Position Summary

The role focuses on overseeing vendors and logistics management, building strong relationships with key suppliers and logistics companies to ensure that equipment and materials are of high quality and delivered on time. Job Responsibility

• Plan, organize and manage the procurement process for all assigned projects, including both new units and service projects.
• Manage/enhance the purchasing process, work with multiple vendors in arranging materials, equipment, spare parts, tools, TA dispatch, manpower supply, equipment testing, logistics for the customers.
• Negotiating with vendors, subcontractors, consultancies, logistics companies as well as MHI factory in Japan for purchases/contractors and lead discussion on the terms and conditions of the procurement agreement.

• Preparation & issuance of Purchase Order to suppliers, monitor the manufacturing process and schedule of the vendors to make sure the· procured items are delivered with required quality and timely manner.

Job Requirement

Your Career

The role of the Procurement Manager is focused on the lifecycle of Vendors and Supplier Lifecycle Performance in Ariba (enablement). The Procurement Manager will be responsible for the end to end process of vendor onboarding through all appropriate reviews with process flow.  You will review, onboard and maintain Vendor records, generate reports, and communicate on status and changes to the business teams. We are seeking for an Assistant Manager to join the Procurement team. This role will be responsible for fulfilling the purchasing requirements of SembEnviro’s Energy from Waste Plant. Spend categories focus on Plant Maintenance, mainly mechanical and electrical. This role reports to Head, Procurement, SembWaste.

Key Roles and Responsibilities

• Business Partnering – Actively engaging business stakeholders, translate business requirements to sourcing strategies to deliver business requirements. Understand business priorities and guide stakeholders to propose and execute the operational strategies with consideration to risk mitigation and governance. Work with business stakeholders to provide support to drive compliance to Sembcorp policies.
• Sourcing & Contract Management – Perform Source to Contract process, lead and perform negotiations with suppliers. Leading RFx creation/management, market research/analysis, data collection/analysis, and contract management (cost, terms and conditions, SOWs, MSAs, etc.).
• Supplier Management – Conduct Supplier Performance Evaluation and establish Preferred Supplier List jointly with business stakeholders by relationship management so as to deliver maximum productivity benefits.
• Cost management – Ability to analyze total cost of acquisitions/ ownership and provide optimum value to business. Deliver cost saving goals, delivering value beyond savings.
• Business Process improvement – Ability to work with business to drive efficiency and effectiveness in the process.
• Any other duties assigned by Manager.

Qualifications & Experience:

• Diploma / Degree holder with minimum 7 years’ of procurement experience.
• Proficient in using Microsoft Office suite of products.
• Demonstrate ability to work in a cross-cultural setting, and to be able to manage stress and time to deliver results.
• A strong team player and able to work independently with minimum supervision. Passion for business partnering.
• Organized and meticulous with good interpersonal and communication skills.
• Effective presentation and negotiation skills.
• Experience and/or knowledge with plant maintenance services.
• Familiarity with procurement systems (e.g., SAP Material Management and other e-procurement system).
