As a Supply Chain Management Officer, you will:

• Serve as an expert in supply chain management and consult with office chiefs, executives, suppliers, and customers who are involved with and affected by long-range objectives in the production of U.S. Currency.
• Develop and lead the start-up and institutionalization of an organization-wide integrated order management system including demand management, materials management, production scheduling, and inventory management.
• Integrate and coordinate all advanced supply chain planning and execution, ensuring the organization efficiently and effectively uses designated Bureau IT systems (e.g. Oracle's Advanced Supply Chain Planning) and other additional applications for scheduling and production in accordance with industry best practices for manufacturing, engineering, and supply chain management.

• You will work closely with authors or other content providers, discussing recommended changes in subject-matter treatment, obtaining information for revisions, and reconciling differences of opinion.
• You will maintain contact with authors and other content providers throughout the editing and production process, and evaluates their inputs at each phase to determine if the requirements of the previous phase were met.
• You will exercise tact and persuasion in convincing individuals to accept presentations that are not fully in accord with their perceptions or that represent opposing viewpoints as well as their own.

Under the supervision of the OCIO Communications Officer, the incumbent works to prepare and edit written materials to support internal and external communication efforts for the Office of the Chief Information Officer (OCIO) at the Library of Congress.  These materials include, but are not limited to, articles, fact sheets, talking points, speeches, blogs, emails, PowerPoint presentations, graphics, brochures, and website copy.

Serves as the central researcher, writer, editor, proofreader, and production coordinator for the OCIO Weekly Byte newsletter, and other weekly, monthly, and annual deliverables. 

Serves as a technical authority in the production of written publications and other products. Develops and accurately synthesizes final copy based on material submitted by subject matter experts from across the agency. Reviews work of others for editorial quality, consistency, and compliance with established style, format, and content. Ensures that the language used is appropriate for the stated audience level and that necessary background information is provided so the viewer or reader will be able to understand new or difficult ideas and concepts.

Works collaboratively with OCIO senior management and other Library staff to improve OCIO internal and external communication, support service unit wide communication forums (all hand's meetings, weekly management meetings, etc.) and maintain an online repository of all communication materials.

Works with program leads to establish communications strategies, as requested, for programs.  Provides editorial support as necessary to OCIO staff, and as requested, to senior Library officials external to OCIO. Contributes to problem solving methods and techniques, distribute and balancing workload, and tasks, and make adjustments to accomplish assignments in a timely manner. 

The incumbent is a writer and editor who composes speeches, presentations, testimony, and publicly released written materials regarding copyright and the Copyright Office, primarily on behalf of the Register of Copyrights. The incumbent researches and analyzes topics as necessary to develop complete and accurate statements and works closely with Copyright Office senior management and subject-matter experts to gather information and verify facts and policies included in written materials. The incumbent consolidates diverse submissions into a unified written product for the intended audience. The work requires a delicate balance between maintaining accuracy and adjusting the level of writing to the understanding of different audiences.

Working closely with the Register, senior-level managers, and subject-matter experts, the incumbent manages written content for the Register of Copyrights for letters, publications, testimony, speeches, and other materials. Collaborates with the Register and the senior management team on strategies for communicating the Copyright Office’s mission, policies, programs, objectives, and priorities.

Collaborates with senior staff and other subject-matter experts to convey information regarding copyright and Office activities and practices to diverse audiences. Interviews external subject-matter experts as needed. Develops and synthesizes final submissions based on materials obtained through research, including material submitted by others that the writer verifies. Ensures the language level is appropriate for the stated audience and the necessary background information is provided.

Initiates and maintains relationships with subject-matter experts to prepare written materials on behalf of the Copyright Office. Exercises substantial judgment in developing, checking, verifying, and synthesizing information, recommending significant changes in the organization, presentation, and factual coverage as needed. Considers a variety of approaches and comments and provides persuasive reasons regarding whether to incorporate approaches and comments. Determines the accuracy and adequacy of written materials, verifying that conclusions are based on facts presented. Explains editorial standards adhered to in the preparation of products to subject-matter experts.

