Major Duties and Responsibilities:

The Assistant DNI for Acquisition Procurement & Facilities (ADNI/AP&F) ensures U.S. intelligence superiority by enabling the identification, development and timely fielding of breakthrough capabilities, innovatively applying advanced technologies and promoting acquisition excellence. ADNI/AP&F is the Intelligence Community (IC) catalyst for technical innovation, responsive stewardship, and acquisition & procurement excellence addressing the key intelligence challenges by establishing and maintaining an agile and transparent best-practice environment that promotes innovation, responsible financial stewardship, and IC acquisition and procurement success. The Intelligence Community Senior Procurement Executive (IC SPE) reports to the ADNI/ AP&F and is responsible for oversight of IC procurement programs, policies and processes and strategic sourcing initiatives; fostering a well-qualified mission focused IC procurement workforce; and promoting IC level industry outreach.

Major duties and responsibilities include the following:

Serve as principal advisor to DDNI/P&C, ADNI/ AP&F, the IC CFO, the IC CIO, and other senior officials within the ODNI on contracting and procurement matters;

Support a flexible acquisition environment that facilities rapid exploitation of emerging technologies and innovation within industry;

Oversee IC-wide strategic sourcing of commodities, services, and technology to include the IC Enterprise Agreement (IC EA) program and relevant Services of Common Concern (SoCC). Oversee policy and processes to enable effective ODNI governance and oversight of IC SoCCs;

Oversee procurement policy activities across the IC and set strategies to develop the vision, goals, objectives and direction of policy activities for IC-wide procurement policies and activities that align with the National Intelligence Strategy and DNI strategic goals and objectives;

Chair the IC Procurement Executive Council and oversee the IC Enterprise Software Efficiencies Steering Group to promote sharing and understanding of best practices in acquisition, contracting and procurement and policies within the IC;

Represent the IC on contracting and procurement matters to external entities, coordinating with ODNI Office of General Counsel and with affected IC elements, as appropriate;

Coordinate with IC elements and ODNI components to facilitate the effective IC contracting and procurement activities and execution of National Intelligence Program (NIP) funds;

Create and sustain partnerships with other IC elements to include Senior Procurement Executives and other ODNl leaders to ensure a continuing dialogue and active insight into ongoing and planned procurement efforts, policy developments, and technology activities. Develop and maintain a network of senior-level contacts within DoD and the IC to foster intelligence integration and interagency cooperation;

Oversee efforts in collaboration with National Counterintelligence and Security Center (NCSC) and IC CIO senior officials to support the ADNI AP&F as the DNl's senior representative to the Federal Acquisition Security Council (FASC);

Foster a culture of excellence and demonstrate independent initiative to proactively identify and communicate challenges facing ODNI/SPE, the Policy and Capabilities (P&C) Directorate, the ODNI, or the IC. Develop innovative and creative ways to address these challenges in a collaborative manner within P&C, across ODNI, with the broader IC, and in partnership with other external stakeholders, as appropriate that advance efforts to lead the Intelligence Community to future mission success;

Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans;

Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities;

Maintain effective working relationships with other ODNI and IC components and other government agencies to elicit customer/stakeholder requirements and address issues that span multiple mission or program areas;

Lead the development and implementation of building a workforce and culture to deliver services that exceed customer expectations;

Promote inclusiveness, diversity, communication, collaboration, teamwork, and partnership between and among all ODNI employees, including peers and subordinate supervisors. Foster an inclusive organizational culture by promoting collaboration, flexibility, fairness, and transparency.

This position is located at ICC-B in Bethesda, MD. However, there is the potential for use of other ODNI locations on a limited basis.

As Practice Leader and Senior Director, serves as a member of the management team by supervising the Program Acquisition & Assistance (PAA) Practice Group and providing intellectual and technical leadership over MCC's programs, policies, and practices for the compact Procurement functions. Provides leadership, strategic guidance, and oversight over the execution of MCC's program procurement guidelines across the portfolio. The Practice Leader and Senior Director:

• Defines and develops MCC's approach to international public procurement procedures and functions with partner countries.
• Serves as a recognized expert and senior advisor to MCC leaders on issues related to international public procurement.
• Defines best practices, templates, procurement management tools and approaches, and other guidance to be applied across MCC disciplines.
• Leads MCC's procurement outreach efforts with the private sector, including organizing events, industry days, target marketing, and building relationships with private sector firms and other US government agencies.
• Formulates and recommends plans to improve policies, practices, methods, and organizational operations related to international public procurement.
• Incorporates industry trends such as sustainable procurement and Artificial Intelligence related to the subject matter of international public procurement into ongoing programs and initiatives.
• Represents MCC in external forums vis-à-vis technical discussions, deliberations, and other knowledge management activities concerning areas of expertise.
• Coordinates and consults with other donors and research providers to keep abreast of best practices and trends.
• Manages teams of professional experts and coordinates and interacts with a variety of stakeholders at different managerial levels
• Exercises technical and administrative supervision of subordinates.

