Functions or Scope of Assigned Duties:

The Deputy Chief of Quality Management (QM) is a member of the executive administrative team and reports to the Director. The incumbent will work closely with the Chief of QM for ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk, and guides the organization through frequent interactions with other service chiefs.

The Nurse IV Deputy Chief of Quality Management (QM) functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. Demonstrates performance that is broad enough to improve the care for a group of patients. The Deputy Chief of Quality Management (QM) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.

The Deputy Chief of QM is a self-directed nursing professional who supervises QM staff, assesses plans, implements, coordinates, monitors and evaluates the quality and safety of the delivery of care for the organization. Assumes a leadership role in facilitating regulatory compliance for internal and external oversight bodies (i.e., The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), Veterans Health Administration (VHA) Directives and Handbooks, etc.), Occupational Safety and Health Administration (OSHA), Office of the Medical Inspector (OMI), Office of the Inspector General (OIG), and VHA performance measures, supporting performance improvement work, and supporting and guiding the work of committees.

The Deputy Chief of QM ensures that services have systems and processes in place to provide safe, quality care that is consistent with external benchmarks. Leads performance improvement initiatives by identifying quality metrics, trending data, maintaining the quality metric dashboard, and acts as a subject matter expert in data analysis and data display. Consults and acts as a resource to leadership and staff in standards interpretation implementation, patient safety, infection control, risk management, and re-design of processes and structures to improve care outcomes. Develops and implements policy and procedures, collaborates with service departments, and works toward meeting the strategic plan of the organization.

The Deputy Chief of QM oversees monitoring of corrective actions from survey findings and assists services who are performance outliers. Provides oversight for programs such as the Joint Patient Safety Reporting (JPSR), Tort Claims, and Peer Review. Responsible for completing clinical quality reviews, clinical data analysis, and identifying opportunities for improvement. This includes providing clinical and administrative recommendations relative to all Strategic Analytic Improvement Learning (SAIL) outcomes, External Peer Review Program (EPRP) metrics, and driving improvement initiatives within the medical center.

The Deputy Chief of QM collaborates with the Survey Coordinator for the coordination of accreditation readiness activities focused on standards compliance, education of staff on standards, VHA requirements, and customer satisfaction for internal and external stakeholders. Influences care outcomes by collaborating with members of the interdisciplinary team. Core elements of performance include knowledge and active participation in unit/program level quality improvement processes and initiatives as well as customer service programs. Leads QM staff through performance evaluations, provide guidance and support on culture changes, and change management projects.

The Deputy Chief of QM supports all QM work to include but not limited to Accreditation, System Redesign, Infection Prevention, Patient Safety, Risk Management, High Reliability Organization (HRO), Just Culture, and evidence-based practices.

Duties of the Supervisory Psychologist serving as the Richmond Vet Center Director and licensed professional with knowledge of and ability to apply advanced professional psychological treatments to the full range of patient populations include but are not limited to:

• Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues;

Serves as a Supervisory Social Worker RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

This position is in the Mental Health Care Line. The psychologist for the WNY HCS provides outpatient assessment and triage as well as individual, group, and family psychotherapy for acute and chronic mental health problems as an integrated member of the Primary Care Team. The psychologist applies advanced professional psychological diagnostic methods and evidence-based intervention strategies to a full range of patient problems in their work setting. The incumbent has advanced knowledge of psychological diagnosis, intervention, and behavioral health that qualifies them to provide advice and consultation to professionals representing a variety of disciplines. Job Summary

The Medical Director is responsible to provide clinical and technical oversight for the safe and ethical provision of clinical laboratory services. The individual will play a key role in ensuring clinical tests are performed and reported promptly. The individual will also play a role in the development and execution of clinical development strategy. The individual is expected to bring a strong medical and scientific foundation and will work closely with laboratory developed test (LDT) and in vitro diagnostic (IVD) test development teams to define the most effective approach in LDT, IVD and companion diagnostic (CDx).

Essential Services and Responsibilities

• Be the license holder for M Diagnostics in accordance with the PHMC regulations.
• Delegate the responsibilities of the general supervisor, clinical consultant, quality systems manager and testing personnel to employees who are qualified to perform such tasks.
• Responsible for providing pathology expertise for on-site or remote histological review. Examine clinical formalin-fixed, paraffin-embedded tissue sections, provide histological inputs and identify the region of interest (where the tumor sits) from haematoxylin and eosin (H&E) staining.

• Participation in the quality management system, management of adverse outcome and non-conformities.

