to product owners; and Working with onshore and offshore teams and meeting tight deadlines. Minimum requirements: Bachelor's degree, or its equivalent, in Computer Science, or a related field; and 5 years of experience in Software QA role or any other occupation/title providing relevant experience. To work alongside the Chief of Service, Lead Nurses, Allied Health Professionals and General Managers to ensure the triangulation of all governance and compliance matters in relation to inspection, patient safety; utilising evidence as necessary to inform the JCC Journey to Excellence agenda. 2. Co-ordinate and equip care groups to enable services to be adequately prepared for external accreditation, audit, regulation and inspection. 3. Ensure that the Care Group structure receives appropriate support from the Quality and Safety team, to enable them to prepare and comply with external inspection and regulation 4. Lead, develop and facilitate the compilation of evidence, demonstrating improvements in the quality of clinical care and clinical outcomes and learning from clinical risk matters and positive service changes/developments or quality improvements resulting from these 5. Engaging with and supporting regulators, inspectors and other enforcement authorities in relation to clinical governance, risk and quality compliance. 6. Manage and coordinate preparations for reviews by, and responses to, Comptroller and Auditor General. 7. Formulate and co-ordinate action plan progress following a JCC inspection visit including working with teams and Care Groups to complete this; report progress into the relevant senior meetings and HCS committees 8. Ensure JCC improvement plans are developed and delivered in line with the HCS vision.
