Are you ready to lead a dynamic finance team and shape the financial future of one of London's most vibrant boroughs? The London Borough of Barnet is seeking a Head of Finance: Chief Accountant to join our senior finance management team. As a pivotal member, you will collaborate with elected Members and senior officers to steer our financial strategy, ensuring the effective delivery of our corporate plan and vision.
Purpose of Job:
Develop and implement the Council’s financial strategy for sustainability and growth.
Provide strategic financial advice and support to senior stakeholders.
Lead financial management initiatives, including capital programme oversight and investment strategies.
Drive service transformation, fostering a culture of innovation and continuous improvement.
Key Accountabilities:
Advise on financial risks and opportunities, contributing to the development of the finance business plan.
Lead the annual closure of the Council’s and Pension Fund’s accounts and ensure compliance with accounting standards.
Manage a team of professionals, fostering a high-performance culture and providing leadership in a changing environment.
Leadership and Management:
Foster a high-performance culture through coaching, mentoring, and professional development opportunities.
Lead cross-cutting projects and drive change management initiatives to achieve continuous improvement.
Ensure compliance with relevant legislation, regulations, and best practices.
Essential Qualifications & Requirements:
Full membership of CCAB (preferably CIPFA), CFA, or ACT with significant post-qualification experience.
Strategic management experience in a large public sector organization, preferably local government.
Strong interpersonal, communication, and presentation skills, with the ability to engage with diverse stakeholders.
Proven track record in financial management, budgeting, and performance management.
