Based in UHS but working with the CAS GMSA team, you will be part of a team that operates across Wessex, Oxford and Thames Valley, and the West Midlands. The CAS GMSA is one of seven Alliances launched in England in January 2021. The Alliances have been created by NHS England to embed genomics into routine care across the country, ensuring equity of access and providing faster diagnoses and more effective, personalised treatment for patients. The Alliances, as part of the NHS Genomic Medicine Service, will help the NHS become the first health service in the world to bring genomic testing and personalised medicine into routine care, with a key focus on improving our understanding of the underlying causes of illness to guide specific treatment options for each patient

The Senior Programme Manager is a key role delivering the strategic aims of the Central and South Genomic Medicine Service Alliance.

Providing leadership of a defined portfolio of work across the Central and South geography, in both primary and secondary care, this exciting role will provide transformational leadership through the delivery of a defined set of actions.

This role requires the interpretation of national guidance and translating this into a defined work programme with associated line management and budgetary responsibility. The work programme comprises detailed projects that meet key requirements in the NHS Long Terms Plan as well as requirements from the National Cancer Programme.

You will be required to use complex analytical skills, tact and diplomacy across a range of work programmes and will have overall accountability for the delivery of the work programme through the line management of key individuals.

You will establish robust strategic relationships across multi professional groups, all care sectors and ICBs supporting the work programme.

Your skills will include; proven project management experience across a range of disciplines, highly developed communication and influencing skills and the ability to work independently and as part of a network.

Your new role
With specific responsibility for a portfolio of key suppliers, you will also be the key contact for setting up a growing number of complex new suppliers.

Duties:

An MT/CLS at this level develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results. Testing procedures are performed on a variety of biological specimens using manual or automated techniques and require a broad exercise of independent judgment and responsibility with minimal technical supervision. The work performed is in a variety of primary laboratory disciplines, such as reference laboratory, chemistry (including endocrinology and toxicology), urinalysis, coagulation, hematology, immunohematology (blood banking), bacteriology, molecular biology, flow cytometry, genetics, immunology, mycology, parasitology, serology, and virology. Such positions include requirements to monitor quality control systems and measures; collaborate in the diagnosis and treatment of patients; and provide education for laboratory and other healthcare professionals, and others in the medical center setting including the public. This position will also work closely with the Transfusion Service Supervisor in overseeing the Phlebotomy department. Pertinent areas of responsibility to this department will include: education, training, scheduling, procedural updates, incorporation of regulatory standards into current practice, process improvement for the QA/QI team and team building skills for a productive work environment.

Duties include:

• Modifies or adapts new methods or techniques to improve or expand services.
• Develops protocols for performance of tests, phlebotomy applications and evaluation of results.
• Ensures that phlebotomy practices, laboratory tests and procedures are consistent with accrediting agencies, standards and requirements.
• Recognizes methodology limitations such as linearity, interference, sensitivity, and specificity and considers these when drawing conclusions about the validity of testing results.
• Performs validation/method verification studies for new systems.
• Consults with healthcare providers on logical protocol to follow in attempting to confirm the diagnosis or risk assessment of a patient.
• Provides advisory services to phlebotomists, technicians, technologists, and other specialists.
• Assists in writing procedures and other documents as directed.
• Coordinates the laboratory competency program.
• Records and evaluates workload testing systems.
• Establishes performance improvement measures to align with Quality Assurance Committee goals.
• Ensures a productive and encouraging work environment for staff to perform and excel in their professional skills.