The Associate Medical Director will be expected to display the Trust values at all times. They will work as part of the collective leadership team which will ensure that effective and safe patient care is delivered in a person-centred manner ensuring that decision making is as close to the patient as possible. The Associate Medical Director will be working within a care group model as part of a collective leadership team (CLT), working to organisational requirements whilst influencing areas of direct operational managerial responsibility and clinical pathways with a proportionally shared accountability and responsibility for the quality delivery of services. Within the team, they will be the senior professional lead for doctors within their service with professional responsibility for standards of medical practice across all inpatient and Community teams. They will also lead on quality and safety developments across services. The Associate Medical Director and the CLT will provide a visible, accessible and authoritative presence in clinical areas upon which service users can rely to ensure that the fundamentals of care are right. The post holder will support the Lead Psychiatrist to provide professional advice on medical matters with responsibility for leading the medical workforce in their specialty or specific area of responsibility, ensuring continuous professional developments and clinical supervision practices and structures are in place and accessible for all doctors. Working closely with the CLT, they will ensure the provision of services within an integrated governance framework that is safe, effective and efficient and maintains standards against a broad range of local, national and statutory requirements and policies. In addition, they will support the Lead Psychiatrist to facilitate all doctors to be adherent with the professional fitness to practice obligations in line with GMC revalidation requirements. Act as the link between the services and the Medical Directorate in relation to specific areas of responsibility including workforce planning and performance management. The Post Holder, with Lead Psychiatrists, will take medical responsibility for attending relevant governance groups within their CLT ensuring there is a consistent approach to high quality, compliant, safe and effective practice. The Post Holder will be responsible for the line management of all medics within their Care Group specialty. They will also support the Lead Psychiatrists in providing professional supervision, guidance, and the completion of job planning. The AMD will participate in meetings for, and jointly sign off, the job plan for Multi-Professional Approved Clinicians. The role will act as a conduit between those responsible for the delivery of medical education in their Care Group and the Associate Director of Medical Education. The post holder will be committed to ensuring the provision of excellence in person centred care that will include the promotion of recovery, social inclusion and normalisation across all areas of psychiatry in the care group. This will be facilitated by close working with AMDs in other specialties and the specialty Clinical Networks. They will deputise for the Group Medical Director at relevant forums both internally and external to the Trust as required and act as a strategic lead as necessary in areas of service delivery and development from time to time. In all of the above the post holder will be expected to act collectively, collaboratively and effectively within all portfolio areas and to be able to challenge current thinking positively and creatively in order to continuously improve policy and operational working practices. The Trust acknowledges the post holders primary role as a Clinician and how this might influence the availability for all of the above roles and functions.

Working independently, the Medical/Scientific Director is capable of fully leading designated aspects of the Medical Affairs strategic planning process and its implementation on behalf of the Regional Medical Affairs Leader (RMAL) and in collaboration with her/his peers and other functions in the medical affairs team. The scope of the role therefore mirrors parts of the scope of the RMAL role, to whom she/he is accountable. This may include the following activities:

• Plays an integral role in contributing the Global Medical Affairs Plan (MAP) and Integrated Evidence Plan (IEP) for the relevant asset/indication(s).
• Drives delivery of designated above-country elements of the MAP, e.g., Advisory Boards, Symposia, Medical Educational Events, Scientific Platform.
• Partners with commercial colleagues to optimize brand strategy, campaigns and launches in the Local Operating Companies (LOCs).
• Leading and overseeing partnerships from a GMA perspective for the relevant asset/indication(s).

Key Responsibilities

This role will provide YOU the opportunity to lead key activities as follows:

• Gathers medical insights from the Local Operating Companies (LOCs) and external stakeholders (HCP’s, Patients, Payors and Regulators) to shape the integrated evidence strategy and global medical affairs plans and strategy.
• Leads medical lead research activities including Expanded Access Programs
• Leads Advisory Board design and discussion ensuring compliance with SE governance and documentation requirements.
• Leads Symposia and other Educational Activities design and discussion ensuring compliance with SE governance and documentation requirements.
• Inputs to the design and delivery of phase IIIb/IV studies and EAPs, including post-approval commitments, coordinating with relevant R&D technical experts.
• Facilitates preparation for the Brand Planning processes, ensuring compliance with timelines and mandated global templates to ensure consistency across LOCs.
• Develops/reviews publications/abstracts/posters related to the product, key competitors, and relevant disease area(s). Ensures the Data Dissemination Plan (DDP) is maintained.
• Supports the RMAL in communicating effectively the clinical and market access data for their asset to the LOCs; ensures a robust understanding of risk: benefit.
• Enhances local tactical plans and shares best practices to support Launch Excellence.
• Supports the RMAL in providing medical governance oversight for the asset, including management of product-related issues with potential impact on patient safety, and medical budget management.

Basic Qualifications

We are looking for professionals with these required skills to achieve our goals:

• Medical Doctor-Board Certification or clinical and industry experience with Oncology, PhD or PharmD
• Minimum 5 years in Industry or clinical experience in the hemato-oncology therapeutic area.
• Minimum 5 years of experience in significant disease and Multiple Myeloma with therapeutic area knowledge
• Broad drug development experience with robust knowledge of GCP regulatory/ market access.
• Experience in developing, designing, and implementing expanded access program studies.

• Robust understanding of promotional codes/regulations; previous involvement in review and approval processes.

Preferred Qualifications

Responsibilities

Management / leadership

· Lead the development of the company, developing strategies to achieve planned company’s milestones

· Provide leadership to engineers and other staff in achieving the company’s objectives

· Plan and propose resources to support the growth demands of the company

Operational and clinical partnership
