RESPONSIBILITIES
- Finance Business Partner (FBP)
- Work with the SOCI (Schools, Offices, Centres and Institutes) during the review of the annual budgets.
- Review processes and procedures and work towards improvements and more streamlining between all parties.
- Address any finance related queries from SOCI (identified group supported).
- Leadership in managing grant agreement and governance
- Collaboration with ORe (Office of Research) and Schools in the submission of new grant proposals, including cash flow projections and budget phasing for each grant.
- Ensure administration of grants complied with terms and conditions of the grant agreements.
- Work with grant administrators to ensure all grants claims and submission are timely and accurate.
- Manage the inception of projects and ensure closure of projects in a timely manner.
- Track and monitor the utilisation of grants and highlight projects that under-utilised budgets.
- Reconcile claim statement to accounting records.
- Assist grant administrators on their queries (including troubleshooting of system issues).
- Liaise with grantors on matters related to grants.
- Lead review of processes towards more efficient and effective procedures and support in UAT on system enhancements.
- Any other task relating to individual grant or grantor administration.
- Grant Reporting
- Responsible for periodic reporting and ad-hoc reports for internal reporting.
- Supervise the Finance Analyst and collaborate with the other OFIN managers
- Review and approve necessary journals for month-end closing and audit schedules for internal reporting.
- Analyse the project's expenditure against budget and explain the variance (if any) for internal and external stakeholders.
- Assist in the submission of claims in grantor-specific portals (e.g. IGMS, vendors@gov.sg, etc)
- Generate reports for MOE and other external funders.
- Support project certification and audits (including liaising with auditors and coordinating the audit).
- Any other task relating to grant reporting.
QUALIFICATIONS
- Degree in Accountancy, Business or a related discipline with at least 8 years of relevant experience.
- Self-motivated with ability to work independently.
- Excellent interpersonal and communication skills (both oral and written skills are essential).
- Fast worker with ability to work under pressure to meet tight deadlines.
- Able to work well with people at different levels of the organisation.
- Committed, meticulous, organised and resourceful with positive work attitude.
- Good Microsoft Office application skills.
- Knowledge and hands-on experience in SAP; Experience is system set up with working knowledge of grants module, project module and fund module will be added advantage.
- Familiar with BI tools (e.g. Qlik sense, Power BI, Tableau) will be an added advantage.
