Chinese Restaurant in Ang Mo Kio looking for Part Time Human Resource & Administrative Executive

1. Ensure day to day and end to end management of HR functions which include recruitment, payroll, staff training, employee benefits, CPF contributions, leave administration, MOM rulings, Year end IR8A, IR21 submission and all HR related duties.
2. Good understanding of MOM, CPF, IRAS and other Government agency policies related to HR.
3. Familiar with MOM quarterly survey and OED submission.
4. Develop a well-managed HR department with good HR practices.
5. Maintain human resource records by designing an effective filing and retrieval system, keeping past and current records.
6. Prepare monthly payroll reports.
7. Application, renewal and cancellation of work passes.
8. Knowledge of group insurance
9. Familiar with HRIS System
10. Proficient in Microsoft Excel & Word
11. Able to read, speak and write Mandarin
12. Any other duties as and assigned.

In these integral roles, you will be responsible for overseeing various aspects of human resources and administrative functions. As an HR and Administration Executive, you will play a pivotal role in facilitating employee onboarding, managing office inventory, and supporting the implementation of HR policies and procedures.

Responsibilities

Human Resource Scope

• Coordinate new employee onboarding, including offer letters, induction programs, and orientation sessions
• Manage employee offboarding processes
• Maintain and update employee records and documents, ensuring accuracy and confidentiality
• Support implementation and enforcement of policies and procedures
• Handle and resolve employee queries regarding HR policies and procedures
• Assist with organizing and coordinating employee engagement activities, such as trainings, workshops, and team building events
• Stay informed about employment laws, regulations, and industry best practices

Administration Scope

• Manage and maintain inventory of office stationery, fixtures and equipment.
• Process name card requisition for existing and new employees.
• Issuance of office properties and assets to new employees.
• Collection of assets from exiting employees.
• Work with vendors for office procurement and review vendor billings
• Answer all inquiries requests or complaints received from employees
• Establish and maintain a proper filing system for efficient documentation and administration

Requirements

• Minimum ITE certification
• Minimum 1 year in a similar role preferred
• Proficiency in MS Office Suite and HRIS software
• Ability to maintain confidentiality and handle sensitive information in a professional manner.
• Strong knowledge and understanding of HR policies and procedures
• Possess strong organizational skills
• Attention to detail

Job Description:

· Administer and maintain staff record

· Processes all work passes application/renewal/cancellation

· Worker wages processing twice monthly

· Perform payroll processing function timely and accurately including submission of Employee IR8A/IR21 for tax filing/clearance

· Prepare and compile monthly estimate wages job costing report.

· Maintain and update all the staff leave and medical record and medical claim summary.

· Process staff claims including taxi, medical and overseas trip

· Administer and manage workers’ quarters

· Performs payment of fines, renewal of company commercial vehicles parking. Road tax and application of access pass to work sites etc

· Maintain excellent filing system

· Assist Purchaser and Accounts Dept in data entry, sourcing, checking invoices and delivery orders

. Assist Contracts Department in printing and binding documents

· Answering phone calls

. Maintain Office printing equipment and amenties

. Maintain Office cleanliness

. Any ad hoc duties

Requirements:

· Minimum Certificate or Diploma holder

· Minimum 3 years working experience in construction industry (preferable)
