• Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
• Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. • Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract. Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.

The Office of Acquisition Information Technology Services provides transformational system development, incremental system development, operational and management services for Federal Acquisition Services (FAS) business applications. The organization advises FAS leadership and program areas on IT tools that support and enhance FAS’s business operations. IDQ is organizationally aligned to the FAS business areas to most effectively deliver the IT services, systems, and functions they need. This position serves as a data analyst within the Training, Evaluation, and Assessment Metrics division for LEADS where they will help build on existing data processes to develop more efficient ways of capturing, storing, manipulating, and analyzing data related to DHS learning and development initiatives. This Case Management Assistant position is located Direct Reports, Civil Rights and Liberties, Ombudsman and Traveler Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Using detailed knowledge and experience, accesses the redress case management database to process and track redress applications from the traveling public, and reviews incoming applications for completeness ensuring that they are referred to the correct partner organization for analysis.

As a Supervisory Equal Opportunity Specialist, GS-0360-14, you will be responsible for:
• Provides team and program leadership in the planning and conduct of complaint investigations, compliance reviews, proactive enforcement activities, and the provision of technical assistance.
• Supervises and participates in the activities of the case resolution team, coordinates with other OCR teams, plans and assigns work, assures that quality and quantity requirements are met, evaluates performance, deals with officials of other units in the organization, advises management officials at higher levels on group complaints, effects disciplinary actions, recommends personnel actions, and promotes team building.
• Provides professional leadership and guidance to team members, state and institutional officials in conducting, extending and improving civil rights complaint investigation, compliance review, proactive enforcement and technical assistance activities. • Conducts extremely complex complaint investigations that are likely to result in major precedent-setting decisions and is responsible for each phase of the case through resolution.
