The incumbent is a first level-nursing manager for Ambulatory Care in Community Based Out-patient Clinics (CBOC) or Health Care Center. He/she functions under the direction and guidance of the Chief Nurse (CN) in providing clinical and administrative leadership. He/she uses the nursing process to achieve identified goals for the Health Care System as a nursing leader.

• The NM holds responsibility for implementation of the Vision, Mission, and Values of the Fayetteville NC VA Coastal Health Care System within his/her defined areas of responsibility.
• He/she is fully engaged in the administrative and clinical nursing practice characterized by both increased complexity of clinical decision making and enhanced skills in nursing management/leadership.
• He/she provides leadership in the day-to-day operations and input as an influencer in the strategic planning process for the attainment of organizational goals.
• The NM keeps staff informed of Clinical/Administrative goals through facilitating both vertical and horizontal communications in a timely manner.
• The incumbent provides timely information regarding emergencies, unusual occurrences or issues impacting nursing practice or operations to the Chief Nurse, Deputy Associate Director Patient Care Services and/or the Associate Director of Patient Care Services
• He/she provides direct supervision of nursing personnel in their defined area of responsibility and evaluates their performance and competency.
• The incumbent is knowledgeable concerning the counseling/disciplinary process; works closely with the Human Resources representative and seeks assistance as needed keeping their supervisory abreast of actions
• The NM is responsible for all issues affecting nursing including, but not limited to: standards of practice, credentialing, training, functional statements, position descriptions, proficiency reports (timely and complete), performance appraisals (timely and complete), ensuring staff follow policies, procedures, and protocols. May be called upon to edit, format, update the same as required.
• He/she ensures/supervises appropriate orientations, educations, and continuing professional development of nursing personnel
• The NM assumes responsibility for staffing and scheduling of permanent and supplemental nursing staff, ensuring all assignments reflect appropriate utilization, compliance with staffing guidelines, and the Joint Commission Standards.
• The NM is fiscally responsible and participates with the Chief Nurse in planning and monitoring the budget including overtime expenditures/trends
• He/she allocates available resources to promote efficient, effective, safe, and customer focused care. The incumbent serves as a role model coaching and supporting staff in critical thinking in professional nursing practice. He/she fosters an environment conducive to learning and provides educational experiences for nurses.
• The NM facilitates an environment of interdisciplinary collaboration and collegial relationships; promotes peer review.
• The NM has a responsibility to ensure an environment conducive to retention / recruitment of highly competent nursing staff of diverse backgrounds. He/she directs practice according to established policies, standards of care, and standards of practice. He/she monitors/ ensures nursing practice and operations are compliant with all applicable local, VlSN, and/or State/National standards, policies, statutes and regulations.

The WVPM's responsibilities include but are not limited to:

• Collaborating with facility and community stakeholders to develop a comprehensive outreach plan that includes increasing public awareness of services available for women Veterans; networking to enhance community engagement with non-VA stakeholders
• Collaborating with National Women's Health Services and Higher Echelon to fully implement the Women's Health Transition Training Program as women Veterans transition out of the military and into the VA for healthcare.
• Developing relationships with Veterans Service Organizations (VSOs), DOD facilities, state, and local organizations to facilitate outreach to rural women Veterans.
• Planning and coordinating a variety of community outreach activities that promote knowledge of and use of VA services.
• These activities include, but are not limited to:
  • public speaking
  • presentations
  • informational booths
  • program liaison duties.
• Collecting data, tracking trends, developing, and implementing performance improvement to ensure program effectiveness.
• Developing outreach materials and marketing materials to be used by facility-based outreach teams.
• Assuring accurate and consistent messaging is disseminated to Veterans and Community partners.
• Coordinating logistics for outreach events including staffing, computer support, brochures, and other marketing materials.
• Performing administrative support tasks that improve women Veteran's access to care in rural areas.
• Analyzing quality improvement data and is actively involved in performance improvement initiatives.
• Maintaining a computerized system of program-specific data to track suspense of items such as project milestones, progress reports, funding requirements, and compliance strategies.
• Maintaining a comprehensive knowledge of gender-specific services available to women Veterans in the Durham VA and Fayetteville VA markets in addition to knowledge of VA benefits and VA eligibility.
• Maintaining knowledge of analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency
• Maintaining clear, succinct, professional communication when corresponding with individuals and groups such as practitioners, executive staff, Veterans, VSOs, and professional societies.
• Demonstrating professional interpersonal skills when representing VA healthcare to state, local, and other federal agencies.
• Serving as an advocate for women Veterans and working closely with Eligibility Office and Veteran Experience Office (Patient Advocate Office) to facilitate problem resolution and enhance women Veteran satisfaction.
• Culture transformation projects to create a safe, secure, and respectful environment for women Veterans to receive care.
• Participating in the review of the physical environment by identifying deficiencies and recognizing opportunities for improvement to meet the needs of women Veterans.
• Collaborating with internal and external partners to ensure women Veterans receive gender-specific care the right care, at the right time, in the right environment.
• Collaborating with Specialty services and Primary Care to develop programs/services that meet the needs of women veterans who are currently seeking care within the facility and the increasing number expected to do so
• Collecting, developing, and analyzing data to ensure access to quality clinical care.
• Serving as an advocate for women veterans by identifying issues pertinent to the care of women veterans and mobilizing resources for resolution.
• Serving as a consultant to facility personnel involving all aspects of care for women veterans and is a recognized subject matter expert on matters related to women veterans' health. As such, WVPM will ensure compliance with all existing VA policies and regulations, medical center procedures and policies and other relevant requirements.
