Primary Responsibilities
To support Assistant Vice President Technical Operations and Procurement in managing the Technical Purchasing operation functions, including overseeing the execution of the Sourcing, checking on AMOS Purchase Requisition and verifying Purchase Order, develop cost reduction strategies and ensuring all Policies and Procedures are complied with.
Responsibilities includes
Achieve operations efficiency in the Sourcing and related administration process.
- Assign or re-assign workload among officers to optimize work completion based on Purchase Requisition outstanding and backlog control.
- Ensure timely and accurate processing of all purchase requests and delivery.
- Verify on Purchase Order Changes and Delete Form in accordance with Departmental Authority Limits (DAL).
- Check Amos Purchase Requisitions and Purchase Order in accordance with DAL.
- Attend delivery status meeting on Purchase Requisition and Purchase Order with the team and hold discussion with user/ Finance.
- Plan and supervises for operational need for deployment of vessels and dry docking projects.
- Follow up with purchasers on the Purchase Requisitions and Purchase Orders reports and ensure timely and accurate update by purchasers for submission and coordinate for a discussion meeting with respective ships.
- Chair weekly departmental meeting.
Improve intra-department and inter-company communication towards teamwork.
- Manage communication on a daily basis with consistent, support and communication with Fleet Operations and others.
- Resolve and ensure that all issues and complaints are addressed in a timely and in a professional manner in accordance with policies and procedures.
- Identify areas for improvements so as to avoid any issues or recurrence of complaints.
- Review and improve purchasing process and bottlenecks of new technology and management tools.
Achieve savings target on portfolio purchases.
- Guide officers towards achievement of cost savings initiatives/projects with supervision and knowledge transfer.
- Plan for potential savings.
- Involves and advise officers on negotiation strategies and tactics.
Qualifications and Selection of vendor
- Review suppliers performance and ensure are within agreed service levels and supplied goods and/or services are in conformance to quality expectations.
- Work with the team in execution of tender exercises and contract management.
- Attend exhibitions to gain a wider scope of exposure of the latest market product main aim to obtain a competitive price for the company.
Others
- Ensure proper coordination of logistics arrangement for consolidation, efficient and cost effective deliveries.
- Any other duties, which may reasonably be requested from, time to time.
Job Requirement
- Degree Holder or possesses a professional Marine Engineer or Deck Officer Certificate of Competency with sea going experience.
- At least 4 years’ experience in Purchasing in the Marine field.
- Good leadership, management and analytical skills.
- Computer literacy in Microsoft Office/ Excel; knowledge in AMOS will be an added advantage.