As the Chief Procurement Officer (CPO), you will oversee, manage, and develop policies and procedures involving the procurement of supplies, construction, and services required to manage the overall operational efficiency within the Secret Service. As the agency authority on procurement and contracting matters, you will be responsible for the acquisition of all goods and services for the protective, investigative, and administrative mission of the Secret Service.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer on the interpretation of contracting laws, principles, and regulations to generate new procurement concepts or make recommendations regarding procurement matters impacting the Secret Service.

The primary duties include, but are not limited to, the following:

• Acquires commercial items, classified/sensitive intelligence technology, protective countermeasures, major nationwide telecommunication network systems, complex and diversified information technology systems and services, major system acquisitions for highly sensitive investigation and protection equipment, and state-of-the-art electronic and security systems. Products and services procured are unique, time sensitive, high dollar value and critical to the mission of the Secret Service.
• Plans, directs, and oversees a worldwide centralized procurement program through several subordinate supervisors who directly supervise contract and procurement specialists, automation specialists, and administrative/support personnel in procuring equipment, supplies, and services for the Secret Service.
• Refines procurement policies used in the acquisition of goods and services to enhance operational efficiency; develops and implements new procedures and processes to streamline and improve operations.
• Develops and maintains liaison with officials from other Federal agencies as well as state and local agencies, the private sector, administrators of other related programs and professional associations, and the Office of Management and Budget (OMB).
• Keeps abreast of newly proposed or enacted legislation impacting procurement programs, program innovations at the Federal, state, and local levels, and in the private sector. Provides authoritative interpretations, instructions, and guidance relative to all phases of procurement management. Provides information and guidance at meetings with senior officials of the Secret Service.

• Managing change machines and ensuring proper amounts of cash and coins are available.

MAJOR DUTIES

Materials Management

• Performing analytical work involving: managing, regulating or controlling the level and flow of materials, supplies and equipment through acquisition, storage, issue, utilization and disposal.
• Compiles, analyzes and summarizes information relating to the designated supply requirements for the Capitol Building (CB).
• Develops plans to define stock levels and frequency of reordering through normal acquisition channels, lead time, availability, storage or staging space, frequency of use and documentation requirements in order to provide installation support in buying, storing and transferring supplies.
• Maintains inventory control records in an automated system for parts and supplies needed in CB shop support, custodial and maintenance program
• Monitors usage transactions, verifies cost changes for parts and sub-assemblies and generally observes activity in each account to ensure that parts and supplies are available when required.
• Analyzes information and traces the sequence of transactions to resolve questions; prepare entries for supply record systems; provide supply information, reports and services; and recommend actions to eliminate problems involved in delivering services to supply customers or in implementing policies.

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all Office of Congressional Workplace Rights and OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE).

Inventory Management

• Maintains Accountable Property records for all shops using established policies, procedures and guidelines. Creates and processes all disposition reports for damaged, retired, non-usable Accountable Property.
• Performs and coordinates physical inventory functions and inventory reconciliation, monitors custodial balances and recommends adjustments to inventory to correct imbalances.
• Reviews adjustments to records for accuracy and completeness. Analyzes computer rejects and takes actions to correct.
• Participates in physical inventory of supplies, equipment and tools.
• Compiles information; verifies information against computerized reports; investigates and notes or coordinates correction of discrepancies.
• Documents all validation actions and determines through interpretation of regulations what appropriate response actions to pursue.
• Assists with the scheduling and monitoring of the inventory process.
• Coordinates actions between maintenance, inventory control, quality control and quality assurance activities to assure that the balances cited on file are kept current and reflect the actual physical posture of the stock.
• As required, develops written guidance in the form of procedures or job aides to assist system users.
• Plans the implementation of projects relating to inventory functions.
• Conducts informal meetings to advise operating officials on matters related to planning and controlling the inventory.

Purchasing Support 

• Assists with purchasing supplies, materials, tools and equipment.
• Responsible for procuring supplies, services, equipment through a variety of small purchasing methods and procedures.
• Coordinates activities with Building Services Supervisor.

Serves in the capacity of Cardholder of the Government-wide Purchase Card and responsible for safeguarding the purchase card and account number and assures that the card is properly secured. Follows procedures outlined in Standing Operating Procedures for Using the Government-wide Commercial Purchase Card Service. The purchase card is used to pay for micro-purchases (supplies or services) following established policies and procedures. Reconciles the monthly statement and forwards the reconciled statement to the Approving/Certifying Official as directed. Complies with ethical and regulatory program requirements applicable to cardholders making purchase card purchases.
