The Operational Compliance Officer (OCO) is a highly visible position of authority within NNL supporting the Operations Manager to ensure the company's continued compliance to all regulations governing the nuclear industry and Site Licence Conditions. The role is responsible for monitoring change, leading on incident and event management, and assessing the impact and coordination of the activities required to achieve compliance in the most effective way for the business.
The ideal candidate will be experienced in working in a regulatory capacity, detail orientated, and be able to work to stringent deadlines.
Main Responsibilities Operations Compliance Officer (OCO) incorporating Duly Authorised Person (DAP):
- Accountable for checking the Silent Hours Log and any computerised Building Management Systems to ensure his / her plant is in a safe and secure condition for them to permit entry by any others thereafter.
- Accountable for the security of plant and safety of all persons undertaking any work in their area(s) of responsibility during the work period. There is one Duty OCO (DAP) each working day, managed via a rota system.
- Accountable for confirming continued compliance with NSSP and provide assurance to Senior Leaders this is managed properly.
- Accountable for ensuring plant surveillance checks are undertaken and recorded for their areas of responsibility.
- The Duty OCO (DAP) will be the primary interface for all discussions with the Site OCM (e.g. safety, security, production, programming issues).
- The Duty OCO (DAP) shall be the primary point of contact for any local incidents occurring within their area(s) of responsibility and they are responsible for taking control and managing the situation accordingly.
- The Duty OCO (DAP) will provide operations based input to Safety Committees through providing peer review and robust challenge to documentation e.g. PMP Committee.
- The Duty OCO (DAP) shall attend any convened Conservative Decision Making (CDM) or Operational Decision Making (ODM) Meetings as a quorate member to provide information and make decisions that would impact on nuclear safety within their area(s) of responsibility.
- Responsible for initial discussions and the progression of routine work packages through the work control system to the point they recommend approval from the Operations Manager.
- They shall be accountable for making the decision as to whether the proposed movement material (non-active & radioactive) to/from their area(s) of responsibility is viable and will permission all movements of material to take place.
Essential Criteria for Operations Compliance Officer (OCO) incorporating Duly Authorised Person (DAP):
- Compliance professional, educated to degree level (or equivalent), with extensive practical & relevant experience in a compliance role.
- Holds IOSH Managing Safely or equivalent as a minimum qualification.
- Ability to remain calm under stressful circumstances.
- Experience in incident and emergency response.
- Ability to demonstrate supervisory experience for operations undertaken within a nuclear plant.
- A thorough awareness of nuclear, conventional safety and security requirements applicable to their area(s) of responsibility.
- Demonstrable knowledge of the operational & maintenance requirements associated with their area(s) of control.
- Thorough awareness of Safety Case implementation methodology.
- Requirement to be appointed as an Operations Duly Authorised Person (DAP).
- Requirement to be appointed as a Radiation Protection Supervisor (RPS).
- Requirement to become appointed to emergency response roles e.g. Access Controller and Deputy Access Controller, Deputy Incident Controller etc.
- Ability to achieve DV Clearance (this includes but is not limited to identity, employment, financial an criminal records checks plus 10 years' worth of UK residency).
Desirable Criteria for Operations Compliance Officer (OCO) incorporating Duly Authorised Person (DAP):
- NEBOSH General Certificate.
- Must demonstrate an ability to analyse and interpret complex information from several, sometimes conflicting sources, with a proven problem-solving ability in order to make decisions based upon this information.
- Highly motivated with the ability to communicate concepts to diverse audiences with varying skills.
- Ability to influence and negotiate with NNL employees and external stakeholders.
- Requirement to become appointed as a PMP Manager as applicable.
- Requirement to become appointed as Incident Supervisor / Duty Manager as applicable.
- Requirement to become appointed as a Building Controller as applicable.
