Serco Skills and Training Services (STS) was formed in October 2023 to provide high quality government funded and commercial training solutions, and services to government departments, authorities, employers, and citizens.
We are currently recruiting for a Learner Recruitment Manager to join the Serco STS team on a full-time permanent basis. As STS is a new function within Serco the post holder will have the opportunity to shape the future of the division and work in a ‘start up’ environment.
Main Accountabilities
- Lead the development of the team and processes required to recruit learners onto funded and commercial directly delivered programmes. Manage and monitor the conversion of enquiries through to enrolment, including continuous improvement projects to ensure the service meets customer expectations.
- Monitor, forecast, and report on pipeline activity for learner starts
- Working with the marketing officer and the employer engagement manager, lead on the development of marketing and communications plans to fulfil the learner recruitment targets for skills contracts, including face to face and digital activity as appropriate.
- Aligned to brand guidelines, oversee the development of marketing resources to support learner recruitment and employer engagement
- Oversee the execution of marketing and communication plans for learner recruitment, including a social media engagement plan, with a calendar of activity and targeted campaigns.
- Monitor the success of targeted campaigns to support improvement.
- Implement multi-channel engagement tools and develop associated processes for the team to engage with learners and support conversion from enquiry to start
- Manage a team of Learner Recruitment Officers to ensure learners receive a high level of customer service and are supported through the application and enrolment process in a timely manner
- Undertake regular caseload reviews with Learner Recruitment Officers, identifying barriers and monitoring conversion rate to meet contract targets.
- Define and implement internal quality checks around data and service delivery, ensuring any quality actions are recorded and actioned in a timely manner
- Manage change to the learner recruitment function, and actively identify and implement improvement projects
What I need to do the job?
- Qualified to NVQ level 4 or above in a business or management discipline
- Experience of working in an ESFA or OFSTED governed environment.
- Experience of delivering Careers Education, Information, Advice and Guidance – Qualified to Level 3 IAG desirable
- Experience of setting up and managing learner recruitment functions within an FE or Adult Education environment.
- Experience of planning and managing marketing campaigns (digital and traditional) to recruit learners onto government funded training programmes, working to monthly enrolment targets.
- Competent working with Data, and working with management information and reporting systems
This role requires Baseline Personnel Security Standard (BPSS) – covering pre-employment checks:
