As Practice Leader and Senior Director, serves as a member of the management team by supervising the Program Acquisition & Assistance (PAA) Practice Group and providing intellectual and technical leadership over MCC's programs, policies, and practices for the compact Procurement functions. Provides leadership, strategic guidance, and oversight over the execution of MCC's program procurement guidelines across the portfolio. The Practice Leader and Senior Director:

• Defines and develops MCC's approach to international public procurement procedures and functions with partner countries.
• Serves as a recognized expert and senior advisor to MCC leaders on issues related to international public procurement.
• Defines best practices, templates, procurement management tools and approaches, and other guidance to be applied across MCC disciplines.
• Leads MCC's procurement outreach efforts with the private sector, including organizing events, industry days, target marketing, and building relationships with private sector firms and other US government agencies.
• Formulates and recommends plans to improve policies, practices, methods, and organizational operations related to international public procurement.
• Incorporates industry trends such as sustainable procurement and Artificial Intelligence related to the subject matter of international public procurement into ongoing programs and initiatives.
• Represents MCC in external forums vis-à-vis technical discussions, deliberations, and other knowledge management activities concerning areas of expertise.
• Coordinates and consults with other donors and research providers to keep abreast of best practices and trends.
• Manages teams of professional experts and coordinates and interacts with a variety of stakeholders at different managerial levels
• Exercises technical and administrative supervision of subordinates.
• Ensures a continuing affirmative application of MCC policies concerning equal opportunity.
• Performs related duties as assigned.

As the Chief Procurement Officer (CPO), you will oversee, manage, and develop policies and procedures involving the procurement of supplies, construction, and services required to manage the overall operational efficiency within the Secret Service. As the agency authority on procurement and contracting matters, you will be responsible for the acquisition of all goods and services for the protective, investigative, and administrative mission of the Secret Service.

As a key executive advisor, you will inform the Chief Management Officer and the Chief Operating Officer on the interpretation of contracting laws, principles, and regulations to generate new procurement concepts or make recommendations regarding procurement matters impacting the Secret Service.

The primary duties include, but are not limited to, the following:

• Acquires commercial items, classified/sensitive intelligence technology, protective countermeasures, major nationwide telecommunication network systems, complex and diversified information technology systems and services, major system acquisitions for highly sensitive investigation and protection equipment, and state-of-the-art electronic and security systems. Products and services procured are unique, time sensitive, high dollar value and critical to the mission of the Secret Service.
• Plans, directs, and oversees a worldwide centralized procurement program through several subordinate supervisors who directly supervise contract and procurement specialists, automation specialists, and administrative/support personnel in procuring equipment, supplies, and services for the Secret Service.
• Refines procurement policies used in the acquisition of goods and services to enhance operational efficiency; develops and implements new procedures and processes to streamline and improve operations.
• Develops and maintains liaison with officials from other Federal agencies as well as state and local agencies, the private sector, administrators of other related programs and professional associations, and the Office of Management and Budget (OMB).
• Keeps abreast of newly proposed or enacted legislation impacting procurement programs, program innovations at the Federal, state, and local levels, and in the private sector. Provides authoritative interpretations, instructions, and guidance relative to all phases of procurement management. Provides information and guidance at meetings with senior officials of the Secret Service.
