The organization is engaged in the recruitment and placement of manpower for overseas employment, primarily focused on construction projects in the oil and gas industry. It serves as the recruitment agent for a Construction International company based in Singapore, and exclusively supplies manpower to projects undertaken by the Corporation, a recognized EPC (Engineering, Procurement, and Construction) company headquartered in Yokohama, Japan.
The General Manager has overall responsibility and accountability for managing operations, ensuring the deployment of qualified Overseas Filipino Workers (OFWs) is fulfilled efficiently and effectively. They ensure compliance with relevant rules and regulations governing recruitment and mobilization of Filipino workers, as specified by the Department of Migrant Workers (DMW), while maintaining the organization’s financial stability.
The General Manager leads efforts to identify, evaluate, customize, and implement opportunities to drive business growth in the coming years. They also strengthen employee engagement and foster a dynamic work environment to ensure employees maintain high professional standards and loyalty to the organization.
Responsibilities:
- Manage compliance with Department of Migrant Workers (DMW) regulations.
- Oversee HR, accounting, and finance functions, including payroll and invoicing for OFWs and other deployed personnel.
- Ensure accurate financial reporting, variance analysis, and compliance with tax and statutory requirements.
- Coordinate with internal teams (HR, project department) to address recruitment, documentation, and overseas deployment issues.
- Plan future business opportunities, identify new business potential, and manage costs effectively.
- Maintain regular communication and manage relationships with key external stakeholders, attending important meetings as needed.
- Oversee the operations of the project HR department to optimize resources and efficiently mobilize approved staff.
- Develop strategies to improve manpower supply models, enhancing recruitment, deployment, and retention processes.
- Work with accounting, finance, and administration to ensure financial stability and compliance with corporate and regulatory requirements.
- Provide insights and recommendations on financial performance, business risks, and strategic initiatives.
- Investigate and pursue opportunities that could enhance business potential, operating capabilities, and financial status.
- Liaise with Corporate & Legal, DMW, BIR, and other relevant government agencies on regulatory matters affecting operations.
- Collaborate with various external and internal offices across departments (HR, construction, planning, health and safety, overseas administration) as needed to address relevant concerns.
- Foster a positive work environment through employee engagement, development, training, and teamwork.
Must-have Skills / Qualification:
- 10+ years of professional experience in a progressive company.
- 5+ years in a managerial position handling operations, HR, or finance.
- Familiarity with financial and accounting fundamentals (e.g., balance sheets, income statements, tax regulations).
- Must be able to problem-solve with common sense and work with diverse teams.
- knowledge of Department of Migrant Workers (DMW) regulations and proven ability to manage compliance.
- Experience overseeing HR, accounting, and finance operations, including payroll and invoicing for OFWs or similar deployed personnel.
- Strong background in financial reporting, variance analysis, and ensuring compliance with tax and statutory requirements.
- Proven ability to coordinate with internal teams, such as HR and project departments, to manage recruitment, documentation, and overseas deployment processes.
- Demonstrated expertise in strategic business planning, identifying new opportunities, and effectively managing costs to achieve business goals.
