The purpose of this position is to serve as the Medical Center's financial expert, the Chief Financial Officer is responsible for establishing and maintaining a complex integrated system of financial staff services which include budget, accounting systems, payroll systems, administrative and managerial support and financial analytical reporting and planning.
Duties include, but are not limited to, the following:
- Assures management those financial transactions are in accounting, budget and all other financial services arc compatible with the requirements of the Office of Management and Budget (0MB), the General Accounting Office (GAO), and the Treasury Department and that records of accounting and financial statements accurately reflect a full disclosure of the financial aspects or the stations operations.
- Performs annual certification of ell general ledger accounting, auditing, budgeting, managerial-financial analysis and reporting, payroll, third party revenue and collections, cashier services, travel, position management, and the Veterans Equitable Resource Allocation (VERA) program.
- Accounts for the accuracy, legality, compliance with regulations, and justification, of ell financial transactions to include expenditure of all funds, vouchers, invoices, claims, and other requests for payment.
- Functions as the appointed agency certifying officer, delegated unlimited and independent authority to authorize payments from agency funds.
- Ensures payment authorizations are subject only to GAO post audit review.
- Develops the necessary policies, procedures, and organizational structures required to fulfill the service line's mission.
- Reviews and analysis of estimates and negotiating with operating officials, consolidates the results to make recommendations to management and other appropriate entities.
- Conducts and coordinates budget briefings.
- Directs all administrative activities within the service line-including Fiscal Management, Supplies & Equipment Management, Human Resources Management, Strategic Planning, ill\d program evaluation.
- Accounts for the distribution of all funds allocated to the medical center into the various control points, analyzing actual expenses as compared to the plan, and making projections to indicate needed adjustments in the budget plan.
- Delegates authority to subordinates and hold them responsible for the performance of their specific organizational units.
- Manages administratively responsible for all subordinate supervisors and team leaders and is the final approving official of all goals, objectives, policies, and procedures established by each organizational unit in the service line.
- Implements and manages Quality Assurance & Quality Improvement programs within the service line.
- Provides consultative services within his/her purview to the Medical Center Director, Associate Director, and Service Linc Managers.
- Participates with senior management in the development of goals and in decision making and policy making that impacts the operations of the service line.
- Participates in activities and programs beneficial to the medical center such ns committees, task forces, and investigations.
- Performs other duties as assigned
