An exciting opportunity has arisen for the appointment of a highly experienced and credible senior nurse leader across York and Scarborough Teaching Hospitals NHS Foundation Trust.

As Associate Chief Nurse for the Medicine Care Group, you will be responsible for providing strong and effective strategic and clinical leadership as part of a senior leadership team, working in collaboration with the Care Group Director, Associate Chief Operating Officer and Associate Chief Allied Health Professional. This is a key strategic and operational position within the Trust, responsible for the safe and effective operation of services across multiple hospital sites, including a multi-million pound newly built Urgent and Emergency Care Centre, due to open in November 2024 on the Scarborough site.

The Associate Chief Nurse role is both challenging and exciting and requires an individual who is capable of leading, inspiring and developing the nursing workforce to continuously drive-up standards of patient care and to ensure a patient centred approach that is safe and effective.

The post holder will support the professional development of nurses at all levels and will champion and embed a culture of quality improvement, effective clinical governance, and great patient experience.

The post holder will be responsible for decision making where practice or service delivery issues require speciality leadership ensuring a focus upon quality, safety and operational leadership. The post holder will work in collaboration with internal and external system partners to set out the Trusts strategic aims and deliver operational priorities. They will develop leadership and management capacity within nursing for their designated areas. This will be in line with agreed objectives, targets, quality standards, resource controls and constraints, and will contribute to delivering the operational strategy for the Care Group and for the Trust as a whole.

The Associate Medical Director will be expected to display the Trust values at all times. They will work as part of the collective leadership team which will ensure that effective and safe patient care is delivered in a person-centred manner ensuring that decision making is as close to the patient as possible. The Associate Medical Director will be working within a care group model as part of a collective leadership team (CLT), working to organisational requirements whilst influencing areas of direct operational managerial responsibility and clinical pathways with a proportionally shared accountability and responsibility for the quality delivery of services. Within the team, they will be the senior professional lead for doctors within their service with professional responsibility for standards of medical practice across all inpatient and Community teams. They will also lead on quality and safety developments across services. The Associate Medical Director and the CLT will provide a visible, accessible and authoritative presence in clinical areas upon which service users can rely to ensure that the fundamentals of care are right. The post holder will support the Lead Psychiatrist to provide professional advice on medical matters with responsibility for leading the medical workforce in their specialty or specific area of responsibility, ensuring continuous professional developments and clinical supervision practices and structures are in place and accessible for all doctors. Working closely with the CLT, they will ensure the provision of services within an integrated governance framework that is safe, effective and efficient and maintains standards against a broad range of local, national and statutory requirements and policies. In addition, they will support the Lead Psychiatrist to facilitate all doctors to be adherent with the professional fitness to practice obligations in line with GMC revalidation requirements. Act as the link between the services and the Medical Directorate in relation to specific areas of responsibility including workforce planning and performance management. The Post Holder, with Lead Psychiatrists, will take medical responsibility for attending relevant governance groups within their CLT ensuring there is a consistent approach to high quality, compliant, safe and effective practice. The Post Holder will be responsible for the line management of all medics within their Care Group specialty. They will also support the Lead Psychiatrists in providing professional supervision, guidance, and the completion of job planning. The AMD will participate in meetings for, and jointly sign off, the job plan for Multi-Professional Approved Clinicians. The role will act as a conduit between those responsible for the delivery of medical education in their Care Group and the Associate Director of Medical Education. The post holder will be committed to ensuring the provision of excellence in person centred care that will include the promotion of recovery, social inclusion and normalisation across all areas of psychiatry in the care group. This will be facilitated by close working with AMDs in other specialties and the specialty Clinical Networks. They will deputise for the Group Medical Director at relevant forums both internally and external to the Trust as required and act as a strategic lead as necessary in areas of service delivery and development from time to time. In all of the above the post holder will be expected to act collectively, collaboratively and effectively within all portfolio areas and to be able to challenge current thinking positively and creatively in order to continuously improve policy and operational working practices. As a member of the York & Scarborough Teaching Hospitals NHS Foundation Trust Board, the Chief Nurse is responsible for providing senior operational leadership and contributing to the strategic direction and service development of the Trust.

Some Key Responsibilities of this role include;

· To be accountable for developing and delivering the annual plan to ensure that the nursing, midwifery and AHP strategies are implemented across the Trust.

· Work collaboratively with the Medical Director to develop a culture which embeds clinical governance throughout the Trust and monitor its effectiveness, ensuring compliance in the regulatory standards frameworks.

· Responsible for ensuring robust clinical governance processes and advising the Trust Board of all significant clinical governance issues.

· Responsible for the Trust’s submission to the Care Quality Commission (CQC) ensuring that robust processes are in place to achieve compliance.

· To be accountable for the Chief Nurse budget including the requirement to meet cost improvement targets that do not compromise the level of patient care delivered.

· To be responsible for developing, implementing and monitoring standards of nursing and patient care including responsibility for achievement of local and national patient care quality standards reporting progress and/or variance where appropriate to the Trust Board.
