ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

· Provide leadership for the engineering team in the local market; Setting up a “local engineering leadership team” from property-level engineers to assist with implementation of the overall national engineering platform

· Coordinate and plan at least quarterly engineering meetings in the local market, providing training materials/topics necessary to ensure industry and National Engineering process requirements compliance

· Assist with development, implementation and monitoring of technical programs, and policies and procedures as required by both National Operations and Engineering

· Works with Property Managers and Chief Engineers to help implement and coordinate requirements such as safety, quality assurance, sustainability, energy management, Energy Star, C&W engineering disciplines, and combined energy and water tracking tools

· Assists in the development of property/system specific technical and administrative training of property on-site engineering personnel

· Works with building engineers and operations staff to establish and implement preventative maintenance programs in order to reduce equipment downtime, maintain property system integrity, maximize efficiency and minimize operating costs while protecting the properties assets

· Provides effective and prompt responses to requests from managers, tenants and clients

· Establish and maintain a network of consultants/pre-qualified service providers to provide assistance and expertise to the field in matters beyond the expertise of operations staff (i.e. MEP design Engineer of record, Environmental, Structural, and Architectural)

· Assists in scope definition, contract negotiations and bid reviews for service, and capital replacement projects

· Provides direction and consultation to the operating staff for HVAC, MEP systems, Fire & Life Safety systems, Automation, Security, and OSHA compliance

· Ensures compliance with the web-based training platform

· Assists with responses to RFPs and RFIs, participates in new business presentations, account transitions and site assessments

· Provides leadership and direction for the implementation of other corporate initiatives

· Conducts physical property, mechanical, electrical and system assessments as needed or requested

· Conducts limited site inspections in accordance with the guidelines presented in the national Engineering platform

· Recruitment activities in the local market to identifying candidates and top talent. Maintain a database of qualified candidates for possible opportunities

IMPORTANT EDUCATION

· High School Diploma or GED Equivalent

· Two-year technical degree plus 3 to 5 years of related experience and/or training; or equivalent combination of education, experience, and training.

· Completion of Technical school study relating to HVAC design and Maintenance preferred

IMPORTANT EXPERIENCE

· Minimum of 10 years of commercial property experience

· Minimum of 3 years of management level experience in facilities/property maintenance, engineering, the installation and operation of Building Systems (HVAC, plumbing, Fire/Life Safety, etc.), project management, and supervision of skilled trades and technical staff

· Experience in building operations

· Experience managing unionized and non-unionized employees

ADDITIONAL ELIGIBILITY QUALIFICATIONS

· Operating Engineers License as required by local jurisdictions, and equivalent

· Technical proficiency in the mechanical, electrical and control systems used in the Property Management industry

· Expertise in the operation, management and the cost controls of Property Operations

· Knowledge and interpretation and application of applicable commercial building codes and standards

· Experience reading and interpreting documents such as blueprints, safety rules, operating and maintenance instructions, and BAS SOO

· A high level of functional/technical knowledge of building system operation is necessary and must have proficiency in plumbing, HVAC, and electrical distribution systems.

Must have the ability to effectively present information and respond to questions from groups of managers, clients, and internal and external customers.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables

• Serve as an Entra ID Operations Engineer for the IAM department
• Deliver and support the multi-year plan incorporating on-premise, cloud-based, and hybrid directory services solutions
• Deliver and support the multi-year plan for workforce authentication leveraging SSO, MFA, and conditional access policies
• Define best practice and development of troubleshooting processes, methodologies, standards, alerts and reporting from Entra ID services to be leveraged for operational monitoring
• Provide monitoring and support of the integrated business applications and end-users ensuring the required uptime and resiliency

The Mission Operations Division has an opening for a Chief Engineer in San Diego, CA for the Distributed Common Ground System – Navy (DCGS-N).  The DCGS-N is the U.S. Navy’s ISR&T enterprise network installed on aircraft carriers, amphibious ships, and ashore sites.  This is an exciting opportunity where the successful candidate will lead a team of engineering professionals and domain experts in the technical evolution of the DCGS-N system using modern Agile methodologies in a DevSecOps environment.  Technologies to be incorporated include cloud migration, Model Based Systems Engineering (MBSE), and modern cybersecurity approaches. 

Primary Responsibilities

The successful candidate will serve as the lead engineer for the DCGS-N program over the full lifecycle to include engineering, integration and deployment.  Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, architecture design, integration, system testing, and quality assurance.  They will be responsible for managing the overall work effort and products of the engineering staff.  Support to business development and proposal development will also be required at times.  Some travel and shipboard visits will also be required.

Basic Qualifications

Master’s degree in a computer science or engineering related discipline. 

15 years of engineering and/ or software development experience including use of modern technologies and methodologies.

5 years of Navy ISR related experience.

Experience articulating complex technical concepts to customers, business development, program delivery, technical teams, and executives, both orally and in writing.

Active TS/SCI clearance
