The Program Analyst serves as a Clinical Applications Coordinator (CAC) and actively participates in a team involving information technology, informatics and data analysis and as such, provides subject matter expertise to integrate clinical and information processes necessary to achieve successful adoption and applications of new technologies to automate the clinical records data. The CAC uses a combination of clinical, management and technological knowledge, skills, abilities, experience and training to provide innovative solutions to clinical processes and efficiencies through improvements in the electronic health record (EHR) / CPRS / VISTA. Major duties for the Program Analyst (Informatics) include :

• Serves as the knowledge expert for the computerized medical record and provides users and other staff with consultative support and education.

• Develops training materials or other tools to assist staff and utilizing data and reports that are produced.

• Advises the facility CHIO, Lead CACs, and Clinical Informatics Supervisor of programmatic and security requirements for data access, and advises the Medical Center on directives, policies, and best practices from the ISO and OIT offices for health data security and analysis.
• Independently develops implementation plans for new software applications and releases. Serving as a project manager, works through the interdisciplinary teams to complete clinical information system initiatives established by national, VISN and local authorities.
• Plans, organizes, estimates cost, coordinates, and communicate with staff and conducts all phases of the project.
• Maintains and update site parameters and site-specific files is necessary to ensure proper functioning of complex interrelated and interdependent software applications.
• Uses the applicable software manager menu systems, develops, modifies, and test component specific to fields and data that individualize / customize applications to individual users while maintaining integrity between and among multiple software packages.
• Integrate software applications for clinical services including evaluation, effectiveness review, and troubleshooting.
• Formulates data tools for quality management and clinical oversight by developing templates, order sets, and other tools; maintains and updates menus and summaries.
• Collaborate with OIT and clinical staff to develop system programming requirements while understanding system capabilities and limitations.
• Instructs Medical Center and the use of information management tools; chair/participates in a variety of information technology and information management committees as assigned.
• Actively participated in or leave the development of clinical decision support systems.
• Identifies system or application problems, suggest solutions, and resolve issues related to information management.
• Develops an oversees databases related to patient management; actively participates in the development of clinical decision support systems; apply statistical analysis and interpret their significance, including validity of measures used to generate outcomes related to patient management systems.
• Performs other duties as assigned.

Major Duties:

• Serves as the technical advisor to the Accounting Technician. Supervisory Accountant. Supervisory Financial Management Specialist and HCS Management.
• Furnishes management and other staff all required financial statements and provides technical advice to operating officials on all phases of accounting including the analysis and interpretation of pertinent data.
• Maintains a system of accounting records for all financial transactions of the Veterans Administration related to or arising from activities within the jurisdiction of the HC.
• Plan, prepare, analyze. and verify daily, weekly and monthly financial reports generated by the Austin Financial Service Center (FSC) so as to insure monthly submissions of complete and accurate financial data to Central Office or the VISN.

• Reconcile subsidiary accounts for the General Post Fund to the FMS.

You will

• Provide leadership in human health risk assessment tools and practices and senior level technical expertise in the development of technical and policy materials, publications, and supporting documents for human health effects assessments for toxic pollutants in ambient and/or drinking water, which are used by states, tribes, water quality managers, the public, and other stakeholders (e.g., environmental organizations).
• Responsible for independently conceptualizing, planning, obtaining feedback and input from both internal and external partners, and executing long-range projects of national/international significance, that are identified by OST/OW, to produce health effects and criteria documents (e.g., health effects assessments for emerging contaminants, human health criteria, and drinking water health advisories).
• Serve as a recognized international expert and representative of OW and EPA for internal and external conferences, workshops, workgroups, and task forces that provide technical and policy guidance to EPA and non-EPA personnel and provides outreach to states, local governments, tribes, and the regulated and international community. 
• Advise senior EPA leaders, including the Administrator and Office of Water Assistant Administrator, as well as elected officials, public health experts, water quality managers, and drinking water administrators on issues related to the development of health protective values for contaminants in ambient and drinking waters. 
• Serve as extramural project officer or task order contracting officer representative (COR) for scientific support work performed under contract or under assistance agreements including cooperative agreements and grants.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is located in the catchment area of VISN 6 (within 50 miles of one of the seven VISN 6 VA facilities). Pay will be determined based on the employee's location. Duties include but are not limited to:

• Following Generally Accepted Government Auditing Standards (GAGAS), the auditor participates in the research and survey phases of the audit/assist by gathering relevant and reliable information in order to refine audit areas to include objectives, scope, criteria, and methodology.
• Assists in identifying potential audit topics for future consideration and in the development of audit proposals.
• Ensures that audit documents answer the audit objectives. Independently prepares work papers that: include the required are marked "For Official Use Only" as appropriate; and all written products are appropriately safeguarded.

Gathers technical resources and data to assist on a broad range of projects, activities and programs. Establishes and promotes an understanding of technical issues, as well as associated organizational and community development approaches for the health programs.
• Assists in the development of high quality project / program concepts, proposals and designs. Serves as Agency resource for both headquarters and regional Posts, in the identification of critical public health issues affecting project design, program implementation and monitoring and evaluation.
• Conducts program studies where systems, and processes, definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.
• Works collaboratively with M&E Specialists in OGHH to support programmatic M&E to evaluate program/activity progress and results according to the performance monitoring framework, document results and apply lessons learned to adjust the project framework.
• Coordinates and consults with key stakeholders to facilitate M&E efforts and establish quantitative and qualitative M&E mechanism to measure results and impact of public health programs.
• Presents public health information on M&E results to stakeholders and other consultative forums.
• Designs, develops, and delivers training related to public health. Designs and delivers courses, workshops, and other staff development activities. Plans and develops full-length courses in well-established areas of the subject matter field. Incorporates creativity, innovation, and responsiveness to emerging needs in developing trainings and other knowledge products.
• Consults on original course plan and design for basic course concepts. Responsible for knowledge creation and dissemination of information to develop public health related technical know-how at headquarter and regional posts. Coordinates with program managers and training managers both within the Agency and other external organizations working on this field to develop trainings and course material.
• Designs need assessments to determine content and methodology for workshops or courses for face-to-face or online events.
