This position is located at the Fort Yuma Service Unit, Winterhaven, California. The primary purpose of the position is to develop, implement and maintain a Compliance and Integrity program to prevent and detect violations and other misconduct, and to promote ethical conduct and a commitment to compliance with the law. The position provides support to health care management officials and/or coordinating health care operations. The incumbent reports to Deputy Quality Management Director.

• Coordinates and monitors activities of the Fort Yuma Service Unit's global healthcare compliance and integrity program. Provides guidance on incorporating compliance-related activities into the operations of the Service Unit.
• Assists with reviewing, updating, and formulating Service Unit policies and procedures regarding compliance-relate activities to ensure consistency among the various divisions. Is responsible for promoting extensive working relationships within and across the service unit lines and for planning, coordinating and implementing compliance functions.
• Assists with plans related to Quality Assurance (QA) and Risk Management (RM) programs. Performance of duties involves establishing criteria, assessing program effectiveness, investigating or analyzing a variety of conditions, problems, or questions, which affect a wide range of activities and stimulating responsive action toward the achievement of quality care.
• Conducts investigations of alleged violations of Healthcare law, standards of conduct, or any other system policies and procedures. Assists department supervisors to investigate problems, determine action, and prepare analysis and performance improvement plans.
• Collaborates with the compliance committee (or equivalent) to effectively incorporate the compliance program in the service unit committee organizational reporting structure. This requirement will also consist of appropriate information and reporting system so that the Service Unit Executive Committee may exercise timely and informed judgments concerning the Service Unit's compliance with the law.

Maintains the physical security of the institution through installation, maintenance and repairs of an array of electronic systems inclusive, but not limited to, PBX telephone switch, trunked radio systems, fire alarm systems, perimeter detection systems, programmable logic controllers and CCTV/DVR systems. These systems are critical to the physical security of the institution in preserving the safety and well- being of staff and the inmate populace.

Maintains, develops modifications, and ensures the reliability of the institution's electronic security and communication systems.

Provides technical support during the preparation of drawings and specifications for electronic and telecommunication equipment as required by B&F Projects, Work Orders, etc.

Conducts inspections and performs preventive maintenance as required by policy.

Under the supervision of a Psychologist, is responsible for the administration, mechanical or computerized scoring and distribution (or storage) of a variety of psychological tests, including Minnesota Multiphasic Personality Inventory (MMPI), and the Millon Clinical Multiaxial Inventory.

Responsible for the implementation of the Bureau of Prison’s (BOP) automated/computerized psychology data entry system including initial implementation of Psychology Data System (PDS), training of all psychology staff, routine data entry and retrieval, automated test scoring and reconciling discrepancies in the files.

Types, duplicates and distributes letters, memos, agendas, forms, certificates, meeting minutes, and reports for the Chief Psychologist.

Maintains tracking logs for Special Housing Unit monthly monitoring, clinical contacts as determined by Mental Health Care Level assignments and treatment plan requirements, monthly psychotropic compliance, suicide watch monitoring and follow-up, request for services, and incoming inmates (for Admissions and Orientation (A&O) purposes).

Purchase card holder for the department; verifies obligated expenditures do not exceed yearly budget allotments; prepares purchase orders, requisitions, and maintains accounting of department expenditures and adjustments.

The Chief of Operations Officer (COO) is located in the Operations Division, Fort Yuma Service Unit, Winterhaven CA. This position is tasked with providing leadership and management to ensure that the health center has effective people, operational controls, administrative and reporting procedures in place to effectively grow the organization and to ensure financial strength and operating efficiency. The position reports to the Chief Executive Officer.

• Participate in all Executive level team management functions, such as Governing Board, Tribal Councils, Tribal Health Committees, Tribal Elder Committees, and other assigned speaking engagements.
• Participates in the development and implementation of both long and short term policies and plans for the healthcare delivery system.
• Forecast funds needed for staffing, equipment, materials, supplies; monitor and approve expenditures; recommend adjustments as necessary.
