As an app dev team leader, you will lead a team of app developers who are responsible for designing, developing and maintaining a range of mobile and web applications that support the council's services and objectives. You will also work closely with other teams and stakeholders across the council to ensure that the apps are aligned with the council's digital strategy and user needs. You will have a key role in shaping the council's digital landscape and delivering innovative solutions that improve the lives of our residents, businesses and visitors.

The Role and Department

Durham University is lead partner for Northern Accelerator, an ambitious research commercialisation initiative involving Durham, Newcastle, Northumbria, Sunderland, Teesside and York Universities. The core delivery team are based in Durham's Research and Innovation Services (RIS) department, which provides guidance, expert advice and hands-on support for all aspects of research and research-related work, including undertaking knowledge exchange, demonstrating impact, and commercialising outputs.

provides support that accelerates and enhances commercialisation and knowledge exchange outcomes (specifically including spinout creation), that are based on research undertaken at our partner universities. It has helped deliver a step-change in spinout activity - in support of individual institutional strategies as well as the local strategic economic plans of the relevant Combined authorities and the Government's UK Innovation Strategy. We have secured funding from Research England's CCF-RED Fund to pilot a range of activity that complements and enhances Northern Accelerator's established offer. We are looking for a Network Development Manager to take responsibility for delivering key elements of this activity, engaging with partners and wider stakeholder networks to:

* Support the recruitment of experienced entrepreneurs to our 'Executives into Business' candidate pool, promoting the opportunity through engagement with targeted sector and entrepreneurial business networks and maintaining engagement with registrants;

* Facilitate spinout networking for executives and founding academics of partner university spinouts providing opportunities for peer engagement and support;

* Collate and curate a network of contacts in support of programme delivery (e.g. expert panellists), broader commercialisation activity (e.g. specialist consultancy), and to aid spinouts' access to specialist professional services support (e.g. accountants/tax advisors); and

* Support Northern Accelerator engagement with target clusters and sector bodies, the wider innovation ecosystem and university commercialisation communities.

The role holder will work as a key member of a small delivery team that engages with colleagues from across the university partnership. There will be scope for flexible and hybrid working arrangements to be agreed.

Please note that this role is being advertised as a fixed term position, aligning with the end of our current CCF-RED funded pilot project. If it proves successful our intention is to seek to secure funding to continue these network activities, alongside other elements of the Northern Accelerator model.

Information Technology Management & Systems Engineering:

• Oversee the planning, implementation, and maintenance of information systems and technology infrastructure.
• Collaborate with the USG to understand their technical requirements and ensure efficient and effective system deployment.
• Manage and support the integration of various software applications, databases, and network systems.
• Evaluate and recommend hardware and software solutions to improve IT operations and enhance functionality.
• Familiarity with Domain and Enterprise technical responsibilities surrounding server roles like DHCP, DNS, CA, ADFS, ADDS.
• Familiarity with Certificate Authorities, domain certificate signing and experience with issuing and managing certificates within the environment.
• Familiarity with deployment and installation of vCenter, vSphere and utilizing virtualization in an air gapped network.
• Familiarity with deploying approved COTS & GOTS software within an air gapped network
• Familiarity with managing Active Directory OU's, Users, and Groups.

Team Leadership and Collaboration:

• Provide strategic direction, guidance, and supervision to a team of IT professionals, ensuring high performance, collaboration, and professional development.

Information Assurance / Compliance Reporting:

• Develop and enforce policies, procedures, and controls to safeguard sensitive information and ensure compliance with relevant security standards.
• Conduct risk assessments and vulnerability analyses to identify potential security threats and implement appropriate countermeasures.
• Monitor and respond to security incidents, including investigating and resolving security breaches or unauthorized access incidents.
• Stay updated on emerging threats, vulnerabilities, and security technologies to proactively address potential risks.
• Prepare and submit reports on IT operations, security incidents, and system performance to relevant stakeholders.
• Assist in audits and assessments of IT infrastructure and information systems to validate compliance and identify areas for improvement. Coordinate the continuous monitoring of systems, utilizing scanning tool such as Security Content Automation Protocols (SCAP) and Assured Compliance Assessment Solution (ACAS) or (TENABLE, NESSUS), & Security Technical Implementation Guide (STIGs).
• Execute patch management system solution and Microsoft quarterly system updates to ensure compliance with the Risk Management Framework (RMF) processes.
• Prepare, disseminate, and maintain plans, instructions, and Standard Operating Procedures (SOPs) as well as Plan of Action and Milestones (POA&M) concerning the information systems and networks.

Required Qualifications:

• Active TS/SCI security clearance - willing to obtain CI Poly
• Bachelor's degree in Computer Science, Information Technology, or a related field (Master's degree preferred).
• 10 or more years’ experience in information technology management, preferably in a defense contractor or military environment.
• In-depth knowledge of information security principles, practices, and technologies, including network infrastructure & security, systems engineering, encryption, and access controls.
• Familiarity with relevant security frameworks and regulations, such as NIST, DISS, RMF and FISMA.
• Strong leadership skills and the ability to manage and motivate a team effectively.
• Excellent problem-solving and analytical thinking abilities.
• Excellent communication and interpersonal skills, with the ability to collaborate with diverse stakeholders.
• Relevant certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or CompTIA Security+ Advanced Security Practitioner (CASP).
•  Knowledge of Windows Server 2012, 2016, 2019 and different flavors of Linux.

What is the Role?

Reporting to Head of Technical Services, you will lead a team of highly skilled protection and SCADA field engineers for the commissioning and maintenance of high voltage plant, apparatus, protection and control systems up to 400kV, supporting the delivery of the capital delivery programme on our transmission network. This is a pivotal role within the business, ensuring we build and maintain the highest standard of network for our customers.

Due to the 24/7 nature of our networks, you will also manage and support out of hours standby activities.

Key responsibilities of the Technical Services Field Unit Manager are:

- Application of Operational Safety Rules and Construction Health and Safety regulations, with a high regard for safety, embedding yourself and your team in our safety culture and adhering to guidelines in everything you do as a key priority.

- Ensure full and consistent application of all Transmission policies, standards and specifications across all elements of substation construction, commissioning and maintenance.

- Ensure prompt response and resolution for Transmission major incidents and faults, provision of site analysis, identification of root cause, and proposals for improvements where necessary.

- Resource management, including training and development, and overall planning and execution of Protection & SCADA works, including commissioning, maintenance, outage management, contractor liaison and budget adherence

What do I need?

- A qualification in a relevant subject, preferably at HNC level.

- In-depth technical knowledge and of current power systems protection and SCADA systems, including installation and commissioning of high voltage plant and apparatus, up to 400kV. Ideally candidates would have Senior Authorised Person or High Voltage Switching authorisation up to 400kV or be working towards achieving these.

- Excellent organisational skills with an ability to work to deadlines.

- Outstanding customer and resource relationship skills, and a commitment to providing a high-level service at all times.

- Excellent written and verbal communication skills; comfortable liaising with stakeholders at all levels, both internal and external.

- Full UK driving licence is required.
