Position Purpose

Financial Security Compliance Officer (Associate or AVP Grade) Singapore is part of Financial Security team responsible for the prevention of money laundering, the fight against terrorist financing, for economic sanctions compliance. Singapore Financial Security Compliance Officer, Sanctions is involved in the process to limit the exposure of the Bank to risks associated with violations of sanctions and to ensure the Bank must comply with applicable sanctions regulations.

Responsibilities

Direct Responsibilities

• Keep updated on OFAC sanctions programs, UNSC, EU and local sanctions measures and applications.

• Keep updated on developments on sanctions, embargoes and related Sanctions laws and regulations as well as group policies and procedures.

• Provide sanctions advisory to business lines and functions.

• Perform Level 3 alert control clearance process and all related matters in accordance with policies and procedures, including without limitation:

- review and analyze transaction alerts escalated by Level 2, trade operations;

- conduct appropriate enhanced due diligence and ensure proper clearance of such transaction alerts in accordance with prevailing AML & sanctions regulations and policies; and

The opportunity

They are currently seeking to hire a qualified talent for a Senior Manager/Manager (Programmes) to design, manage and deliver training programmes for the Academy which is the training arm of the organization.

The right candidate will have notable qualifications and a well-rounded understanding of the public sector landscape. They should be well-versed in programme design and implementation, able to lead engagements with government clients, and deliver training in diverse international settings.

Some of the specific job responsibilities are listed below Key Responsibilities:

Key Responsibilities:

• Work with the Deputy Dean (Programmes) and Dean of the Academy to engage external stakeholders, including government clients and a network of subject matter experts, to design and deliver impactful training programmes
• Develop and manage learning interventions (e.g., identifying learning needs, designing curriculum, and evaluating learning interventions) based on CIG’s curriculum framework
• Scope, design and execute projects related to institution building and strengthening of National Schools of Government (e.g. strategic planning and review, organisational design, and internal capability development)
• Identify, engage, and work with subject matter experts and trainers to shape the content, curriculum and learning outcomes of the learning interventions
• Independently manage client engagements, understanding their learning needs, and contextualising learning interventions to suit local public sector environments
• Facilitate workshops and programmes in the countries where our client operates
• Lead and coordinate programme organisation and administration, which includes but is not restricted to management of programme logistics and provision of learner support
• Undertake any other responsibilities related to the establishment and operations of the Academy, as may be reasonably expected given the candidate’s experience and capabilities.

Experience and Qualifications

• Possessed a Humanity Degree or Masters from a recognised university
• For the Senior Manager position, at least 7-8 years’ progressive experience in government and public policy
• For the Manager position, at least 5-6 years’ progressive experience in government and public policy
• Good track record of designing and developing learning interventions targeted at adult learners including blended and online learning
