The purpose of the Financial Control Manager is to effectively support the management of business relationships between DVSA and its stakeholders, delivering a quality, effective and efficient service, achieved by proficient use of the finance systems.

You will be required to manage a team responsible for a financial control function of the organisation leading by example and providing support to staff in delivering the required outcomes of the organisation. The functions are delivered in partnership with our outsourced shared services provider. As part of this, identify and build efficiencies in processes with a view to automate, simplify and standardise wherever possible.

A part of this role will be stakeholder engagement including engaging with project teams to scope out any new business system specifications, then to support in the development, testing and implementation of the new service. There will be a need to challenge project teams where requirements are not being met and negotiate solutions as well as to escalate significant issues.

As a member of the Financial Control team, you may participate across the full breadth of the team’s remit, acting as a SME or managing BAU activities.

The 4 main areas are Tax compliance and Payroll, Accounts Receivable, Cash and Banking, Accounts Payable.

Responsibilities include but are not limited to:

• Building and maintaining excellent working relationships with key stakeholders such as customers, shared services and DVSA managers in the delivery of a quality and consistent Financial Control service
• Providing expert advice and guidance on complex VAT issues across the agency
• VAT compliance
• VAT returns
• Manage team responsible for Travel Services including Corporate travel booking and Corporate procurement cards.
• General ledger account reconciliations
• Developing and maintaining databases to mitigate reporting gaps and support maintenance activity

Accountable and responsible for the delivery of the Pharmacy Quality Assurance & Quality Control Service. Lead a robust Pharmacy Quality System (PQS) across all areas of pharmacy services ensuring compliance with statutory regulations and safe systems of work. Ensure the quality of medicines used in the Health Board through application of Quality Management Systems in procurement, storage and supply processes. Manage the staff and resources of the Pharmacy Quality Assurance & Quality Control department. Develop and implement strategic plans for the Pharmacy Quality Assurance & Quality Control Service, ensuring the service is progressive and responsive to the needs of the Health Board. Maintain appropriate MHRA medicines specials manufacturing and distribution licenses to support the Health Board strategic plans. The named as the person responsible for Quality Control on the Health Boards MHRA specials manufacturing licence (approved by the MHRA). Accountable and responsible for the release of medicinal products manufactured under the Health Boards MHRA specials manufacturing license. Be the named Responsible Person on the Health Boards MHRA wholesale dealers license (approved by the MHRA). Accountable and responsible for the supply and distribution of medicines under the MHRA wholesale dealers license WDA(H). Undertake internal audit of pharmaceutical manufacturing and distribution (i.e. wholesale dealing) sites within the Health Board. Provide expert advice on all aspects of the quality of unlicensed medicines purchased, manufactured and supplied within the Health Board. Advise on regulatory matters relating to the purchase, storage, manufacture and supply of medicines within the Health Board (including the wholesale supply of medicines under MHRA WDA(H) licence). Provide pharmaceutical expertise to the Health Boards Medical Gas Committee, promoting good clinical practice in the use and handling of medical gases. Act as the Lead Quality Controller for the medical gas pipeline systems as required by the HTM 02-01.
