About the team

The Greener Futures Team has a crucial role in supporting the commitment of the Council to reduce CO2 emissions in Surrey to net zero by 2050, and to achieve its organisational net zero target by 2030. The Strategic Energy Team has been highly successful in obtaining grant funding and securing internal budgets, and despite being a relatively new team it has already seen multiple projects from ideation to completion. We are now creating a solar division within that team as the SCC's solar portfolio is expected to grow exponentially over the next years.

About the role

As a Solar Technical Project Manager you will be providing technical, project development and management support of SCC's solar energy portfolio, including solar rooftops, carports, small ground-mounted and solar farms. These projects will be primarily in a variety of council-owned buildings (such as fire stations, libraries, offices, schools, etc.) and in council-owned land. You will also support solar projects in other public buildings, not owned by the council (potentially hospitals, universities, etc).

This is essentially a technical role, responsible for:

• Identifying opportunities for solar projects
• Undertaking or reviewing feasibility assessments
• Providing technical professional advice on specifications of equipment for projects
• Supporting procurement processes and programme governance
• Liaising with District Network Operators and the SCC Planning team when required

▪ The Regional System Administrator will support the regional and senior leadership teams by providing HR & Payroll system administration support across the region to drive the successful use and continual enhancement of the iTrent solution to meet the needs of the businesses and maximise value ▪ Responsible for maintaining and continuously developing the HR & Payroll system to ensure a positive and value add user experience at all levels, to ensure that it is utilised to the best advantage for the business and improves the overall service ▪ Responsible for providing advice and guidance to system users, and appropriate advice to the business on the future development of the system in an HR & Payroll context ▪ Facilitate in house system administration, to be self-sufficient and flexible, whilst supporting the needs of the business ▪ Provision of technical and operational advice and guidance to users on all aspects of the system ▪ To ensure that current and future business needs are reflected in the development and implementation of creative, innovative and appropriate strategies and plans. Main Responsibilities

• Support the iTrent project team with the implementation of the core HR & Payroll system across the region
• Understand, assess and drive the future implementation of non core HR & Payroll modules and system functionality across the region to align to the wider business strategy people agenda
• Maintain a close working relationship with all key stakeholders to ensure the HR & Payroll system is supported and developed in accordance with strategic requirements
• Working with the business to analyse the impact of monthly upgrades (service packs or new releases) including module testing and process checking and managing these when the businesses are ready
• Advise and guide the businesses on system functionality, queries and access, primarily working with the senior leaders, super users, technology, and HR and payroll teams
• First line issue resolution before raising a case with MHR
• Working with the business to ensure timely and appropriate monthly upgrade installation
• User and security management - permissions and profiles, role changes for local system administrators
• Ongoing system improvement and development including impact analysis on each business
• System auditing and housekeeping including task list administration
• Organisation management - structure/departments/positions maintenance to reflect organisation change
• Ensure scheduled and unscheduled maintenance is adequately supported/communicated and impact assessed
• Lead on creation and maintenance of business specific training and development material and delivery (including documentation, user guides, internal moves) to upskill our people on the system and its full functionality
• Reporting - support the businesses to produce SMART MI with insights and trends
• Data management - provide data solutions and align data to those who require it
• Main point of contact with MHR team - account management, service desk/calls, logging/maintaining cases on the MHR service cloud, consultancy time, requesting upgrades or service packs through MHR service cloud
• Lead on quarterly review meeting with MHR Customer Relationship Manager
• Represent the businesses at MHR events (customer panels, regional user groups, MHR conferences)
• iTrent lead for disaster recovery and business continuity processes
• General system changes and maintenance, including but not limited to the following:

1. Workflow creation and management
2. Drop down/Pick list management
3. Correspondence template reviews
4. General system maintenance
5. Retention policy adherence
6. Form management
7. Appropriate colour coding (test)

• Produce annual data and reporting for external parties such as gender pay gap reporting to ensure business compliance
• Interpret new legislation that impacts HR & Payroll, build/adapt existing processes to accommodate the changes
• Supplier liaison

• Review and implement iTrent upgrades through testing the impact of changes to ensure successful landing across all businesses

• Extensive knowledge and experience of corporate information systems
• Demonstrable record of extensive and successful experience of Microsoft (incl Outlook, Word, PowerPoint, Excel, PowerBI, SQL Server)

We are looking for an enthusiastic Software Engineering Principal/Manager with a passion for both technology and developing people. In this managerial role, you will be responsible for leading and growing multiple teams of engineers; working to define and implement a set of overarching standards and practices that brings consistency and reliability to how we build, test, and deploy our software.

You will also have the opportunity to influence the design of our healthcare solutions, from technology selection and application architecture through to CI/CD pipelines, Cloud infrastructure, Services, and Tooling that automates the delivery and management of business-critical customer applications.

You should have:

• Recent experience in leading and growing multi-discipline engineering teams; directly mentoring Senior and/or Lead Engineers.

• A passion and track record in improving quality and processes connected to software engineering e.g. code standards, test automation/TDD, Performance optimisation, OWASP and secure coding, CI/CD pipelines and tooling.

• A background in developing digital applications and services using any of the following languages and frameworks (and/or potentially others): Java, Ruby on Rails, Node.js, JavaScript/Typescript, HTML5/CSS3, React(Native), Angular.

• Previously worked on solutions that integrate with third-party systems/APIs and have also successfully deployed services and APIs to be consumed by other applications.

• Developed applications that integrate with Content Management, Commerce or CRM systems (Salesforce is part of our existing solutions and we are starting a migration to Adobe Experience Manager and CommerceTools). Experience in implementing headless solutions and MACH architectures would be an advantage.

• Experience with tools used for source control, builds, test automation, CI/CD, logging, monitoring and alerting e.g. Git/GitHub Actions, Docker, Jenkins, Azure DevOps or other Cloud-based services that streamline the build, test, deploy process.

• Knowledge of Cloud infrastructure, hosting and services e.g. IaaS, PaaS, Serverless computing and all-in-one cloud-based platforms. (We're currently hosting some of our applications on Azure but are not against exploring other options that improve our delivery)

• Worked within product teams and in close collaboration with other roles including Product Owners, Architects, Designers, QA and Delivery.
