RESPONSIBILITIES:

• To be able to effectively assess risk impact of project activities and issue Safety Stand Down when deemed necessary.
• Dealing with authorities, staffs, client’s representatives, public, neighbours and other interested parties on matters related to safety & health.
• Conduct regular inspection and see to it that person responsible for the NC recorded or raised by interested parties are informed to perform corrective actions with photos evidence of closure.
• Conduct accident / incident investigations and recommendations on corrective actions to prevent recurrence.
• Monitor and evaluate effectiveness of all corrective actions taken
• Ensure reporting of incident comply with legal requirement.
• Responsible for the implementation and monitoring of Environmental Management System of work site
• Conduct regular site inspections and follow-up actions to ensure environment compliance
• Advise Project Manager on site environmental issues and solutions
• Report and recommend on remedial measures on environmental issues
• Prepare and submit a Site Environmental Control Programme to PM

REQUIREMENTS:

• Preferable to have minimum 5 years of experience in building/ civil projects
• Registered Environmental Control Officer (ECO)
• Possess valid registration with Ministry of Manpower
• Possess a level of physical fitness appropriate to the job requirements, keen observation and knowledge of WSH requirements to enforce safety compliance at the workplace
• At least 5 years of experience in a main-contractor company involved in HDB BTO project

- Assist and enforce sites to implement site health and safety plans

- Perform health and safety audits on sites

- Conduct periodic health and safety training for site personnel

- Maintain company's health and safety statistics and records

- Liaise with Government Agencies on health and safety issues, application of factory permits and other safety statutory requirements for compliance by sites

- Update Management on new and current health and safety matters

- Investigate all accidents which occurred and recommend appropriate health and safety measures to prevent their occurance

- Assist Senior Project Manager / Project Manager on all site safety matters

- Ensure that the OHS Management programmes are effectively implemented and maintained

- Promote awareness among staff, workers, contractors, suppliers and etc

- Conduct and plan safety training awareness programmes

- Monitor strict compliance of “Permit to Work” system at worksite & explain the importance to workers at the time of safety talk/tool box meetings

- Coordinate Environmental Control Committee Meeting and implement all environmental control programmes

- Maintain mandatory records and other documentation as required by the regulatory authorities

- Ensure compliance of operations with NEA and EHS regulations

- Prepare Site Environmental Control Report on a regular basis

- Conduct environmental control audit and investigations

- Ensure compliance with environmental regulations, develop environmental control plan, site clean-up plans & monitor their completion

Requirement

• Possess a valid WSHO & ECO registration with MOM & NEA respectively
• Minimum 5 years experience in Singapore building construction projects
• Preferably with relevant experience working as WSHO in HDB's New Built project

This role:

The successful candidate can be located in Farringdon, London or Beeston, Nottinghamshire.

• Working directly for the Head and Safety Manager, you will support and drive health and safety management arrangements and requirements within the Property Services Directorate of the business.
• This will involve ensuring that all elements of the directorate health and safety plan are supported including advising on CDM projects, planned and cyclical works and monitoring all aspects of health and safety performance associated with property maintenance works which is predominantly carried out by contract partners.

What you'll need to succeed:

• Appropriate health and safety qualification with a minimum equivalent of a NEBOSH Construction Certificate in Occupational Health and Safety
• Extremely good level of knowledge and practical experience of working on live construction sites/property repairs/maintenance (as per CDM definition)
• Excellent knowledge and practical application of the CDM Regulations 2015 especially the clients’ duties
• Experience of conducting inspections and audits (construction operations) and preparing reports for senior management to promote continuous improvements
• Ability to manage own work prioritise and work well as part of a team
