37 Hours per week - Monday - Friday
£27,334 - £29,777

Purpose of Job:
To provide support in the promotion, development and delivery of high quality HR Business Partner support service congruent with the Division's strategic objectives and the wider Corporate Plan.
Main Duties And Responsibilities:
▪ To provide operational support to the HR Business Partners in the delivery of a high quality business partner support function throughout the Council.
▪ To undertake research and associated development/support work in the design, updating and implementation of HR policies and procedures.
▪ To contribute to the development and delivery of HR related organisational development programmes and initiatives.
▪ To provide support to the Principal Business Partners/Business Partners in relation to change management and service transformation programmes.
▪ To participate in disciplinary, capability, grievance, regrading issues as appropriate and these are undertaken in a consistent manner.
▪ To provide support to managers in the management of sickness absence cases, helping to ensure that timely action is taken in accordance with organisational policy.
▪ To provide support in the running of regular HR surgeries/workshops to provide managers with information, advice and guidance on the application of policy, the incorporation of the latest employment law changes and the 'working through' of service based HR concerns.
▪ To promote and maintain effective employee relations including taking a support role in consultations/negotiations with trade unions and the workforce.
▪ Provide advice as appropriate to managers on the interpretation of HR policy and procedure and the range of terms and conditions and maintain relevant Staffnet and associated communications.
▪ To monitor the effectiveness of HR policies and practices and identify areas of concern and service improvements.
Person Specification:
▪ Knowledge of HR operational practices and processes including discipline, capability (in particular performance management and response to minimise sickness absence) , pension, recruitment, employee relations and selection.
▪ Basic knowledge of employment law principles and their application
▪ Able to apply and contribute to business improvement and project management initiatives
▪ Basic knowledge and understanding of statutory and non-statutory guidance, regulations and provisions which apply to the delivery of Local Government services and/or schools
▪ Evidence of continued learning of HR practice and/or employment law and/or HR Business Partnership
▪ As this post is regarded as a development role , a willingness and commitment to work towards a CIPD/HR Business Partner accredited qualification would be required
▪ NVQ2 Level qualifications or equivalent