For exhibits or special programs, writes and edits complex materials designed to interpret a variety of types of information. Develops, collates, and synthesizes final copy. Frequently, the submitted material is in outline form or written for publication and requires extensive rewriting, reorganizing, and editing. Ensures the language level is appropriate for stated audience and that background information is provided so the audience will understand new or difficult ideas and concepts. Ensures all text and labeling coordinates with the visual presentation. Recommends addition of objects or graphic elements such as maps or charts to enhance understanding of exhibit objects. Determines the accuracy and adequacy of written materials, verifying that conclusions are based on facts presented.

As a Director of Communication and External Affairs, you will:

• Function as an expert advisor and lead communication efforts on domestic energy matters. Communicate Cybersecurity, Energy Security, and Emergency Response (CESER) policies, programs, and actions to multiple audiences and informs the public of relevant CESER programs that underpin national energy goals.
• Analyze CESER information needs and recommend strategies, programs, and products needed to communicate with the media, constituent groups, other agencies, and elected officials.
• Prepare, justify, administer, and oversee associated budgetary and programmatic requirements and integrate reports, research, testimony and other correspondence for interagency, Congressional and/or public distribution.

As a Physical Scientist (Senior R&D Analyst), you will:

As Programming Director, you will be responsible for duties to include, but are not limited to:

1. Serves as the lead director of news and content for Voice of America, acting in accordance with direction from the VOA Director. Manages regional news divisions, the VOA News Center, and Studio and Production Operations, provides oversight and guidance to operational, production, and programming elements. Exercises news and editorial judgment in evaluating usage of all news products and other output to ensure that programming needs are being met with timely, high-quality material that is on a level competitive with that produced by other targeted news and information markets.

• Advises the VOA Director on broadcast and programming strategies to incorporate new ideas and technologies as well as enhancements and improvements to existing programming formats to ensure that mission objectives are being met. This may include introducing new formats, updating presentations and increasing live coverages in order to provide an appropriate media mix of programming in the various target regions depending on the individual needs of each market.
• Establishes and assures adherence to production and journalism standards to achieve quality VOA studio and production operations in a manner which will further policy objectives of the U.S. Government.

As an IT Cybersecurity Specialist (Information Security), you will be responsible for duties to include, but are not limited to:

• Serves as senior member of core Computer Incident Response Team (CIRT) to address security incidents, investigations, and resolution.
• Serves as a member of the IT Security Operations Center (SOC) to lead or assist in "search and destroy" tasks, event and alert configuration and monitoring, and reporting on operations and findings.
• Installs, maintains, and administrates security tools in an enterprise with cloud-based and on-premises systems.
• Conducts and supports investigations. Analyzes events and alerts from agency systems and networks to identify suspicious activity for potential incidents. This may include investigating activities that indicate data loss, data mishandling, account compromise, etc. This could concern PII, criminal or policy violations, phishing, etc. Investigation may involve the analysis of system logs, security tools, file stores, email or other messaging, etc.
• Ensure the safety of information systems assets and to protect systems and data from intentional or inadvertent access or destruction, while preserving, and where possible, enhancing information system usability.
• Participates in strategic planning to ensure that USAGM's enterprise networks have the appropriate tools and employs the correct techniques to thwart an increasing cyber-crime and cyber espionage threat.
• Supports the development and deployment of the agency's IT Security Awareness Training Program. This may come in the form of reviewing curriculum, making suggestions based on predictions and observed trends, and supporting digital security training/briefs for travelers going to high threat locations. May also include participating in briefing staff onboarding into the agency.
• May serve as Contracting Officer's Representative; required to obtain and maintain COR level 1 to manage and oversee contracts. Evaluates contractor performed services on behalf of USAGM, verifies materials delivered, and approves contractor invoices for payment.
• Assists with engagement of other agencies such as partial details to joint task forces relevant to USAGM and IT security operations while bringing information back to IT Security Operations on latest trends and threats.
